Staff Recommendation:Approve the November 3,2021 City Council Regular Meeting Minutes.
B 2022-2026 Capital Improvement Plan and 2040 Comprehensive Plan Amendment to
Incorporate the CIP
Staff Recommendation:Adopt the 2022-2026 Capital lmprovement Plan and adopt Resolution 2021-148 amending
the 2040 Comprehensive Plan to incorporate the CIP.
C Civil Legal Services Agreement
Staff Recommendation:Approve the 2022-2026 civil legal services agreement with Levander, Gillen& Miller, P.A.
D Certifying Delinquent Utility Accounts to 2022 Property Taxes
Staff Recommendation:Adopt Resolution 2021-151 certifying delinquent utility accounts to 2022 Property Taxes.

Staff Recommendation:Consider the Parks, Recreation and Natural Resources Commission's request to name the

H Massage Therapist License Student Exemption
Staff Recommendation:Pass Ordinance No. 1047 allowing a massage therapist license exemption for students of a
program at an accredited institution.
I 2022 - 2024 49ers Labor Contract
Staff Recommendation:Approve the 2022-2024 49ers labor contract.
J Planning Commission Meeting Minutes
Staff Recommendation:Accept and place on file the minutes from the October 25, 2021, Planning Commission
meeting.
K River Acres Water Main Extension Project— Final Payment and Closeout
Staff Recommendation:Adopt Resolution 2021-153 approving the final payment to Ryan Contracting Company in
the amount of$130,030.94 and the River Acres Water Main Extension Project is accepted by the City of Cottage
Grove.
L High Pointe Revised Joint Powers Agreement with Newport
Staff Recommendation:Approve the First Amendment to Joint Powers Agreement by and Between the City of
Cottage Grove and the City of Newport Relating to the Connection of Utility Services.
M Open Forum Response to Sharon O'Boyle - Mississippi Dunes
N ArcticWolf Security Operations Center Contract Approval
Staff Recommendation:Approve and authorize signing of the ArcticWolf software agreement.

Staff Recommendation:Adopt Resolution 2021-152 approving the 2022 Non-Represented Pay Plan.
P Harkness Apartments - Final Plat, Development Agreement, and Plans & Specifications
Staff Recommendation:1.Adopt Resolution 2021-155 approving the final plat for Harkness Apartments.2.Approve
the Harkness Apartments Development Agreement with Pillai Builders LLC. 3.Adopt Resolution 2021-156 approving
the Harkness Apartments Development Plans dated August 23,2021,prepared by Demarc Land Surveying and
Engineering.

Staff Recommendation:Approve the issuance of rental licenses to the properties in the attached table.
R Authorization to Update the Cottage Grove Business Park Alternative Urban Areawide Review
Staff Recommendation:Adopt Resolution 2021-158 approving the update of the eusiness Park Alternative Urban
Areawide Review(AUAR)by Stantec.
S Authorize Major Amendment to the 2040 Comprehensive Plan
Staff Recommendation:Authorize Stantec to begin the major amendment process for the 2040 Comprehensive
Plan.
T 2022 Business License Renewals
Staff Recommendation:Adopt Resolution 2021-159 authorizing issuance of 2022 business licenses conditioned on
compliance with all applicable state and local regulations related to each license type.
U Economic Development Authority Appointment
Staff Recommendation:AppointJoseph Krohn to fill an unexpired term on the Economic DevelopmentAuthority
ending December 6,2023.
V Memorandum of Understanding- WAG Farms for Pond and Site Improvements
Staff Recommendation:Approve the Memorandum of Understanding with the Glendenning Farms, L.P. and the
Joan Glendenning Kennedy Family L.P. and WAG Farms Inc.for the Stormwater Management and Mass Site
Grading.

Excavating for a total project cost of$109,140.00.

A Property Tax Levy Payable in 2022, Revising the 2021 Budget and Adopting the 2022 Budget
Staff Recommendation:1.Adopt Resolution 2021-149 certifying the Property Tax Levy Payable in 2022.2.Adopt
Resolution 2021-150 revising the 2021 Budget and adopting the 2022 Budget.
B Mississippi Dunes Master Plan
Staff Recommendation:Adopt Resolution 2021-157 approving the Mississippi Dunes Master Plan as presented.
