Building Permit Statistics:
Between November 1, and November 30, 2021, 453 building permits were issued with a total valuation
of $27,470,074, including 24 single-family homes valued at $6,543,845 and 12 townhomes valued at
$2,885,148.

Current Project Updates
Building Construction Projects
Air Gas: This project is substantially complete.
Caribou Cabin: The project is complete with an anticipated opening date of mid-December. An
invitation for a ribbon cutting will be sent out once a date is confirmed.
Innovative Chemical Corporation (ICC): The footings and foundation are complete for this 18,000
square foot addition. The exterior wall panels and roof steel are being erected.
3M Projects:
• Building 149 – Temporary Water Filtration Project: Phase 1 including the footings and foundation
has been completed. The framing inspection of Phase 2, shelter building, has been inspected.
• Aluminum Oxide Storage Locker: The slab has been completed.
• Building 150: Phase 1, the footings and foundation, are under construction. The building permit for
Phase 2, construction of the building, has been submitted for review with a construction value
$12,600,000.
• Building 151: Phase 1, footings and foundation, are under construction. The permit for the building
construction has been submitted for review with a construction value $2,961,500.

61 Marine & Sports: The exterior of the 4,000 square foot addition to the existing 3,000 square foot
showroom is substantially complete.
Pine Harbor Christian Academy: The modularized 9,730 square foot building has been set on the new
foundation. Contractors are in the process of completing the interior utilities and exterior façade.
80th Street Crossing: The tenant improvement projects for the Smoke Shop (Unit 100) and the Basic
Needs Thrift Shop (Unit 220) are complete.
Claire’s: The permit for a tenant improvement project within Walmart for the renovation of 716 square
foot of vacant space (formerly Subway) within this building has been reviewed.
New Century Salon: The renovation of an 1,892 square foot space within the 8817 West Point Douglas
Business Center is complete for all rough-in work and the installation of finishes is ongoing.
Mister Car Wash: A permit has been reviewed for the modification of the existing parking area to
include a vehicle vacuum system.
Hamlet Park Shelter: The exterior has been completed with continuing on the interior finishes.
Oakwood Park Shelter: The footings and foundation have been completed.
Planning Division
November 22 Planning Commission Meeting
The Planning Commission met on November 22, 2021, and reviewed two applications, both of which
were recommended for approval to the City Council. The applications included:
MRCCA Ordinance Amendment: The Mississippi River Corridor Critical Area (MRCCA) comprises 72
miles of river and 54,000 acres of surrounding land in 30 local jurisdictions. The City of Cottage Grove
has over 39 miles of shoreline and bluffs along the Mississippi River and within the MRCCA. The
MRCCA is a corridor of land along each side of the Mississippi River in the Twin Cities Metropolitan
Area with coordinated state, regional, and local land use planning and zoning.
To better assist local governments in developing and implementing the new MRCCA zoning
standards, the DNR created a model ordinance. Upon review staff and the City Attorney have

determined that the best course of action would be to repeal the existing ordinance language and
replace it with the model ordinance as it ensures the City will meet Minnesota Rules Chapter 6106.
The updated ordinance would ensure the City Code is in compliance with the Minnesota State rules
and with the City’s 2040 Comprehensive Plan. The rules designate six different regulation districts
and outline minimum standards for each of those districts.
The Commission unanimously (5-to-0 vote) recommended approval. This request will be heard at the
December 15, 2021, City Council meeting.
Mississippi Dunes Master Plan: The Mississippi Dunes Master planning process started in March of
2021. Both land use and park components were included and reviewed in the Master Planning
process. The former golf course property was mass site graded in the early 1990’s to create the course
and in 2017 was closed, and the site sat vacant for several years until recently purchased in 2019 out
of foreclosure by a private property owner. Given the land use guidance of Transitional Area Planning,
a Master Planning process is required to provide direction for future development of the site.

The Planning Commission unanimously (5-to-0 vote) recommended approval. The City Council
approved the Mast Plan at their meeting on December 1, 2021, on a 5-to-0 vote.
December 20 Planning Commission Meeting
The following applications have been received for the December 20, 2021, Planning Commission
meeting:
McHattie Landing: Manley Family Trust has applied for a zoning amendment to change the zoning of
approximately 34.85 acres of land located at 9119 and 9165 Military Road from AG-1, Agricultural
Preservation, to R-4, Low Density Residential, with a PUD, Planned Unit Development; and a prelim-
inary plat to be called McHattie Landing that will create 79 single-family lots and 4 outlots.
Mississippi Dunes EAW: Pulte Homes has applied for an Environmental Assessment Worksheet
(EAW) for development of land guided Transition Area, which is generally located at the former
Mississippi Dunes Golf Course site south of 103rd Street and north of the Mississippi River. The City
of Cottage Grove is the designated Responsible Governmental Unit (RGU). The publication date for
this project in the Minnesota Environmental Quality Board (EQB) Monitor will be November 23, 2021.
