Building Permits
Building Permit Statistics:
Between December 1, and December 31, 2021, 417 building permits were issued with a total valuation
of $193,937,245, including 26 single-family homes valued at $10,924,265. For 2021, there were 5,655
permits issued with a total valuation of $231,869,956. This includes 574 new home permits with a
valuation of $155,998,356 (423 single-family homes valued at $122,060,383 and 151 townhome units
valued at $33,937,973). The 2021 Building Permit Valuation Report is attached.

Current Project Updates
Building Construction Projects
Innovative Chemical Company: The exterior of the addition is substantially complete.
Air Gas: This project is substantially complete.
61 Marine & Sports: The addition project is substantially complete.
North Star Sheets: The exterior of their addition is substantially complete.
3M Building 149: The Temporary Water Filtration Project is substantially complete.
3M Building 150: The building permit plans for the water quality building are currently under review.
3M Building 151: The building for the interior renovation project is ready for issuance.
Mister Car Wash: The permit for the vacuum modification project has been reviewed and will be issued
once the contractor has been selected.
New Century Salon: This tenant improvement project is substantially complete.
Claire’s: The permit for a tenant improvement project within Walmart has been reviewed and will be
issued once contractor has been chosen.

Pine Harbor Christian Academy: The exterior is substantially complete with interior finishes being
constructed.
Oakwood Park Shelter: The footings and foundation have been completed.
Hamlet Park Shelter: The exterior is complete with painting scheduled for spring.
Planning Division
December 20 Planning Commission Meeting
The Planning Commission met on December 20, 2021, and reviewed one application:
Mississippi Dunes EAW: Pulte Homes has applied for an Environmental Assessment Worksheet
(EAW) for development of land guided Transition Area, which is generally located at the former Mis-
sissippi Dunes Golf Course site south of 103rd Street and north of the Mississippi River. The City of
Cottage Grove is the designated Responsible Governmental Unit (RGU). The publication date for this
project in the Minnesota Environmental Quality Board (EQB) Monitor will be November 23, 2021.
Comments were received from two individuals, which will be part of the EAW. Some of the comments
included concerns about train traffic, impervious surfaces, stormwater, traffic, access to the develop-
ment, impact on the Mississippi River, the historical house on the property, endangered species, the
quality of the soils on the property, schools, water usage, and sewage. There was also a comment
regarding adding all the property to the Scientific Natural Area. It was also noted by the Planning
Economic Development Authority

Commission Chair that two emails and a letter were provided to staff prior to the meeting that will
included with the EAW comments.
The City Council is scheduled to take final action on the Mississippi Dunes EAW at their January 19
meeting.
January 24, 2022, Planning Commission Meeting
The following applications have been received for the January 24, 2022, Planning Commission
meeting:
Woodward Ponds 3rd Addition – Case PP2022-007: M/I Homes has applied for a preliminary plat
to replat a portion of Woodward Ponds 2nd Addition, which is generally located north of Military
Road and west of Keats Avenue. M/I Homes is eliminating two townhome models in their devel-
opment and rearranging their locations to allow for more of their popular townhome models.
McHattie Landing – Cases ZA2021-074 & PP2021-075: Manley Family Trust has applied for a
zoning amendment to change the zoning of property at 9119 and 9165 Military Road, generally
located on the southeast corner of Jamaica Avenue and Military Road, from AG-1, Agricultural
Preservation, to R-4, Low Density Residential, with a PUD, Planned Unit Development; and a
preliminary plat to be called McHattie Landing that will create 79 single -family lots and 4 outlots.

Aggregate Industries 2022 Mining Permit – Case MP2022-002: Aggregate Industries – North
Central Region, Inc. has applied for their 2022 mining permit to continue their mining operations at
11250 Grey Cloud Trail South on Lower Grey Cloud Island.
Flint Hills Fire Suppression Building – Case SP2022-003: Minnesota Pipeline Company has applied
for a site plan review to allow Flint Hills Resources to install a new 210 square foot tank foam
building to support a fire suppression system on their property at 6483 85th Street South.
Van Meter Fence – Case CUP2022-012: Van Meter, Inc. has applied for a conditional use permit
to allow the construction of a 10-foot tall privacy fence for exterior storage around their property
located at 7450 95th Street South (formerly Werner Electric).
