Staff Recommendation:Approve the January 5,2022 City Council Regular Meeting Minutes.
B Economic Development Director Hiring
Staff Recommendation:Approve the hiring of Gretchen Larson as Economic Development Director.
C Federal Lobbyist Proposals
Staff Recommendation:Accept the proposal and authorize entering into an agreement with Aurora Strategic
Advisors for federal lobbying services.
D Planning Commission Minutes
Staff Recommendation:Accept and place on file the minutes from the December 20, 2021, Planning Commission
meeting.
E Rental License Approvals
Staff Recommendation:Approve the issuance of rental licenses to the properties listed in the attached table.
F Aggregate Industries—Annual Mining Permit
Staff Recommendation:Adopt Resolution 2022-010 approving the 2022 Mining Permit for Aggregate Industries—
Nelson Sand& Gravel Facility.
G Employee Referral Program
Staff Recommendation:Approve the Employee Referral Program.
H 100th Street, 105th Street, & Ideal Avenue Improvements—Approve Plans and Specifications
Staff Recommendation:Adopt Resolution 2022-009 approving the plans and specifications for the 100th Street,
105th Street, & Ideal Avenue Improvements.
I MN DNR No Child Left Inside Grant Application
Staff Recommendation:Adopt Resolution 2022-016 authorizing application for the MN Department of Natural
Resources No Child Left Inside Grant in the amount of$15,000 to be used towards the upgrades and purchase of
outdoor recreational equipment and additional programming.
J Former Mississippi Dunes Golf Course 2022 EAW Review and Notice of Decision
Staff Recommendation:Adopt Resolution 2022-015 approving the Former Mississippi Dunes Golf Course EAW
Report prepared by SHC, LLC and finding that an Environmental Impact Statement(EISJ is not required for the
Mississippi Landing low and medium density residential subdivision.
K Income Contract
Staff Recommendation:Approve the Income Contract between the City of Cottage Grove and Aggregate Industries
for the proposed Mississippi eackwaters Mining Expansion Project.
8 APPROVE DISBURSEMENTS
A Approve payments for the period of 1/12/2022-1/27/2022 in the amount of$4,566,253.47.
9 PUBLIC HEARINGS
A Woodward Ponds 3rd Addition
Staff Recommendation:1. Hold a public hearing and adopt Resolution 2022-012 vacating two drainage and utility
easements over Lot 13, Block 1, and Lot 37, Block 2, Woodward Ponds 2nd Addition. 2.Adopt Resolution 2022-013
approving the preliminary and final plats for Woodward Ponds 3rd Addition, which is a 5.44-acre residential
development with 44 residential townhome lots.3.Approve the Woodward Ponds 3rd Addition Development
Agreement with Ravine Parkway, LLC(Donnay HomesJ, M/1 Homes, and the Woodward Ponds Townhome
Association.4.Adopt Resolution 2022-014 approving the Woodward Ponds 3rd Addition Development Plans dated
November 30,2021,prepared by Pioneer Engineering.

A McHattie Landing—Zoning Amendment and Preliminary Plat
Staff Recommendation:A.Adopt Ordinance No, 1052 approving the zoning amendment to change the zoning of
the property at 9119 and 9165 Military Road from AG-1,Agriculture Preservation, to R-4, Low Density Residential,
with a PUD, Planned Unit Development. 8.Adopt Resolution 2022-011 approving the preliminary plat for a
residential subdivision to be called McHattie Landing, which will consist of 801ots for single family homes and 4
outlots.
