Background
The Historic Furber House located at 7310 Lamar Avenue is on the City and National Historic
Landmark Registers (SHPO #WA-CGC-001). The property owners, Wayne and Angi Butt, are pro-
posing to add an addition to the west side of the existing historic house. This proposed addition
requires the issuance of a Certificate of Appropriateness that requires review by the ACHP and the
City Council.

This 1860's era residence was has been a fixture in the community for many years, and the ACHP
is very supportive in assisting the owners in achieving their goal of keeping this structure as an
active part of the community fabric. An 1874 sketch of the home is detailed below.

At their March 9, 2010 (Attachment A) meeting the ACHP recommended the City Council issue a
Certificate of Appropriateness for the proposed additions to the house as shown in yellow in the
image below. The City Council approved the Certificate of Appropriateness at their March 17, 2010
(Attachment B) subject to conditions of approval.

The conditions of approval included the following:
The final design drawings shall be reviewed and approved by the Planning staff.
2. The final construction drawings shall be reviewed and approved the Building Official.
3. New four -inch horizontal lap siding of cement composite board design (i.e.; Hardiboard) will
be utilized, and must be reviewed and approved by the Planning staff.
4. Architectural shingles will be utilized and must be reviewed and approved by the Planning
staff.
5. Porch, fascia, and fagade treatments must be consistent with historical documentation.
6. All applicable permits (i.e., building, electrical, grading, mechanical) must be completed,
submitted, and approved by the City prior to the commencement of any construction activi-
ties. Detailed construction plans must be reviewed and approved by the Building Official.
However, the proposed addition never came to fruition and the previous approvals became void.
Proposal
The submitted plans show a two-story addition to the west side of the existing structure (Attachment
C). The proposed addition is the same height as the existing structure. The exterior of the structure
is proposed to match the existing structure. The applicant is proposing to use four -inch horizontal
lap siding of cement composite board as recommended per the 2010 condition of approvals. The
applicant is also proposing to replace the existing siding with the same material. The north and
south sides have porches that complement the existing porch on the east side of the exiting house.

The interior consists of four bedrooms, five bathrooms, a laundry room, and reception area (Attach-
ment C, PG A3-4). The proposed used is consistent with the existing HPCUP that was approved
in 2013.

Pursuant to due call and notice thereof, a special meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall, 7516 — 80th Street South, Cottage
Grove, Minnesota, on the 9th day of March, 2010.
Vice Chair Lorraine Brown called the meeting to order at 7.00 p.m.

AGENDA
Burbank requested that the ACHP add Item VII(C), Annual Meeting, to the agenda. The agenda
was approved as amended.
MINUTES
The minutes of the January 12, 2010 regular meeting were amended by adding Councilmember
Grossklaus as present and striking Brown from the adjournment language. Gross moved to ap-
prove the Minutes, Peterson seconded, and the minutes of the January 12, 2010 regular
meeting were approved as amended.
OPEN FORUM
There were no open forum items.
UNFINISHED BUSINESS
7310 Lamar Avenue
Burbank presented the revised drawings that were completed based on the comments from the
ACHP at their last regular meeting. Burbank stated that based on the revised drawings, a Certifi-
cate of Appropriateness approving a a phased modification to the exterior of the structure at
7310 Lamar Avenue in Old Cottage Grove will be presented to the City Council at their March 17
regular meeting. The ACHP directed questions to Wayne and Angi Butt on the revised drawings
that they submitted. The group also questioned the scheduling of the project. Burbank shared
additional the information and commented that he would keep the group informed on the
progress. The applicants indicated that they would have the ACHP out for a tour as things

progressed. The ACHP thanked the Butts for helping to preserve a piece of Cottage Grove
history.
Historic Coins
Burbank shared information on the progress of the Phase II historic coins. He indicated that he
would not be including a date on the coin to keep it relevant longer. The ACHP concurred.
Burbank reported that he would keep the group informed on the progress.

Nelson Mine EIS Archeology Report
Burbank shared the Nelson Mine archeology report that was prepared in conjunction with the
Environmental Impact Statement scoping process. He stated that the report seemed accurate,
and that he was comfortable with the State Archeologist monitoring the process. The ACHP
asked several questions about the report content and noted that it was quite interesting.
Burbank reported that he would keep the group informed on any new items that arise from the
report and scoping process.
History in Your Backyard — Washington County
Burbank presented information included in a flyer from the County Historical Society on their
History in Your Backyard event that was being presented again this year. He stated that he
would not be selling historic cards this year based on the low sales at last year's event.
Annual Meeting
Lorraine Brown nominated Herb Japs as Chair, Peterson seconded the nomination. Being no
further nominations, the ACHP recommended that the City Council appoint Herb Japs as the
2010 chair of the Advisory Committee on Historic Preservation.

Burbank identified some of the informational education items that were included in the packet.

RE: 7310 Lamar Certificate of Appropriateness
Introduction
At the last two regular meetings of the Advisory Committee on Historic Preservation (ACHP)
meetings, a request for the issuance of a Certificate of Appropriateness was discussed for the
Historic FurberNandenberg House 7310 Lamar Avenue, which is on the City and National His-
toric Landmark Registers (SHPO #WA-CGC-001). The issuance of a Certificate of Appropriate-
ness requires review by the City ACHP, the City Council, and the State Historic Preservation
Office.
Based on the materials presented to the ACHP and the discussions held at the committee
meetings, the ACHP is recommending that the Council approve a conditioned Certificate of Ap-
propriateness for a phased modification to the exterior of the structure at 7310 Lamar Avenue in
"Old Cottage Grove.,,

Wayne and Angi Butt have acquired the property and are anxious to begin the process of making
modifications and improvements to the house. They have hired an architect and initiated the
process of the issuance of a Certificate of Appropriateness and subsequent building permit.
Based on discussions with the State Historic Preservation Office and review of the Secretary of
Interiors standards related to additions to historic properties, several minor design modifications
were identified. This information was shared with the applicant and the ACHP. The Committee
reviewed the first draft of the expansion drawings for the structure modifications. After a general
discussion, the consensus of the ACHP was that with minor changes, the proposed preliminary
plan details were consistent with preservation standards and policies of Cottage Grove. The pur-
poses of the recommended changes were to create a subtle design modification or treatment
that will give a visual clue in the design that distinguishes the old from the new, and to have the
mass of the new additions be less than the existing structure. It was also noted that is impor-
tant that the current architect's personal style and interpretation of the existing design style is
evident and not just a mirror copy of existing conditions. The applicants were in favor of the
identified design modifications and are in the process of making the changes that are to be incor-
porated into the final drawings that will be subject to approval by the Building and Planning staff.
Modifications detail as discussed
ACHP member Judy Spooner was not able to attend the meeting but offered the following
comment:
On the Lamar property: Their plans look wonderful and appropriately in theme with old
home. It carries out what might have been built there and is keeping with era in which it
was built. I'd love to do a feature story on this as it gets going. It's going to be a great
addition to the community there.
