Economic Development Authority (EDA) Meeting
January 11, 2022
Pursuant to due call and notice thereof, a meeting of the Economic Development Authority was held on the 11th day of January, 2022, at 7:30 a.m.
CALL TO ORDER
The meeting was called to order at 7:30 a.m. by EDA President Bailey.

APPROVAL OF MINUTES
3.1 Approval of December 14, 2021 EDA Meeting Minutes
EDA Vice President Dennis motioned to approve the December 14, 2021 EDA Meeting Minutes. Motion was seconded by EDA Member
Thiewes. Motion passed unanimously (5-to-0 vote).
BUSINESS ITEMS
4.1 Economic Development Update/Business Inquiry
City Administrator Jennifer Levitt stated the Beige Book Report for January, 2022, has not yet been published so that update will be provided at
February’s meeting.
Project Updates: Innovative Chemical Corporation (ICC): The exterior of their 18,000 square-foot addition is substantially complete and they’ll be
working on the inside. North Star Sheets: The exterior of their addition is substantially complete, and they’ll be moving to the interior. Exterior
treatments and colors will be completed in the spring. Pine Harbor Christian Academy: The exterior is substantially complete with interior finishes being
done. Caribou Cabin: Has been open, but there have been issues with the turning radiuses in their drive-thru so an area will be removed and widened
to help reduce the turning radius challenges there. Their ribbon cutting is tentatively scheduled for January 28.
Residential Development: Woodward Ponds: M/I Homes had a spike in their townhome sales so they’ve applied for a preliminary plat amendment for
a portion of their 3rd Addition. Their amendment will add more of their slab-on-grade style townhomes. That will go to the Planning Commission in
January. McHattie Landing: Will be going to the Planning Commission in January for 80 single-family homes. They’ve met with neighbors and resolved
issues and challenges along the property line with the Ravine Meadows addition with ponding and screening. Mississippi Dunes Landing: Application
made for preliminary plat with 312 single-family units, 8 cooperative twin-home units, and 52 cooperative condos with age restrictions. There was a
neighborhood meeting last week, and primary discussion was about the realignment of Grey Cloud Trail as well as tree preservation. The EAW for this
project closed for comments on January 6 and there were many comments made, to which we need to respond. So, the EAW will now be before the
City Council on February 2, 2022, for the decision document, after which it will go to the Planning Commission.
Park Updates: Hamlet Park: The shelter is almost complete; touchups and painting will be done in the spring. :
4.2 100th Street South and Jamaica Avenue South, Ryan Companies Letter of Intent (LOI)
Administrator Levitt stated Ryan Companies submitted an LOI for the purchase of a vacant parcel, approximately 13 acres, at 100th Street South and
Jamaica Avenue South, which is adjacent to Airgas. Ryan Companies indicated they have an end user who’s looking at an approximately 50,000
square-foot building on the parcel; we don’t know much about the end user as there’s a Non-Disclosure Agreement, but we know they’re compliant with
the I-1 zoning and the proximity to Airgas could be beneficial.

Recommendation: By motion, authorize the EDA President and City Administrator to execute the Letter of Intent with Ryan Companies for the
purchase of approximately 13 acres located at the corner of 100th Street South and Jamaica Avenue South at $3.25 per square foot, with a value of just
over $1.8 million.
EDA Member Myers made a motion to authorize the EDA President and City Administrator to execute the Letter of Intent with Ryan
Companies for the purchase of approximately 13 acres located at the corner of 100th Street South and Jamaica Avenue South at $3.25 per
square foot. Motion was seconded by EDA Member Carey. Motion passed unanimously (5-0).
4.3 97th Street South and Hemingway Avenue South: Syndica, LLP, Letter of Intent
Administrator Levitt stated they received a Letter of Intent from Syndica, LLP, for a combination of 22.4 acres and 3 acres, for a total of approximately
25.4 acres, located at 97th Street and Hemingway Avenue. This parcel is a Minnesota Shovel Ready certified development site through DEED. They
plan to construct two buildings on this parcel. Administrator Levitt asked Brian Bochman with the Enclave Companies to speak about this purchase.
Mr. Bochman stated they started working in the Twin Cities in October, 2019; they’re now working on 14 different projects in 12 different cities, mostly
multifamily and industrial and a little bit of mixed use. There are three different options their design team put together; two of the options have two
buildings, one has one big building. He stated he’d take any questions.
EDA Member Thiewes asked, due to the neighborhood next to the site, if there would be machinery there or anything disruptive to the neighbors. Mr.
Bochman stated it’s tough to say because it’s a spec building, so they won’t know who their end user will be until they’re partway through the
construction. It could be manufacturing, warehousing, or a mixture of both. EDA Member Thiewes asked if there would be noise barriers if needed, and
Mr. Bochman confirmed that, stating they’ll do that with buffers and landscaping to break up any potential noise.
Recommendation: By motion, authorize the EDA President and City Administrator to execute the Letter of Intent with Syndica, LLP, for the purchase of
25.4 acres located at the corner of 97th Street South and Hemingway Avenue South at $3.50 per square foot.

5 PUBLIC HEARINGS
5.1 100th Street and Hemingway Avenue Land Purchase by Renewal by Andersen
Administrator Levitt stated we have a land purchase and land sale by Renewal by Andersen. For years, we’ve been buying land from WAG and then
selling it; because of the selling component of the land, we’re legally required to hold a public hearing per Minnesota State Statute 469.105, and all legal
publications have been noticed. Due to Renewal by Andersen’s tremendous growth, they’re looking at a 19.34-acre expansion; the parcel is zoned I-2
and they’re anticipating a 350,000 square-foot building and a parking lot with trailer spaces. The EDA authorized the execution of the Purchase
Agreement with Renewal by Andersen at the meeting on November 9, 2021. At this time, we ask that you hold a public hearing as part of the sale of the
land that we would be acquiring as part of our Business Park development that we do with the WAG Trust.
EDA President Bailey asked Administrator Levitt about the other three parcels near the 19.34 acres, if those are for possible expansion by businesses
located near them or if they’re for stormwater. Administrator Levitt replied that all three parcels are stormwater outlots, so this purchase by Renewal
would complete that entire section; there would be no other parcels of land available at that location. Renewal by Andersen will be expanding their
building parallel with 100th, and there will be a modified entrance from 100th and another access point off of Hemingway. There’s already a nice line of
trees along Hemingway Avenue that will provide screening for their truck parking there.
EDA President Bailey opened the public hearing. As no one wished to speak on this item, EDA President Bailey closed the public hearing.
Recommendation: By motion, approve a resolution approving the purchase of property from WAG and sale of property to Renewal by Andersen for
development purposes.

Andersen for development purposes. Motion was seconded by EDA Member Myers. Motion passed unanimously (5-0).
5.2 95th Street South and Jamaica Avenue South Endeavor Investments VI, LLC Land Purchase
Administrator Levitt stated there’s a lot of land sales going on in our Business Park; as part of that, we received a Letter of Intent from Endeavor
Investments VI, LLC, for the purchase of the 19-acre parcel located at 95th Street South and Jamaica Avenue South. At this time, Endeavor is
anticipating a 260,000 square-foot spec building; all end users would be compliant with I-1 zoning. The EDA authorized the execution of the LOI with
Endeavor at the meeting on November 9, 2021. Pursuant to Minnesota State Statute 469.105, the EDA must hold a public hearing on the sale of the
property; notice of this hearing was published in the City’s official newspaper.
Recommendation: By motion: 1) Approve a resolution approving the purchase of property from WAG and sale of property to Endeavor Investments VI,
LLC for development purposes; 2) Authorize the EDA President and City Administrator to execute the Purchase Agreement with WAG for the purchase
of 19.17 acres for development purposes; 3) Authorize the EDA President and City Administrator to execute the Purchase Agreement with Endeavor
Investments VI, LLC for the purchase of 19.17 acres.
EDA President Bailey opened the public hearing. As no one wished to speak on this item, EDA President Bailey closed the public hearing.

EDA Vice President Bailey made a motion to approve a resolution approving the purchase of property from WAG and sale of property to
Endeavor Investments VI, LLC for development purposes. Motion was seconded by EDA Member Thiewes. Motion passed unanimously (5-
0).
EDA Member Thiewes made a motion to authorize the EDA President and City Administrator to execute the Purchase Agreement with WAG
for the purchase of 19.17 acres for development purposes. Motion was seconded by EDA Member Myers. Motion passed unanimously (5-0).
EDA Member Carey made a motion to authorize the EDA President and City Administrator to execute the Purchase Agreement with Endeavor
Investments VI, LLC for the purchase of 19.17 acres. Motion was seconded by EDA Vice President Dennis. Motion passed unanimously (5-0).
EDA Member Carey asked in terms of infrastructure and traffic on Jamaica, with the big Business Park development coming in, Renewal by Andersen
expanding, and Syndica, if there were any infrastructure plans with the increased traffic. Administrator Levitt replied that’s a great question, as
NorthPoint had to do additional traffic modeling at various intersections. We anticipate a traffic signal being installed at 100th and Jamaica in 2023, and
there’s been one installed at 95th and Jamaica. We’re planning to extend 100th Street over to Highway 61 at Innovation to provide connection with a
bridge over the railroad to provide more efficient flow of traffic out of the Business Park area. That’s a main legislative item for us, and we’re also
discussing that with 3M. In the interim, we don’t see that negatively affecting the existing intersections. The AUAR update is being completed and that
will be before the City Council in February; that will address growth within the Business Park and what potential improvements will be necessary.
EDA President Bailey stated Public Works Director/City Engineer Ryan Burfeind had addressed the Jamaica roundabout traffic at a City Council
meeting; what we learned was that intersection has a Service Level A right now, and once full build out is done, it will be a Service Level C. That
indicates how long a vehicle would have to sit before it could get into the roundabout, so it would go from 45 seconds to 60 seconds. Our goal is to get
100th Street expanded and have it link onto Highway 61, which would make it easier for the NorthPoint traffic to access the highway.
OTHER BUSINESS
6.1 EDA Calendar
EDA President Bailey stated we have a tentative date for the Caribou Cabin ribbon cutting on January 28.
He noted the City Council will be doing a Strategic Planning Workshop in a couple of weeks to set goals and objectives for the next three-to-five years.
We’ll also be reviewing results from the community-wide survey that was done and discussing that.

EDA Member Carey made a motion to adjourn. Motion was seconded by EDA Member Myers. The meeting adjourned at 7:52 a.m. (5-to-0
vote).
