The plumbing under- ground and the concrete floor are currently taking place with the other trades soon to follow. American Logistics Services (AGCO): The company is expanding into the newly completed Capp Industries building at 7900 West Point Douglas Road. Tradehome Shoes: The plans have been reviewed and approved for a minor remodel. Air Gas: The project is substantially complete. 3M Projects: • Building 149 – The Temporary Water Filtration Project is substantially complete. • Building 150 – The permit for the water quality building is ready for issuance. • Building 151 – The permit for the interior renovation project is ready for permit issuance. Cottage Grove Apartments (Oppidan): The project is located between Hardwood and Harkness Avenues, just north of The Shoppes at Gateway North retail center. The Building Division has finished reviewing the plans for this 171-unit apartment building and are waiting for the Planning, Engineering, and Fire Divisions to complete their portions of the review. After the review is complete comments are sent to the developer for corrections to the building permit drawings. Hy-Vee: The remodel project is close to being completed. The charcuterie and some of the refriger- ated units have been relocated. Additional display shelving will be installed in the vacated space within the store. Hy-Vee Convenience Store (Fast & Fresh): The remodel project has started, which includes the addition of cooking equipment to provide hot and fresh grab-n-go products. Economic Development Authority Development Update January 6, 2022 Page 4 of 7 61 Marine & Sports: The addition project has been substantially completed. Hamlet Park Shelter: The exterior is complete with painting scheduled for spring. Oakwood Park Shelter: The footings and foundation are complete. In addition, the block bathroom walls and beams were completed and ready for the roof trusses to be completed. Mister Car Wash: The permit has been reviewed for the vacuum modification project but will not be issued until a contractor has been selected. Claire’s: Final approval was given on January 27, 2022 on this tenant improvement project inside Walmart. New Century Salon: The tenant remodel project has been substantially completed. Pine Harbor Christian Academy: The exterior is substantially complete with interior finishes being addressed. Park Senior High School: Plans are currently being reviewed for interior remodels. Bid Package 1 involves removing and replacing the Field House floor and rooftop mechanical equipment. Bid Pack- age 2 will include the remodel of the sound rooms, library, and auditorium. Planning Division February 28 Planning Commission Meeting The Planning Commission met on January 24, 2022, and reviewed the following applications: Aggregate Industries 2022 Mining Permit – Case MP2022-002: Aggregate Industries – North Central Region, Inc. applied for their 2022 mining permit to continue their mining operations at 11250 Grey Cloud Trail South on Lower Grey Cloud Island. The Commission inquired how long mining would continue on the site, and Aggregate Industries stated approximately five to seven years. No comments were received from the public. The Planning Commission, on a 5 -to-0 vote, recommended approval of this application. The City Council unanimously approved it at their meet - ing on February 2, 2022. Economic Development Authority Development Update January 6, 2022 Page 5 of 7 Flint Hills Fire Suppression Building – Case SP2022-003: Minnesota Pipeline Company has applied for a site plan review to allow Flint Hills Resources to install a new 210 square foot tank foam building to support a fire suppression system on their property at 6483 85th Street South. The Planning Commission had questions on why this building is being requested, the timeline for con - struction, and how the foam is created. Flint Hills responded to the Commissions inquiries and no public testimony was received. The Planning Commission unanimously (5-to-0 vote) recommended approval of the site plan review. The City Council will take final action at their February 16, 2022, meeting. Van Meter Fence – Case CUP2022-012: Van Meter, Inc. has applied for a conditional use permit to allow the construction of a 10-foot tall privacy fence for exterior storage around their property located at 7450 95th Street South (formerly Werner Electric). There was no testimony from the public regarding this application. There were questions from the Commissioners about the prior interim conditional use permit for exterior storage, allowance of exterior storage in industrial zoning districts, why the proposed fence is not higher than 10 feet in order to accommodate the 13 -foot tall trucks, and if there was any feedback from the neighbors on the fence appearance and land- scaping. Staff responded to the Commission’s inquiries. No public testimony was received. The Planning Commission unanimously approved the conditional use permit application. This applica - tion will be on the February 16, 2022 City Council meeting for final action. Economic Development Authority Development Update January 6, 2022 Page 6 of 7 Woodward Ponds 3rd Addition – Case PP2022-007: M/I Homes applied for a preliminary plat to replat a portion of Woodward Ponds 2nd Addition, which is generally located north of Military Road and west of Keats Avenue. M/I Homes is eliminating two townhome models in their development and rearranging their locations to allow for more of their popular townhome models. One of the Commissioners asked if the only change was to the lot size and not the number homes, which was confirmed. Testimony was received from one resident asking if the home style would change with the removal of the basement options. The Planning Commission on a 5 -to-0 vote recommended approval of the Woodward Ponds 3rd Addition preliminary plat. This application along with the final plat, development agreement, and drainage and easement vac ation were approved by the City Council at the February 2 meeting. McHattie Landing – Cases ZA2021-074 & PP2021-075: Manley Family Trust has applied for a zoning amendment to change the zoning of property at 9119 and 9165 Military Road, generally located on the southeast corner of Jamaica Avenue and Military Road, from AG -1, Agricultural Preservation, to R-4, Low Density Residential, with a PUD, Planned Unit Development; and a preliminary plat to be called McHattie Landing that will create 80 single-family lots and 4 outlots. The Commission asked about removal of shallow bedrock, tree replacement calculations, the depth of the ponds, the homeowners association, and the neighborhood meeting. One resident asked if the ponds would hold water. City staff responded to the Commission and public’s inquiries. The Planning Commission unanimously (5-to-0 vote) recommended approval of the zoning amendment Economic Development Authority Development Update January 6, 2022 Page 7 of 7 and preliminary plat. The City Council accepted the Commission’s recommendation and approved the ordinance amendment and preliminary plat for McHattie Landing at their Feb ruary 2 meeting. February 28, 2022, Planning Commission Meeting The following applications have been received for the February 28, 2022, Planning Commission meeting: • Mississippi Landing – Zoning Amendment, Preliminary Plat, and Site Plan • Renewal by Andersen Expansion – Preliminary Plat, Final Plat, Site Plan Review, and Easement Vacation • NorthPoint (Phase 1) – Site Plan Review and Final Plat • Pizza Ranch – Conditional Use Permit, Site Plan Review, and Variance for the drive-thru • Pine Harbor – Preliminary Plat and Final Plat • Comprehensive Plan Amendment to update various sections to reflect current community growth
