C MN DNR Natural and Scenic Area Grant Application Resolution Staff Recommendation:Adopt Resolution 2022-017 authorizing application for the MN Department of Natural Resources Natural and Scenic Area Grant Program for an amount not to exceed$500,000 to be used for land acquisition at the future Mississippi Dunes Park. D 2022 Transcription Services Agreement Staff Recommendation:Authorize entering into an agreement with Judith Graf for transcription services for 2022. E Tobacco License - Giza Inc DBA Moon Soon Tobacco Staff Recommendation:Authorize issuance of a retail tobacco sales license to Giza Inc DBA Moon Soon Tobacco at 7584 SOth Street South. F Tobacco License -TD Retail Group, LLC Staff Recommendation:Authorize issuance of a retail tobacco sales license to TD Retail Group, LLC DBA High North Dispensary at 8455 East Point Douglas Road South. G Heart Safe City Designation Letter of Intent Staff Recommendation:Authorize the Cottage Grove Department of Public Safety to submit a letter of intent to the Minnesota Department of Health to pursue a Heart Safe City designation. H EMS Budget Addition Quote Increase Staff Recommendation:Authorize the Cottage Grove Department of Public Safety to increase the budget amount in the EMS budget to purchase video laryngoscopes from$25,500 to$34,293 for 2022. I 80th Street South Street Improvement Project- Final Payment Staff Recommendation:Adopt Resolution 2022-023 approving the final payment to Ryan Contracting Company for the SOth Street South Street Improvements Project in the amount of$46,560.77. J Flint Hills/Minnesota Pipeline - Fire Suppression Building Staff Recommendation:Adopt Resolution 2022-020 approving a site plan review for a 210 square foot building to be used to house fire suppression equipment on the Flint Hills/Minnesota Pipeline property located at 6485 SSth Street South. K Commissioner Reappointments Staff Recommendation:Reappoint Commissioners as detailed in the attached memo. L West Point Douglas Road Street Improvements Project - Final Payment Staff Recommendation:Adopt Resolution 2022-024 approving the final payment to GMH Asphalt Co. in the amount of$83,737.13 for the West Point Douglas Road Street Improvements Project. M Glacial Valley 2nd Addition Staff Recommendation:1.Adopt Resolution 2022-021 approving the final plat for Glacial Valley Estates 2nd Addition, which is a 9.58-acre residential development with 76 residential townhome lots, 10 outlots and 2 common lots. 2.Approve the Glacial Valley Estates 2nd Addition Development Agreement with Military Keats, LLC (Donnay HomesJ. 3.Adopt Resolution 2022-022 approving the Glacial Valley Estates 2nd Addition Development Plans dated November 30,2021,prepared by Pioneer Engineering. N Glacial Valley Estates Plat Correction Staff Recommendation:Authorize the Mayor and City Clerk to sign the Land Surveyor's Certificate of Plat Corrections for Glacial Valley Estates. 0 Approval of Rental Licenses Staff Recommendation:Approve the issuance of rental licenses to the properties listed in the attached table. P Low Zone Raw Water Main Phase 1— Easement Agreements Approval Staff Recommendation:Approve the attached easement agreements with WAG Farms Inc. et. al., the Cottage Grove Economic Development Authority, and Belijah, LLC. Q Right of Entry Agreement Extension with Glendenning Farms, L.P., Joan Glendenning Kennedy Family Limited Partnership, and WAG Farms, Inc. Staff Recommendation:Approve the 'First Amendment to Right of Entry'extending the City's agreement with WAG Farms Trust to enter Lot 1, Block 1, of Glengrove Industrial Park 9th Addition to August 19,2022. R VanMeter, Inc. —Conditional Use Permit Staff Recommendation:Adopt Resolution 2022-019 approving a conditional use permit to allow VanMeter Inc. to construct a 10 foot-tall black vinyl-coated chain-link fence with an opaque fabric to assist in screening and securing the existing semi-trailers,storage, and loading dock area at their property located at 7450 95th Street South. S Planning Commission Appointment Staff Recommendation:Appoint Emily Stephens to her first term on the Planning Commission ending on February 28,2025. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 1/28/2022-2/10/2022 in the amount of$1,166,826.00. 9 PUBLIC HEARINGS A Hawthorne Pines 2nd Addition— Final Plat, Development Agreement, and Easement Vacation Staff Recommendation:1. Hold the public hearing to vacate a drainage and utility easement. 2.Adopt Resolution 2022-025 vacating a drainage and utility easement within Outlot H, Hawthorne Pines 1st Addition. 3.Adopt Resolution 2022-026 approving the final plat for Hawthorne Pines, which is a 49.80-acre residential development with 106 single family lots. 3.Approve the Hawthorne Pines 2nd Addition Development Agreement with Pulte Homes of Minnesota. 4.Adopt Resolution 2022-027 approving the Hawthorn Pines 2nd Addition Development Plans dated December 20,2021,prepared by Alliant Engineering. 10 BID AWARDS 11 REGULAR AGENDA A Liquor Compliance Check Violation Staff Recommendation:Allow business representatives an opportunity to respond to the City Council regarding liquor compliance check violations occurring November 22,2021. 1. MOPECA of Cottage Grove, Inc. DBA Las Margaritas Mexican Restaurant:If the representative admits to the violation or fails to attend, impose the scheduled penalty for the 1st violation in a 24-month period of a$500.00 fine and one-day suspension, or, at the City Council's discretion, in lieu of the suspension, the participation of employees in an educational program approved by the Public Safety Director.
