Building Permit Statistics:
Between February 1, and February 28, 2022, 414 building permits were issued with a total valuation
of $26,729,702, including 26 single-family homes valued at $8,178,088.

Current Project Updates
Building Construction Projects
Innovative Chemical Corporation: Exterior is substantially complete; contractor is waiting for windows
and doors to be able to enclose the space.
61 Marine & Sports: This addition project is substantially complete.
Mister Car Wash: The permit and plans have been reviewed for the vacuum modification project; once
a contractor has been selected, the permit will be issued.
North Star Sheets: The addition project has been completed.
Pine Harbor Christian Academy: The exterior is substantially complete with interior finishes being
addressed.
3M Projects:
• Building 149 – The Temporary Water Filtration Project is substantially complete.
• Building 150 – The permit for the water quality building is ready for permit issuance.
• Building 151 – The permit for the interior renovation project is ready for permit issuance.
Hy-Vee: The interior remodel project is complete.

Hy-Vee Convenience Store (Fast & Fresh): The remodel project has been completed.
Hamlet Park Shelter: Exterior is complete with painting scheduled for spring.
Oakwood Park Shelter: Framing inspection was conducted on February 18 with plumbing work to start
in the Spring when the ground thaws.
Cottage Grove Apartments: The building permit and plans for a 171-unit multi-family apartment build-
ing, which will be located between Hardwood and Harkness Avenues just north of the retail center,
The Shoppes at Gateway North (i.e. Anytime Fitness, Jimmy John’s, Sushi Café) has been submitted
for review. Building, Engineering, and Fire Divisions have finished their reviews and are waiting for
Planning to complete their portion.
Tradehome Shoes: Plans have been reviewed and approved for a minor remodel.
American Logistics Services: They are expanding into the newly completed Capp Industries building
at 7900 West Point Douglas Road. The plans for the 63,260 square foot tenant improvement have
been reviewed and approved.
Park Senior High School: Plans have been reviewed and approved for several interior remodel
projects. Bid Package #1 involves removing and replacing the floor and the rooftop mechanical
equipment for the Field House. Bid Package #2 will remodel the sound rooms, library, and auditorium.
Pizza Ranch: Plans have been submitted for the proposed Pizza Ranch. The Building Division has
completed their review of the 6,700 square foot restaurant. Issuance of the permit is contingent on
approval by the City Council, which is scheduled for their March 16th meeting.

The View: Plans have been submitted for this 31-unit apartment building located off Hardwood
Avenue.
Ellie Family Services: Plans have been reviewed and approved for a tenant remodel of the former
offices of Custom One Homes, which was located in the building next to Junction 70.
Planning Division
February 28 Planning Commission Meeting
The Planning Commission met on February 28, 2022, and reviewed the following applications. The
City Council will take final action on these applications at the March 16, 2022, meeting.
Pine Harbor Church Addition – Case PP2022-004: Pine Harbor Church applied for a preliminary plat
to be called Pine Harbor Church Addition, to dedicate the appropriate Highway 61 right-of-way to
MnDOT. No public testimony was received on this application. The Planning Commission
unanimously approved the preliminary plat.
Pizza Ranch – Cases PUD2022-014, CU2022-015, & SP2022-016: Cottage Grove PR, Inc. applied
for a planned unit development, conditional use permit, and site plan review for a proposed Pizza
Ranch restaurant with a drive through located at located at 7855 Harkness Avenue South. One
resident spoke during the public hearing to request that lighting would not spill into Oakwood Park.
The Commission unanimously recommended approval of the applications.

Renewal By Andersen Expansion – Cases PP2022-019, SP2022-020, V2022-021: Opus
Development Company, L.L.C., on behalf of Renewal by Andersen LLC, applied for a preliminary plat
to replat Outlot A, Glengrove Industrial Park 8th Addition, located on the northeast corner of 100th
Street and Hemingway Avenue. The application includes site plan review of an approximately 330,000
square foot expansion to the existing Renewal by Andersen campus. The proposed new facility will
expand west of the existing footprint along 100th Street where the existing trailer storage is currently
located. New trailer storage will be created north and west of the proposed new addition. Opus
Development Company has also applied for a variance to allow the loading docks to face the public
right-of-way. No testimony was received at the public hearing. The Planning Commission, on a
unanimous vote, recommended approval of the applications.
NorthPoint – Case SP2022-022: NP BGO Cottage Grove Logistics Park, LLC applied for a site plan
review for Phase I of the Cottage Grove Logistics Park Master Development Plan. The application is
to con-struct Building 1, approximately 281,000 square feet, and Building 2, approximately 487,000
square feet, on property located south of 100th Street and west of Ideal Avenue. At the public hearing,
there was testimony from the public regarding concerns for increase traffic and environment impacts.
On a unanimous vote, the Planning Commission recommended approval of the site plan review.
Comprehensive Plan Amendment – Case CP2022-013: The City of Cottage Grove has applied for an
amendment to the adopted 2040 Comprehensive Plan. The City’s 2040 Comprehensive Plan is an
outcome of a three-year community planning process. The City’s strategic planning efforts for many
years has worked to position the community for growth, and those efforts were solidified in the 2040
Comprehensive Plan. However, since the plan was completed in 2018, the community has seen an
increase in overall growth. The proposed amendment is to address these changes. The amendment
includes updating the staging areas, urban service areas, population forecast, and housing needs. In

addition, the proposed amendment includes an update to the future land use map as a result of the
adoption of the Mississippi Dunes Master Plan. During the public hearing, testimony was received
regarding concerns for urban sprawl, if the school district has been informed of developments, if the
increased development was due to the pandemic, and how the City approved more units than
forecasted by the 2040 comprehensive plan. After discussion, the Planning Commission unanimously
recommended that the City Council authorize submittal of the comprehensive plan amendment to the
Metropolitan Council.
Mississippi Landing – Cases ZA2022-009, PP2022-010, and SP2022-011: Pulte Homes and Lifestyle
Communities have applied for a site plan review of a proposed low-density residential neighborhood
and park/open space on the former Mississippi Dunes Golf Course and additional properties to the
west, which are generally located east of Grey Cloud Drive and north of the Mississippi River. Pulte
Homes has also applied for a zoning amendment to rezone the approximately 228 acres of land from
R-1, Rural Residential, to R-4, Low Density Residential, and a PUD, Planned Unit Development; and
a preliminary plat to be called Mississippi Landing that will consist of a total of 372 homes including
312 single-family homes, 8 age-restricted twin homes, 52 age-restricted cooperative homes, and 9
outlots. This development will also include approximately 70 acres of open space that will be utilized
for park land, wetlands, and ponding. Testimony was received from several residents, which included
concerns about increased traffic at the railroad bridge, how park dedication is calculated, stormwater
management standards, and whether development can be approved prior to the Metropolitan Council
approval of the comp plan amendment. The Planning Commission unanimously recommended
approval the amendment to the 2040 Comprehensive Plan.
March 28 Planning Commission Meeting
The following applications are scheduled for the March 28, 2022, Planning Commission meeting:
• Zoning Amendment and Preliminary Plat for the Wolterstorff property west of Jamaica Avenue
• Conditional use permit to allow new antennas on the tower at 10475 Kimbro Avenue
• Site plan review of Thai Garden restaurant at 7470 East Point Douglas Road
• Aggregate Industries Scoping EAW/EIS
