RE: Cottage Grove Logistics Park Phase I – TIF Agreement
Background
NorthPoint Development (Developer), a Kansas City based development company, received a
Master Site Plan approval in December 2021. The Master Site Plan for Cottage Grove Logistics
Park consists of approximately 252 acres of land encompassing an assemblage of six separately
owned parcels. The Master Site Plan approved nine separate warehouse, manufacturing, distri-
bution, and office space buildings. The Developer proposed a phased development, and therefore
requires a site plan to be reviewed and approved for each proposed phase of development of the
Cottage Grove Logistics Park to ensure the proposed phase aligns with the approved Master Site
Plan.
At the December 2021 Economic Development Authority (EDA) meeting NorthPoint Development
(NorthPoint), received approval for the creation of TIF District No. 1-20 for the Cottage Grove
Logistics Park. As part of the TIF District approvals NorthPoint is required to submit to the EDA
their proposed phasing plan for each phase of the development.
Master Site Plan – Cottage Grove Logistics Park
NorthPoint has submitted their first phase of development within the Cottage Grove Logistics Park
Master Plan area. Phase I consists of construction of two buildings with approximately 700,000
square feet. In addition, to the construction of the two buildings NorthPoint will also be completing
public improvements to 100th Street, Ideal Avenue, and the construction of 105th Street.

Planning Commission and City Council
The City’s Planning Commission reviewed and held a public hearing for NorthPoint’s request at
their February 28, 2022, meeting and recommended approval (7-to-0) of Phase I. The City Council
will consider NorthPoint’s Phase I proposal at their April 6, 2022, meeting.
Recommendation
Consideration of a motion to recommend approval of Phase I of the Cottage Grove Logistics Park.
