Proposal
NorthPoint Development has submitted an application to amend their preliminary plat called
Cottage Grove Logistics Park. The proposed amendment would add an additional 28.8 acres to
the preliminary plat area.

Background
NorthPoint Development (Developer), a Kansas City based development company, received
approval for their preliminary plat, zoning amendment, and master site plan at the December 15,
2021, City Council meeting. The approved development consisted of approximately 252 acres of
land and nine separate warehouse, manufacturing, distribution, and office space buildings. The
Developer proposed a phased development and is required to submit applications for site plan
review prior to commencing construction of each phase of development to ensure its alignment
with the Master Site Plan.

Planning Considerations
Cottage Grove Logistics Park Preliminary Plat Amendment
The approved preliminary plat included assemblage of 252 acres creating nine separate
development parcels. The Developer recently entered into a purchase agreement to purchase an
additional 28.8 acres on the east side of Ideal Avenue, south of the future 105th Street, and is
proposing to include it in the Cottage Grove Logistics Park preliminary plat.

Amended Cottage Grove Logistics Park — Preliminary Plat
I
Traffic/Site Access
The proposed Cottage Grove Logistics Park Master Site Plan proposes several access points
from 100th Street, Ideal Avenue, and the future 105th Street on the west side of Ideal Avenue.
The City's long-range plan not only proposed 105th Street to the west of Ideal Avenue as well as
to the east. The overall construction of 105th Street is dependent on development; however, with
the addition of the 28 acres to the Cottage Grove Logistics Park preliminary plat, the 105th Street
right-of-way on the east side of Ideal Avenue will be required to be platted for future construction
of that portion of 105th Street roadway, east of Ideal Avenue.

Future 105th Street ROW — East of Ideal Avenue
Utilities
The additional 28.8 acres are located within the Metropolitan Urban Service Area (MUSA) and
sanitary sewer and water services are available. The sanitary sewer will be available on the east
side of Ideal Avenue as part of the South District Sewer Extension project. A detailed review of
utility connections will be conducted as part of each phase of development.
Tree Preservation
A tree inventory will be required to be completed for the additional site area (28.8 acres) added
into the preliminary plat. Any required mitigation will be required to completed on the site prior to
the completion of the final phase of the Master Site Plan.
Development Fees
The applicant would be required to pay area charges and connection fees per phase of develop-
ment. These fees will be calculated at the time of site plan and final plat submittal and review.
Public Hearing Notices
The public hearing notice was published in the St. Paul Pioneer Press and mailed to 115 property
owners within 500 feet of the property on March 16, 2022.

Recommendation
The Planning Commission recommends that City Council approve the amended Cottage Grove
Logistics Park preliminary plat subject to the conditions listed below:
All required right-of-way along Ideal Avenue and future right-of-way for 105th Street shall
be dedicated.
2. The Preliminary Plat approval shall expire twelve months from the date of the City Council
approval unless an amendment to the Master Site plan has been requested or a time
extension granted by the City Council.
3. All conditions of the Master Site Plan Resolution No. 2021-166 shall be complied with.
