The Applicant is propos- ing to install three antennas and the required cable to the tower, as well as a ground -mounted equipment platform with an equipment cabinet. Site Location Review Schedule Application Received: February 10, 2022 Application Accepted: February 10, 2022 Planning Commission Meeting: March 28, 2022 Tentative City Council Meeting: April 6, 2022 60-Day Review Deadline: April 11, 2022 Background An existing 120-foot monopole and equipment building were constructed on the property in July 1998. Sprint Spectrum, a communication company, originally constructed the monopole and equip- ment building. Nextel Communications co -located their antennas and constructed an equipment building in 2004 at the site. In 2011, AT&T co -located six antennas on the monopole and constructed a 12-foot by 28-foot equipment building (City Resolution No. 2011-154) and in 2014 added additional antennas to the tower. Current Property Characteristics A private access drive for the Goulet's farmstead extends east of Kimbro Avenue, past the house and machine shed. There is a windbreak of trees along the north side of the private drive and extends to the entrance of the machine shed. The rest of the property north and east of the farm- stead is Goulet's farmland. The existing monopole and equipment buildings are located on the northeast side of the wind- break. The monopole was designed to accommodate more than one antenna array. In addition, the monopole and its foundation were designed for the soil conditions and local wind load guide- lines. The original leased area for the monopole and equipment building is a 50-foot by 50-foot area. The previous conditional use permit approvals required the leasable area to be enlarged to accommodate the additional users. A security fence, eight feet in height, surrounds the area that is leased by the various tenants. Current Site Proposal Current Lease Area The Applicant is proposing to add three antennas, equipment and mounts, and a ground -mounted equipment platform. The antennas are proposed to be installed at 110 feet on the 120-foot tower. The Applicant is also proposing installation of an equipment platform, 7-foot by 5-foot, and ele- vated approximately 2 feet off the ground. The platform will house an equipment cabinet and other required equipment for operations. An additional ice bridge will secure the transmission lines from the tower to the equipment platform. The existing monopole was origi- nally approved by the City Council on March 18, 1998. The proposal continues to meet all required lot setbacks. Landscaping Landscaping exists around the lease area and the proposed improvements will not require addi- tional landscaping. The property owner does not want trees planted on the north or east side of the monopole site because the trees would encroach into the property owner's tillable acreage. Given the antenna tower location on the site, the equipment buildings are somewhat screened from Kimbro Avenue without the need for additional landscaping. Recommendation That the Planning Commission recommend that the City Council approve the conditional use per- mit for the addition of three antennas and a 7-foot by 5-foot equipment platform and ice bridge located on the private antenna tower site at 10475 Kimbro Avenue South, subject to the following conditions: 1. The Applicant must complete and submit a building permit application and plans for the installation of the tower mounted equipment and cables, including three antennas and the ground mounted equipment platform. 2. All applicable electrical and building permits must be obtained prior to commencement of construction. 3. No advertising shall be displayed on the monopole, antenna panels, equipment building, or fence.
