Building Permits
Building Permit Statistics:
Between April 1 and April 30, 2022, 555 building permits were issued with a total valuation of
$25,769,410, including 45 single-family homes valued at $13,318,141.

Current Project Updates
Building Construction Projects
Cottage Grove Logistics Park: Plan review has begun on the first two buildings in the NorthPoint
Development. Building #1 will be 282,225 square feet, and Building #2, which will be constructed first,
is 492,839 square feet.
Cottage Grove Apartments: Site work and retaining walls have begun. A permit has been issued for
footing and foundation work. The permit for the rest of the building will be issued shortly.
The View Apartments: Footings and foundation work has begun. The building plans for the 31-unit
building is still under review.
3M Projects:
o Building 149 – Certificate of occupancy was issued for the temporary water treatment building.
o Building 150 – Footings and foundation work continues.
o Building 151 – The building permit has been issued.
Innovative Chemical Corporation: The exterior of the addition is substantially complete. The contractor
is waiting on window and doors to enclose the space.
American Logistics Services: Inspections on the tenant interior finish project are nearing completion
for the office and warehouse space in the Capp Industries building at 7900 West Point Douglas Road.

Tradehome Shoes: The plans have been reviewed and approved for a minor remodel.
Pizza Ranch: The review for the 6,700 square feet restaurant has been completed by the Building
Division with the other three departments working on their respective reviews. Construction has been
pushed back to start in fall of 2022.
Mister Car Wash: The permit for the vacuum modification project has been reviewed but will not be
issued until a contractor has been selected.
Hamlet Park Shelter: Exterior is complete with painting scheduled for spring.
Oakwood Park Shelter: Plumbing work to start when the ground thaws.
Park Senior High School: Permits have been issued for both bid packs for interior remodel projects.
Bid Package #1 involves removing and replacing the floor and the rooftop mechanical equipment for
the Field House. Bid Package #2 will include remodeling of the sound rooms, library, and auditorium.
Pine Harbor Christian Academy: Exterior is substantially complete with interior finishes being
addressed.
Commercial Remodel Projects: Permits have been issued for Ellie Family Services, Dunn Orthodon-
tics, Compcare Urgent Care, and Van Meter Electric. Plans have been reviewed and approved for
Starbucks remodel.
Planning Division
April 25 Planning Commission Meeting
The Planning Commission meeting was held Monday, April 25. The following five agenda items were
approved with a 6-to-0 vote (one Commissioner had an excused absence).
Leafline Labs Addition: ISG, on behalf of Leafline Labs, has applied for a conditional use permit and
site plan review for an expansion to their facility located at 8235 97th Street South. The expansion
would be a total of 137,440 square feet proposed over two phases and would include expanded
growing facility space at their current location. No one spoke for or against the application.

Hemingway Industrial: Enclave Development applied for site plan review of a proposed warehouse
and distribution facility located at 97th Street and Hemingway Avenue. The proposed development
will consist of two buildings with a combined total square footage of 240,000. They have also applied
for a preliminary plat to be called Hemingway Industrial, which will create one industrial lot. No one
spoke on the application.
Ravine Crossing: D.R. Horton has applied for a zoning amendment to rezone the property located on
the northwest corner of Keats Avenue (CR19) and 90th Street from AG-1, Agricultural Preservation,
to R-4, Low Density Residential; and a preliminary plat to be called Ravine Crossing that will create
80 detached single-family homes and 4 outlots. Residents in the area inquired about drainage and
impacts to surrounding properties, extension of utilities and impact to surrounding properties, and that
no construction traffic would utilize Joliet Avenue. Public Works Director Burfeind clarified all concerns.
Preserve at Prairie Dunes: Summergate Development applied for a comprehensive plan
amendment to redesignate the future land use of property generally located south and
west of the proposed Cottage Grove Logistics Park development and east of the
Scientific Natural Area from Industrial to Medium Density Residential; and a zoning
amendment to change the zoning from AG-2, Agricultural, to R-4, Low Density Resi-
dential, with a PUD, Planned Unit Development. Summergate also applied for a
preliminary plat to be called the Preserve at Prairie Dunes that will create 161 single-
family residential lots and 9 outlots. Residents inquired as to whether the City was
working with the DNR regarding the SNA. The also expressed concerns about the

development in their area, access on 110th Street, if improvements would be done to 110th Street
and who would pay for them, and traffic at the Jamaica Avenue roundabout. Public Works Director
Burfeind spoke about traffic, and Senior Planner Mrosla stated City staff has worked with the DNR in
regard to the SNA.
Graymont Village: US Home, LLC (Lennar) has applied for a zoning amendment to rezone property
located west of Ideal Avenue and south of the planned 105th Street extension from AG-2, Agricultural,
to R-4, Low Density Residential, with a PUD, Planned Unit Development; and a preliminary plat to be
called Graymont Village that will consist of 207 lots for single-family homes and 6 outlots. Residents
expressed the same concern as for the Summergate project.
