Introduction
Dish Wireless, LLC (Applicant) has applied for a conditional use permit (CUP) to add three anten-
nas to the existing City -owned water tank and associated ground equipment to the subject site
located at 8520 81 st Street South.

Background
There are two existing watertanks located at 8520 81st Street. The subject site is zoned R-3, Single
Family Residential District, and is guided in the land use plan as Low Density Residential. The
water tanks on this site are bordered by two residential properties to the northwest and southeast
as well as the City of Cottage Grove fire station to the north off 80th Street. The site is visible to
the public from both Innsdale Avenue and 81st Street. Tree cover borders the boulevard of
Innsdale Avenue partially concealing the water towers. The entire property, including both City
water tanks, are enclosed by a chain link fence.

Proposed Site Area
The water tank closest to Innsdale Avenue South holds one million gallons of water and does not
currently have any wireless communication equipment attached to it. The larger, adjacent water tank
currently has two wireless communication providers that have received CUP approvals to attach
wireless communication equipment to the tower and associated ground equipment.
Proposal
The Applicant is proposing to add three antennas, equipment and mounts, and a ground -mounted
equipment platform. The antennas are proposed to be installed on the one -million -gallon Cottage
Grove Water Tank. The Applicant is also proposing installation of an associated equipment plat-
form, 7 feet by 5 feet, elevated approximately two feet off the ground. The platform will house an
equipment cabinet (36 inches x 36 inches) and will be screened by a six-foot vinyl privacy fence.

Planning Considerations
Zoning Ordinance Criteria
The Electromagnetic Communications Facilities (EMCF) ordinance allows freestanding antennas
on residentially -zoned property with a conditional use permit. The most recent antennas permitted
on this site were approved in 2017. The proposal continues to meet all required lot setbacks.
Landscaping
Given the antenna tower location on the site, existing landscaping, and vinyl privacy fence, the
wireless communication equipment is screened from 81 st Street and Innsdale Avenue without the
need for additional landscaping.
Public Hearing Notices
The public hearing notice was mailed to 212 property owners who are within 500 feet of the pro-
posed antennas site at 8520 81 st Street South on June 16, 2022 and published in the St. Paul
Pioneer Press on June 16, 2022. Staff has not received any comments at the time of writing this
report.
Recommendation
That the Planning Commission recommends that the City Council approve the conditional use
permit for installation of three antennas to the City of Cottage Grove water tower and a ground -
mounted equipment on the property located at 8520 81 st South.
The applicant must enclose the equipment with a vinyl privacy fence to ensure that it is not
visible to residents.
2. The antennas shall be painted to match the existing water tank.

I am NOT in agreement the the wireless dish application.
Please reject the wireless application because of the following reasons listed here,
1. The wireless signal is not respectful to the citizens of Cottage Grove, cooking
citizens with a microwave oven frequency is wrong, and disrespectful to people.
It might be argued that the human cell damage, caused by the microwave dish,
would be minimal, but any human body cellular cooking damage is unaccepable.
The National standard levels are set by when the outer skin starts to burn, but it
is microwaves, it cooks from the inside out, like how a microwave food oven
cooks, so the National Standard levels are not safe, they consider damage when
outer skin starts to cook, but a lot of internal damage happens underneath the
outer skin before the outer damage would be noticable, any human cell damage
should be unacceptable, you should alert the MN Attorney General about the
deceptive national standards.
2. The bodily damage caused by the dish, might be reportable to Police, under
bodily damage, unwanted bodily damage, while the damage is only slight, the
National Standards admit damage will occur, they should not be allowed to
broadcast this, the animals are defenseless againt it, most of the population will
not be able to defend themselves against this, it is bad for pants and crops, it
uses positive ions instead of negative ions, the negative ions are what is good for
human life and they want to use the opposite of that.
It forces people with knowlege of it to have to do a bunch of extra, unnecessary tasks to
protect themselves.
3. Rape, the wireless signal is raping citizens, it penetrates the body, without
permission, the wireless signal goes right through the outer skin then through the
whole body, all you have to do to verify this is get a RF EMF tester and walk
outside, you will notice a double red reading, from the microwave wireless signal,
put it under your arm, the reading does not change, metal like radiation suits or
metal sheds is the only thing so far that drops the reading level.
4. Security of the houses, not secure, the houses are being infiltrated by the
invisable, but detectible, cel signal, electronic intrusion spying, the cel signal
goes right through house walls and attics, except metal siding houses, there is no
way to tell what information is going where, or what transactions might be
happening, or what sales might be occuring through devices, sales could be
occuring of things that are not for sale, or not aware to the owner. Unknown and
not secure, in persons, similar to 4th Amendment, because they are penetrating
people and houses with it.
5. Human Body Pedestrian Security, how would any human indoors or out know
what is being done to their body and body energies by the dish signal?
6. The dish signal should be considered a undisclosed, stealth, microwave weapon,
bodily attack.
7. The use of the same or similar frequency as a microwave food cooking oven
implies, that cooking will result and is disrespectful. Out of all the different
frequencies available, their Designer chose the same number as what cooks
food, that similarity is very suspicious.
8. Electically grounding microwave radiation into the water supply is wrong, and
disrespectful. It looks like terrorists targeting the water supply.
9. What about home owners like me that do not want all that nonsence broadcast
through our houses and property?
Please do NOT allow any more of these microwave weapons into Cottage Grove, it is
supposed the be Pride and Prosperity, not microwave weapons.
