(In-person) 1. CALL TO ORDER Called to order by Committee chair Lee Vague at 1400 hours 2. ROLL CALL Committee members present: Clint Gridley (Woodbury), Pete Koerner (Cottage Grove), Lee Vague (Woodbury), Jennifer Levitt (Cottage Grove), Angela Gorall (Woodbury) and Brenda Malinowski (Cottage Grove) Others present: Dan Anselment (HERO Manager), Greg Rinzel (Cottage Grove) and Bri Zeterlu (HERO Admin Training Coordinator), John Altman (Woodbury Commander) 3. PRESENTATIONS 4. CONSENT AGENDA A. HERO FOC Meeting Minutes – February 15, 2022 Staff Recommendation: Approve the Meeting Minutes from February 15, 2022, regular meeting B. HERO Financial Statements Recommendation: Receive Information Motion to approve HERO meeting minutes and financial statements. Motion by Levitt, 2nd by Koerner. Motion carried 6 to 0. 5. APPROVE DISBURSEMENTS A. Approve payments from 2/11/2022 to 4/13/2022 in the amount of $117,902.69. Note: Refund to Rasmussen for that 5th Cohort they did not have for 2021-2022 FY. - Anselment advised that a refund check to Rasmussen would be issued as per contract due to them not having their 5th cohort in the 2021-2022 contract year. -Anselment stated that an additional ~$24,000.00 (budgeted item) had been spent on a deep clean of the 12 and 4 lane ranges which is why the monthly expenses seem higher this time around. 6. REGULAR AGENDA A. HERO 12-Lane Range Repairs (Non-budgeted Repair Item) Recommendation: Discuss approving the repairs to the HERO 12-lane range. -Anselment informed the group that due to the trajectory of shots at long distances there is a significant amount of damage to the Troy acoustical paneling on the ceiling and walls from about 25 yards out from the steel trap and in towards the steel trap. -Rinzel advised that the trajectory changed when the rail system was lifted to 9-feet to allow for the SUV squad cars to be driven into the range. However, this height difference was already resolved when the cardboard 12-inch drop down T’s were added to the targets. -Anselment suggested cutting the lower 1/4th of the ceiling panels from the first 25-yards and in towards the steel trap, exposing the metal to reduce additional damage. The removal of the ceiling panels by Hummingbird Environmental LLC (lowest bid) is estimated to be $12,112.00. -Levitt inquired why RJM and Inveris (formerly Meggitt) are not being held responsible for a flaw in the design system? -Rinzel advised that the metal panels and the Troy acoustical panels are performing their proposed jobs of keeping bullets within the range and reducing noise, but nobody anticipated the extent of the damage to the troy acoustical panels. -Gridley stated that they were under the impression that this was a tested product and that this appears to be a design flaw. Gridley also inquired is there was a monetary plan for future repairs in the original business plan. -Rinzel stated that there is a trade-off in product repairs vs workmen’s comp claims for hearing damage and that these must be considered. The Troy Acoustics may have to be replaced more often but they are going to save on potential hearing loss injuries and claims. -Gorall asked if there were any other noise reduction systems available? -Anselment advised that there are other systems however, Troy Acoustical systems were by far the best for sound absorption from his experience in ranges. -Levitt and Gridley confirmed that they would like for HERO reach out to RJM and Inveris (Meggitt) ask them to demonstrate that they met the performance specifications that were established when the range was being built. -Anselment advised that he would work to set-up a meeting with RJM to view the damage to the range. -Anselment also advised the council that due to supply shortages he has had to order items sooner than anticipated therefore, funds that should not have to be spent until later are being used now to ensure that items such as the HEPA and mid-filters arrive in time to be replaced. Current lead times on filters are 12 weeks for mid-filters and over 130 days for HEPA filters. -Anselment stated that the Washington County Hazardous Waste center will no longer take our range filters. Now we will have to utilize the State contract vendor. Unknown what the cost is yet, but this is being investigated by Adam Moshier (Cottage Grove Public Works) to help facilitate the removal and fees associated. 7.
