The Metropolitan Council is requesting the subject property be re -guided to Low Density Residential instead of the previously approved Medium Density Residential due to the Metropolitan Council's minimum density requirements. CP2022-031 July 25, 2022 Page 2 of 3 Background On May 18, 2022, the City Council approved a Comprehensive Plan Amendment (CPA) as part of the overall approvals for the Preserve at Prairie Dunes development. The CPA was for a minor land use modification to re -guide the area previously guided as Industrial on the subject parcel in the image below to Medium Density Residential. 2040 Land Use Amended Land Use 1( I Rw�Raweror ,Low O���fyAwOMW - Y pyw 09 ss y a Mp ^ r--- 7 lAwwal Proposed 2040 Comprehensive Plan Land Use Amendment Propo d Roadway layout Following City Council approvals, City staff submitted the CPA to the Metropolitan Council for review. The Metropolitan Council is required to review and approve all CPA requests. City staff has worked with the Met Council staff to determine what kind of approvals are needed for the proposed amendment since it is minor amendment. In discussions with our Met Council Sector Representative, it was determined that the approval could be administrative and would not require adjacent community review or full Metropolitan Council approval. During the Met Council's review, they determined that the proposed amendment does not meet the City's Medium Density Residential minimum density of five units per acre when administrating the Met Council's density calculations standards. The Met Council determined the density of the Preserve at Prairie Dunes to be 4.1 units per acre. Met Council then requested the City to re - guide the area from Medium Density Residential to Low Density Residential (Attachment A), which allows for densities of 2-4 units per acre. Council 'ram ROJdwJy ' � 4YOvt I I Plan Review The proposed amendment does not impact the previously approved preliminary plat or zoning. Public Hearing Notices Public hearing notices were mailed to five property owners who are within 500 feet of the proposed subdivision and published in the St. Paul Pioneer Press on July 15, 2022. Staff has not received any comments at the time of writing this report. Recommendation That the Planning Commission recommend that the City Council approve a 2040 Comprehensive Plan amendment to re -guide the northeast section of the subject property in the Preserve at Prairie Dunes development from Medium Density Residential and Industrial to Low Density Residential.
