HomeMy WebLinkAbout4.4a NorthPoint Phase 1A TIF Agreement Memo TO: Economic Development Authority Jennifer Levitt, EDA Executive Director FROM: Gretchen Larson, Economic Development Director DATE: August 5, 2022 RE: Cottage Grove Logistics Park Phase 1a – TIF Agreement Background NorthPoint Development (Developer), a Kansas City based development company, received a Master Site Plan approval in December 2021. The Master Site Plan for Cottage Grove Logistics Park consists of approximately 252 acres of land encompassing an assemblage of six separately owned parcels. The Master Site Plan approved nine separate warehouse, manufacturing, distri- bution, and office space buildings. The Developer proposed a phased development, and therefore requires a site plan to be reviewed and approved for each proposed phase of development of the Cottage Grove Logistics Park to ensure the proposed phase aligns with the approved Master Site Plan. At the December 2021 Economic Development Authority (EDA) meeting NorthPoint Development (NorthPoint), received approval for the creation of TIF District No. 1-20 for the Cottage Grove Logistics Park. As part of the TIF District approvals NorthPoint is required to submit to the EDA their proposed phasing plan for each phase of the development. Master Site Plan – Cottage Grove Logistics Park Proposal NorthPoint Development (NP CG Logistics, LLC) submitted a Site Plan Review application for a project on 29.18 acres of land located south of 100th Street for Phase 1a of the Cottage Grove Logistics Master Site Plan with proposed construction of Building 3 (520,000 square feet) for warehouse, manufacturing, distribution, and office space. Phase 1a Location per Overall Master Plan Phase 1a Site Plan Cottage Grove Logistics Park Building Rendering Planning Commission and City Council The City’s Planning Commission reviewed and held a public hearing for NorthPoint’s request at their July 25, 2022, meeting and recommended approval (7-to-0) of Phase 1a. The City Council will consider NorthPoint’s Phase 1a proposal at their August 17, 2022, meeting. Recommendation Approve Phase 1a of the Master Plan for the Cottage Grove Logistics Park, which consists of the construction of one building with approximately 520,000 square feet.
