N/A 60-Day Review Deadline: N/A City of Cottage Grove Planning Division • 12800 Ravine Parkway South • Cottage Grove, MN 55016 Planning Staff Report Glacial Valley Park Complex Planning Case No. SP2022-059 August 22, 2022 Proposal The City of Cottage Grove Parks Department is proposing to construct an approximate 10.6-acre Community Park including a park building and a variety of active recreation facilities. The pro- posed park would be located at 9900 Ravine Parkway South at the intersection of Joliet Avenue South and Ravine Parkway South just west of Keats Avenue. The applicant (City) has submitted a planning application for a site plan review for the construction of the park building at Glacial Valley Park. bite I-ocation Review Schedule Planning Commission Meeting: August 22, 2022 Tentative City Council Meeting: September 7, 2022 Background The vacant parcel located at 9900 Ravine Parkway South, near the intersection of Ravine Park- way and Keats Avenue, is currently owned by the City of Cottage Grove and guided for use as future park space. The first step in the process is constructing the planned recreational facilities fall 2022 with park building construction planned to begin in Spring 2023. Planning Considerations Zoning and Comprehensive Plan The current zoning for this parcel is Agricultural; however, it is transitioning to Residential to be consistent with the City's updated Zoning Ordinance, which allows for parks and open space as a permitted use. Existing Site The City's 2040 Comprehensive Plan guides this parcel as Residential as well as identifies this location as a future park on the Future Parks, Open Space, and Trails map. Contractors are also in the process of installing water and sanitary infrastructure bringing those services to the site. As part of the first phase of the park, the proposed recreational facilities would include an open lawn area, sports courts and fields. De- pending on construction, playground equipment and ice rink boards may also be installed fall 2022-1 however, they will likely be installed in spring 2023. The second phase of the Glacial Valley Park plan will include the park building, which will consist of a multi -purpose room, program room, warming room, storage, and gathering spaces as shown on the proposed site master plan and building layout. Approximately 70 spaces are proposed to be constructed as part of the Glacial Valley Park project. These spaces will support not only the recreational facilities, but the park building as well upon completion. Honorable Mayor, City Council, and Jennifer Levitt 9900 East Ravine Parkway South — Glacial Valley Community Park August 22, 2022 Page 4 of 11 68 PARKING SPACES Proposed Parking Area Proposed Park Building Amenities Multi -Purpose Room The multi -purpose room is a large space, nearly 1,500 square feet, that can be used for both programs and rentals. The room will include a carpeted floor and multiple table setup options and is connected to a serving kitchen. The most unique feature of this room is the proposed glass wall on the north side. This will be a functioning wall that can be opened or closed to create physical connection to the outside while maintaining a comfortable interior atmosphere as needed. Doors and windows will connect to the outdoor gathering spaces surrounding the facility. This room can house about 100 people and will have a fully integrated audio and visual system. It could be rented for such uses as business meetings, training events, medium-sized parties, volunteer programs, dinners, and more. Classroom/Program Room The classroom/program room is 955 square feet. Similar to our current recreation buildings, staff would use this space for more active recreational programming and events while also renting it to the general public. Windows and doors to access the outside park spaces are proposed (including direct access to the large playground area). The room will include a small kitchenette to support varying user needs. It would hold up to about 50 patrons comfortably depending on the seating arrangements. The room will have full audio/visual capabilities. This room could be used for events such as supervised playgrounds, educational programs, crafting programs, birthday parties, senior programming, graduations, and more. Commons/Warming Room The commons/warming room is sized at about 600 square feet. It will feature an inter -locking rubber tile system laid down during the winter skating season. There will be benches with storage cubbies along each of the walls that can be used by skaters, trail users, or as a resting/waiting area for patrons of the multi -purpose room or classroom. There will be three fully accessible re- strooms accessible within this area. With an automatic door locking system, it is anticipated this space will remain open to the public during normal park operating hours. Storage Room The storage room will be 440 square feet. It will include access to the classroom as well as a direct connection to the outside via an overhead garage door, thus making hauling of equipment and storage items easier and safer with the ability to drive directly to the space. A floor drain will be added so that smaller maintenance equipment may be stored at this site if so desired (i.e., Honorable Mayor, City Council, and Jennifer Levitt 9900 East Ravine Parkway South — Glacial Valley Community Park August 22, 2022 Page 5 of 11 mowers, ballfield equipment and/or ice making equipment). Wall and floor spaces will be kept open to maximize storage efficiency with shelving and racking. Outdoor Gathering Spaces The primary design intent of this facility was to connect the indoor and outdoor spaces. As such, the outdoor space is uniquely designed to include many seating areas in which to enjoy the park. This would include benches, picnic tables, and an outdoor fire ring. Concrete will be used for plaza and walk areas with gardens integrated throughout to add color and natural elements to the patron experience. Setbacks All setbacks from the property line exceed 100 feet to the park building, and therefore surpass the minimum setback requirements for the residential zoning districts as established in the City Code. Transportation Access to the Community Park is proposed off Ravine Parkway. The applicant is proposing to keep the existing curb cut on this parcel for access off Ravine Parkway. INS ^gloom IMM JXJ it Proposed Pedestrian Access from Ravine Parkway In addition, the South Washington Watershed District intends to establish the Glacial Valley Inter- pretive Center north of the proposed Glacial Valley Park as part of the City's long range park plan. The Interpretive Center is situated within 250 acres of protected open space owned by the South Washington Watershed District. This unique landscape provides wildlife habitat and flood protec- tion for the surrounding neighborhoods. As part of the construction of the interpretive center, pedestrian access will also be connected through the Interpretive Centers' Regional and Soft Surface Trails. These connections will allow for ease of pedestrian access from the surrounding neighborhoods to walk, ride, and roll to the Glacial Valley Community Park. The plan routes a majority of the site runoff to the west into a catch basin that is sized to support the park as a whole. The stormwater from the parking lot will drain into the two catch basins along the Ravine Parkway. At the time of construction, Ravine Parkway's catch basins were designed with excess capacity to allow for additional stormwater runoff for future development including the Glacial Valley Park. A portion of the site to the north and east of the property will drain to into the DNR conservation easement along Keats Avenue. Utilities The subject property is within the Metropolitan Urban Service Area (MUSA). All city utilities in this vicinity provide the necessary capacities to serve the Glacial Valley Park building and recreational facilities. Connection to utilities has begun while construction of the park site is under construction. Recommendation That the Planning Commission recommends that the City Council approve the site plan for the construction of the Glacial Valley Community Park, subject to the following conditions: 1. Trash enclosures, if required, must be constructed of building materials that are consistent with the principal building's exterior materials. 2. On -street parking along Ravine Parkway is always prohibited. The applicant receives all required building permits from the City of Cottage Grove prior to construction. 5. All site lighting must meet City Code requirements. All light fixtures must downward directed.
