Building Permits
Building Permit Statistics:
Between July 1 and July 31, 2022, 508 building permits were issued with a total valuation of
$50,791,467, including 15 single-family homes valued at $4,434,377 and 9 townhomes valued at
$1,970,300.

Current Project Updates
Building Construction Projects
Cottage Grove Logistics Park (NorthPoint): Full building permits have been issued for the first two
buildings in the Cottage Grove Logistics Park. Building #1 – the walls are completed, and the roof is
being installed. Building #2 – footings and plumbing underground work have been completed, with tip-
up panel installation to begin in August.
Innovative Chemical Corporation: The exterior is substantially complete. The interior space is en-
closed, and the trade work has begun.
3M Projects:
o Building 150 – The floor slab and trench drain work continues. The plumbing underground
plumbing work is nearing completion.
o Building 151 – The footings and foundation walls are done being constructed. This building is
on hold as the primary focus is Building 150.
o Plans have been submitted for Bid Pack #6, which includes pump houses, processing piping,
and a new clarifier as part of their water treatment processing. Permit is ready to be issued for
the clarifier. The Engineering department is reviewing 3M’s response to their plan review
comments.
Renewal by Andersen: The building permit was issued for the 343,000 square foot expansion.
Park Place Storage: Plans have been submitted for their fourth building. They requested a change in
materials due to supply chain issues, which requires submittal of revised plans for review and approval
by Building Division. The Planning and Engineering Divisions need to verify compliance with the
original 2017 resolution approving the project.
Hemingway Industrial Center: Plans for both buildings have been revised and will be reviewed in the
next couple of weeks. Building #1 is 146,000 square feet and Building #2 is 96,000 square feet.
Tradehome Shoes: The permit for a minor remodel project has been issued, but no inspections have
been conducted at this time.
Leafline Labs: The footings/foundation permit has been issued.

Design Plus Cabinets: The permit has been issued for a tenant improvement project located at 8599
West Point Douglas Road. Inspections are ongoing.
Cottage Grove Apartments: Footings and foundation work have been completed, with wood framing
starting.
The View: Footings and foundation work have been completed. The permit, with a construction value
of $4,500,000, was issued for the rest of the apartment building located off Hardwood Avenue. Con-
struction of the wood-framed portion of the building should begin soon.
Starbucks: Final inspections on this remodel project should begin soon.
Pizza Ranch: The review for the 6,700 square feet restaurant has been completed by all departments.
Construction has been pushed back to start in fall of 2022.
Mister Car Wash: The foundation and exterior signage work continues on their vacuum modification
project.
Commercial Remodel Projects: Inspections have been ongoing for Dunn Orthodontics expansion,
Van Meter Electric remodel, and Bieter Eye Center.
Park Senior High School: Demolition work has begun in the Field House. Bid Package 1 involves
removing and replacing the floor and the rooftop mechanical equipment for the Field House. Bid
Package 2, which includes the remodel of the sound rooms, library, and auditorium, is nearing com-
pletion and will be ready at the start of the school year. Bid Package 1 is near completion with the new
wood floor in place; however, the mechanical equipment is on backorder and will not be ready by the
start of school. Temporary air conditioning units will be provided.
Hamlet Park Shelter: Exterior is complete, and the trade work final inspections are ongoing.
Oakwood Park Shelter: Slab and finishing work should begin soon.
Ice Arena: The permit has been issued for a remodel of the mezzanine for a “Dryland Training” area.

Planning Division
June 27 Planning Commission Meeting
The Planning Commission met on July 25, 2022, and reviewed the applications below:
Cottage Grove Logistics Park Building 3 – Case SP2022-051: NP BGO Cottage Grove Logistics Park,
LLC has applied for a site plan review for Phase 1a of the Cottage Grove Logistics Park Master
Development Plan. The application is to construct Building 3, which will consist of approximately
520,000 square feet, on property located south of 100th Street and west of Ideal Avenue. One resident
asked questions about the project. The Planning Commission unanimously recommended approval
of the site plan. The City Council will take final action at their meeting on August 17.
Preserve at Prairie Dunes Comp Plan Amendment – Case CP2022-031: This comprehensive plan
amendment application was pulled as the project has been cancelled by the developer. The Planning
Commission unanimously voted to table this application indefinitely.
August 22 Planning Commission Meeting
The following applications are scheduled for the August 22, 2022, Planning Commission meeting:
Thai Garden – Case SP2022-057 & V2022-058: Integrity Building LLC, on behalf of Hang LLC, has
applied for a planned unit development site plan review for a proposed restaurant to be located at
7470 East Point Douglas Road South.

Endeavor – Case PP2022-054 & SP2022-056: Endeavor Development has applied for a preliminary
plat to be called Glengrove Industrial Park 11th Addition, which will create two industrial lots to be
located on the southwest corner of Jamaica Avenue and 95th Street, and a site plan review of two
industrial buildings consisting of a total of approximately 350,000 square feet.
