Building Permits
Building Permit Statistics:
Between October 1 and October 31, 2022, there were 480 building permits issued with a total
valuation of $10,428,461, including 6 single-family homes valued at $1,509,202 and 5 townhomes
valued at $895,655.

Current Project Updates
Building Construction Projects
Renewal by Andersen: The foundation and plumbing underground work have begun on their
expansion.
3M Projects:
o Building 150 – Construction of the exterior shell is under way.
o Building 151 – Wall construction is near completion and the roof installation has begun.
o Pump Houses and Processing Piping (Bid Pack #6) – Inspections have begun. A new clarifier
was added as part of their water treatment processing.
Cottage Grove Logistics Park (NorthPoint):
o Building #1 – Concrete floor is under way as well as installation of windows and doors.
o Building #2 – The concrete floor will be installed soon.
Air Gas: Full certificate of occupancy will be issued pending electrical work and planning verifying they
completed the conditions of their land use approval.
Hemingway Industrial Center: The permits for both buildings have been issued. Footings and
foundation work continues on both projects.

LeafLine Labs: The wall panels are being installed, and they worked last weekend to install the roof
in order to completed exterior work before winter conditions.
Park Place Storage: The building permit plans for their fourth building have been approved.
Cottage Grove Apartments: Wood framing continues with trade work starting.
The View Apartments: Construction of the wood-framed portion of the building has started.
Pacific Dental: Plans have been approved for a dental office in the tenant space next to Sports Clips
in the Grove Plaza mall.
Little Village: Plans are being reviewed for an indoor kids play area and coffee house to be located in
the former Las Margaritas space.
Pizza Ranch: Footings and foundation are complete. Plumbing underground work and wall
construction to begin shortly.

Planning Division
October 24 Planning Commission Meeting
The Planning Commission met on October 24, 2022, and reviewed the application below:
CIP 2023-2027 – Case CP2022-061: The City of Cottage Grove has applied for a comprehensive
plan amendment to amend the Capital Improvement Program (CIP) for 2023-2027. During the public
hearing, there were questions asking why this is a comprehensive plan amendment, why there are
new high dollar items added when the 2023 levy was already set, concerns about funding for the River
Oaks irrigation system, and if the CIP will be on the City Council’s regular or consent agenda. Staff
responded to those questions. The Planning Commission on a unanimous 7-to-0 vote recommended
approval of the CIP comprehensive plan amendment. The City Council will take action on this
application at the meeting on November 16.
Workshop: The Planning Commission continued their discussions on the zoning code update.
November 28 Planning Commission Meeting
Tentatively the following items may be on the November Planning Commission meeting. The submittal
deadline is 4:30 pm November 2, 2022. Items include:
• Tinucci Lot Split – Minor Subdivision
• Daycare at 7781 Hardwood Avenue – Site Plan Review
• Stewart Lot Split – Minor Subdivision
• Minor Map and Text Amendment – Comprehensive Plan Amendment
