Discussion The attached document is based on conversations with the City Council during the 2023/2024 budget discussion. The 2023-2027 CIP includes Pavement Management projects, Park Development and Improve- ment projects, municipal facility projects, and road projects resulting from commercial and residential development. The Planning Commission held a public hearing on the CIP at their October 24, 2022 meeting. The public hearing is required for amendment of the City’s Comprehensive Plan, which includes the CIP. Excerpts from the minutes of that meeting are included with this memo. The 2023-2027 CIP was approved unanimously. The first two years (2023 and 2024) of the CIP document function as the “work plan” for city capital projects; however, all projects are brought to the Council prior to feasibility reports, acquisition, or construction.
