RE: 100th Street Extension Regional Utility Study

Dear Mr. Burfeind,
Thank you for providing the opportunity to assist you with the 100th Street Extension Regional Utility
Study. The proposed extension of 100th Street from Jamaica Avenue to the Keats Avenue interchange
will provide a new roadway alignment and railway grade separation filling a freight and commuter
system gap. This investment will establish 100th Street as the Southwest Arterial connection necessary to
open over 2,000 acres of developing industrial and residential projects while supporting existing
businesses in the area. With this project, a review of the necessary infrastructure to support
development is required. Bolton & Menk, Inc., has the technical expertise, experience and resources to
complete this project for the city, and we appreciate your consideration.
Based on our understanding, the study will consist of the following major components:
· Identify trunk sanitary sewer needs
o Review of trunk sewer locations and capacities
o Review of potential alternate sequencing/routing for possible development scenarios
· Identify trunk water distribution needs
o Review trunk watermain and required connections
o Anticipated crossing of TH 10/61
· Identify trunk storm sewer needs
o Determine storm sewer oversizing necessary for conveyance of adjacent development
stormwater to planned regional facilities
· Preliminary review of permitting needed for utility installation
o Railroad
o MnDOT
o MCES
o Northern Natural Gas, etc.
· Coordinate and review preliminary geotechnical exploration and evaluation
· Preliminary review of private utility facilities
We anticipate that the project schedule will be flexible based on the City’s needs, and we are prepared
to begin once authorized to do so. We propose to complete the above services for a total estimated
hourly fee of $85,000.
