SPECIAL MEETING - 6:15 P.M.
1. CALL TO ORDER
Mayor Bailey called the Special Meeting to order at 6:15 p.m.; he stated tonight is very
special because we’ll do a Swearing-in and badge ceremony for one firefighter and four
police officers.
2. ROLL CALL
City Clerk Tammy Anderson called the roll: Mayor Bailey - Here; Council Member
Dennis - Here; Council Member Khambata - Here; Council Member Olsen - Here;
Council Member Thiede - Here.
3. AGENDA ITEM
A. Swearing-in and Badge Ceremony
Staff Recommendation: Perform Swearing-in and Badge Ceremony for
Mike Campbell, Sydney Whelan, Evan Davick, Jude Torning, and Gavin
Foote.
Pete Koerner, Public Safety Director, asked Mayor Bailey and the Council Members to
join him in front of the dais. He thanked the Council for allowing them to have this
ceremony in the Council Chambers; originally, they were going to have this outdoors,
but due to the sun setting quickly and it being chilly outside, they opted to hold this
indoors. Director Koerner stated it’s an honor for them to be able to formally recognize
our employees in front of their peers, families, and friends. Public Safety is a team,
which is why we’re swearing in both fire and police tonight. He read aloud the Cottage
Grove Public Safety Mission Statement. He spoke about the significance of badges,
noting it may signify authority, but that’s not why we do this job; the badge signifies the
trust, the respect, and the sacrifice that each of these individuals make in service to the
community.
Director Koerner stated other agencies are having difficulty finding people to work,
but we are not; we’re fully staffed on the police side and will be fully staffed on the first
side in a couple of weeks when another firefighter joins us. That’s a testament to our
community and the support we feel.

Director Koerner read the professional and personal bio of Mike Campbell, and asked
Mayor Bailey to swear him in.
Mayor Bailey had Michael Campbell raise his right hand, swore him in as a firefighter
for the City of Cottage Grove, and congratulated him. Mike’s wife, Jessica, pinned on
his badge. Everyone applauded.
Director Koerner asked the four officers to step forward; he read aloud the professional
and personal bios of Sydney Whelan, Evan Davick, Jude Torning, and Gavin Foote.
Mayor Bailey had all four officers raise their right hands, swore them in as police
officers for the City of Cottage Grove, and congratulated them. Each of the officers had
their badges pinned by their designated family member(s), and all were applauded.
Photographs were taken of the firefighter and police officers, City Council Members, and
their family members. Mayor Bailey asked that everyone give the firefighter and officers
another round of applause.
Director Koerner thanked everyone, especially all of the responders who came to
support those being sworn in, and Mayor Bailey thanked all of them for their service to
our community.
Director Koerner reminded all those sworn in tonight to sign their oath in front of City
Clerk Anderson.
