Minutes City of Cottage Grove Public Services Commission Meeting November 21, 2022 Pursuant to due call and notice thereof, a Cottage Grove Public Services Commission Meeting was held on November 21, 2022. I. CALL TO ORDER Meeting called to order at 7:00 p.m. II. ROLL CALL Members Present: Ingram, Steve – Chair Dornsbach, Robert Kath, Ron Kons, Lisa Moyer, Kelsey Rediske, Lise Serpico, William Members Absent: None Staff Present: Burfeind, Ryan – PE, Public Works Director/City Engineer Redenius, Rick – Fire Chief & Deputy of Public Safety Staff Not Present: Rinzel, Greg – Deputy Director of Public Safety & Police Captain Orloff, Gary – Street Supervisor Others Present: Justin Olsen, Councilmember III. Approval of Minutes November 19, 2022 - Motion by Dornsbach and seconded by Rediske. V. Open Forum A. None VI. Presentations A. 3M Water Treatment Settlement Update. Lee Mann -Stantec Project Manager gave update on current 3M Settlement Projects. th  Low Zone Water Treatment Plant – Northeast Corner of 110 and Ideal – capacity of 3,200 gpm (4.6 MGD) Bid early summer 2023, plant commissioning in 2025. th  Intermediate Zone Water Treatment Plant – South of 80 behind Fire Station in Pine Tree Pond Pond – capacity of 7,100 gmp (10.2 MGD) Bid early summer 2024, plant commissioning in 2026.  Goodview Ave Water Main Extension – 41 properties with wells and 22 of them connected this year. Have until Oct 2024 to connect utilizing 3M settlement funding.  Low Zone Raw Water Mains Projects – From Well #10 south through thth Business Park, to 100 St, east to Ideal, south to 110 St – Direct raw(untreated 16-inch water connection from Well #10 to future Low Zone Treatment Plant- Construction completed on first leg this fall with final in 2025. th  Well # 13 – Northeast corner of 110 and Ideal, south of proposed low zone treatment plant – Will replace Wells #1 & #2 – capacity 1,200 (1.7 MGD) – bid and constructed start up to coincide with plant commissioning in 2025.  New Temporary Treatment Plants – Wells #2 & #7 – Necessary to continue to supply safe water at demand levels- lowering of Heath Based Values – Construction to begin Dec/Jan, complete in June 2023.  Grange Trunk Water Main Project – 16 inch truck water main from new 1.5 MG Water Tower site adjacent to Hamlet Park. – Two alignment options to analyze – necessary to keep water and supply at Grange Tower, when Well # 1 is removed from service. Construction planned for 2023. VII. New Business A. Radar Feedback Signs – Ryan Burfeind presented information on radar feedback signs thth and resident requests for additional traffic control on Hinton Ave (between 70 and 80) City of Cottage Grove Public Services Commission 2 | Page thth and Jamaica Ave (between 75 and 80.) Units are solar powered and cost $3,000 each. Motion made by Chair Ingram to place radar feedback signs centrally located on Hinton and Jamaica. Motion seconded by Kons. Unanimously passed. B. Old Cottage Grove Wayfinding Signage – Ryan Burfeind then presented information on wayfinding signage. Wayfinding signs are used to guide motorist to specific areas or attractions in a community and it is vital to provide extra visibility and traffic for businesses that may not typically see extensive through traffic. Typically, these signs are blue and only can be located on conventional city streets. After some discussion about gps tools and what old cottage grove means and to whom a motion was made by Kath and seconded by Alden-Rediske. Motion passed unanimously. City will make and install the wayfinding signs for around $100.00 each. VIII. Old Business A. None IX. Response to Previously Raised Commission Requests A. None X. Commission Comments and Requests A. Chair, Ingram welcomed the three newest commissioners since everyone was in attendance. Ingram also mentioned elections will be held for new officers at the January meeting, two commissioners are retiring. If interested, let Ryan or Justin know. A. XI. Staff Reports and Educational Material A. Public Works th a. Commissioner Serpico was curious what the blue hydrants mean along 100 St. th Ryan Burfeind responded that the Blue hydrants along 100 Street, have raw, untreated water in them. They are necessary when installing a new water main to get air out of the lines, for testing purposes, and in case you need to open them, you can. b. First week of plowing underway. Had about 6 inches that first week. c. October plow training on course and in meeting rooms. Dustin Doughty had the highest score for the plowing course. d. Annual storm water project finished up. (Preserve of Cottage Grove area) e. New water tower, south of Park and Ride is currently being developed. It is a City project following our Comprehensive Plan. f. Pavement Management work for 2023. Area includes North of Hillside Trail, th along and west of Hyde Ave, and South of 80 g. East Point Douglas and Jamaica project looking at re-doing all the intersections. Jamaica Ave side in 2023, most of EPD east of signal in 2024. h. Commission Moyer wanted to know how sidewalks/paths are managed and determined as to when to plow them. Ryan Burfeind responded sidewalk and City of Cottage Grove Public Services Commission 3 | Page trail plowing is done by City Utilities Department. Typically, if weekday, crews are out at 4:00 am and weekends by 7:00 am. i. Ryan Burfeind also elaborated on the blue hydrants and that all City wells will be treated, making it full citywide treatment for everyone. j. Northpointe update – approved for nine buildings in four phases. Just two this year and one more next year. Will continue to work in phases on the project. k. House moving update – Burfeind commented that scheduled plan date to move house is December 1, weather permitting. B. Streets - none C. Police – none D. Fire a. Personnel a. We have three new PT who have started their FTO programs. They are still on track to graduate from their firefighter/HazMat classes in December. b. We have filled all three open FT positions. The third person, Bill King is on track to complete his FTO at the end of December. b. Calls for Service June to September 2022 a. EMS – 707 b. Fire/Rescue – 174 We had three structure fires during this time frame with one being an arson fire. c. Other Items th a. On November 12 the Police and Fire Divisions did a joint training which involved a response to a mass casualty incident here at City Hall. b. We are nearly complete with the staffing study proposal. We are doing some fine tuning with the help from Ethical Leaders consultants. They have assisted the city in the past with the org study. We hope to have a council workshop in January 2023. c. Fire Prevention week and subsequent Open House we a big success this year. d. We are working with the Police Department, The HERO Center, and Rise Up Recovery to offer free Opiate Overdose Awareness and Naloxone training. th November 29 here at City Hall from 12pm-1pm e. The department training committees is putting together the 2023 training schedule. th f. November 30 we will be at the Hometown Holiday Celebration here at City Hall rd g. December 3 we are helping the Holiday Train Committee with a Fill the Fire Truck event at Hamlet Park from 10am-12pm. This event helps the Friends In Need Food Shelf. th h. December 12 we will be at the Holiday Train stop on West Point Douglas Road near the Youth Service Bureau building. This runs from 4pm to 6pm. City of Cottage Grove Public Services Commission 4 | Page XII. Council Comments A. Councilmember Olsen shared on the following topics.  Police department open house very successful. An amazing event! Kudos to those involved in both Fire and Police Open houses!  EMS Billing Software: In order to improve collection rate and accuracy, a new software program was selected. Lifequest is the new company.  In October a professional services contract was made with True North Psychology and Consulting.  Replacing K-9 Gunnar soon. Scout on board but looking at getting another one before he retires. Public Safety Board received a donation to help fund a new K-9.  Plan in place to address the East Point Douglas and Jamaica intersection. 2023 and 2024 construction season. th  Hometown Holiday Celebration will be held on November 30 at City Hall.  Thankful for all our volunteers to that make Cottage Grove a better place to live, work and play.
