HomeMy WebLinkAbout4.1a Development Update 2023-01-10 TO: Economic Development Authority FROM: Emily Schmitz, Acting Community Development Director DATE: January 10, 2023 RE: Development Update Building Permits Building Permit Statistics: Building Permit Statistics: Between December 1 and December 31, 2022, there were 240 building permits issued with a total valuation of $2,728,439, including 2 single-family homes valued at $795,672. During 2022, there were a total of 5,559 building permits issued with a valuation of $373,439,534. There were 412 commercial/industrial permits issued for a total of $290,481,104; these included the Cottage Grove Logistics Park, Hemingway Industrial, Renewal by Andersen, Cottage Grove Apartments, The View apartments, and various permits at 3M Cottage Grove. We ended the year with a total of 348 new home permits issued: 266 single-family homes valued at $80,123,430 and 82 townhomes valued at $17,118,557. Renewal by Andersen: The roof is almost complete. Hemingway Industrial Center: Footings and foundation work have been completed for both buildings. On-site construction of the wall panels will be waiting until spring to resume. Air Gas: Full CO pending approval of the final electrical inspections. GTI (formerly LeafLine Labs): The addition is enclosed with trade work underway. Economic Development Authority Development Update January 10, 2023 Page 4 of 8 3M Projects: o Building 150 – Installation of the exterior wall panels is nearing completion, with plumbing rough-in work under way inside. o Building 151 – Wall construction and roof are complete. o Foundation inspections continue for Bid Pack #6 (pump houses and processing piping) and a new clarifier as part of their water treatment processing. Park Place Storage: The permit has been issued for their fourth building. Work has not yet begun. Dental Office: The permit has been issued for a dental office that will be located in the tenant space next to Sports Clips; no construction has begun yet. Little Village: The permit has been issued for the Little Village, an indoor kids play area and coffee house to be located in the former Las Margaritas space. No work has started at this time. Cottage Grove Apartments: Wood framing has been completed with trade work continuing. Economic Development Authority Development Update January 10, 2023 Page 5 of 8 The View: Construction of the wood-framed portion of the building continues; however, the site has been vacant of construction activity for the past two weeks. Pizza Ranch: Wall and roof framing is underway. Planning Division December 19 Planning Commission Meeting The Planning Commission met on December 19, 2022, and reviewed the applications below: RJ Schinner – Cases PP2022-067 & SP2022-068: Opus Development Company has applied for a preliminary plat to be called Southeast Industrial Park 3rd Addition that will consist of one industrial lot and one outlot that would be located south of the Soo Line Railroad, north of North Star Sheets, and east of Hamlet Park; and a site plan review of an approximate 126,200 square foot office and warehouse building with an additional 80,000 square foot expansion area for RJ Schinner. The Economic Development Authority Development Update January 10, 2023 Page 6 of 8 Planning Commission had questions regarding parking. They unanimously approved (4-to-0 vote) the application. This will be on the January 18 City Council agenda for final action. Location Map Preliminary Plat Site Plan Zoning Ordinance and Rezoning Amendments – Case ZA2022-070: The Planning Commission will hold the public hearings on the zoning text amendment for a full repeal and replacement of the City’s Zoning Code Title 11. In addition to general modifications relating to organization, format, modernized language, and readability, a brief overview of other changes include: • Added Conditional Administrative Use Permit to allow simple permits to be approved administratively. • Expanded the ability to have accessory structures on properties, updated fence requirements to reflect current materials and design, changed off-street parking requirements to provide more flexibility, and expanded home occupation use. • Updated standards related to motor fuel stations, drive-throughs, temporary outdoor sales, vehicle sales, antennas, solar and wind energy uses to reflect changes in technology and equipment, car washes, self-storage facilities, outdoor dining, and event centers and added regulations for donation drop boxes. Economic Development Authority Development Update January 10, 2023 Page 7 of 8 • Added density bonuses for affordable housing policies. • Updated architectural standards of buildings to reflect current design trends and materials, changed landscaping requirements for current lot size trends, modified tree preservation program in response to current caselaw, updated requirements for trash enclosures, exterior storage, and mechanical screening. • Removed redundant and unnecessary residential districts and organized existing residential uses into new zoning districts as needed to protect single-family properties while allowing for construction and expansion of multi-family properties in appropriate areas. • Updated and streamlined the business uses to reflect the current uses in the City and added uses the City wants to attract in the future. • Merged industrial zoning districts and updated industrial uses to reflect the current uses in the City and added uses the City wants to attract in the future. In addition, the zoning map will be amended for city-wide rezoning as authorized in City Code Section 11-2-8(D) and Minnesota Statute Section 462.357, subd. 3, as part of the comprehensive project to repeal and replace the City’s Zoning Code . The Planning Commission held discussions on the propose d setbacks for new homes in the new R-3, Single Family Residential zoning district. They wanted to have at least 15 feet between houses. The Commission unanimously (4-to-0 vote) recommended approval of the full repeal and replacement of the zoning ordinance (Title 11) with a change to the minimum side yard setbacks in the R-3 zoning district to be either 7.5 feet on both sides of the structure or 10 feet on the living space side and 5 five feet on the garage side. Also, on a unanimous vote for 4 -to-0, they recommended approval of the proposed zoning map. The City Council reviewed this application at their December 21 meeting and approved it with the original proposed setback requirements. Economic Development Authority Development Update January 10, 2023 Page 8 of 8 January 23 Planning Commission Meeting The following items are currently scheduled to be on the January 23, 2023, Planning Commission agenda: Holcim (Aggregate Industries) Mining Permit Renewal – Case MP2023-001: Holcim – MWR, Inc. has applied for their 2023 mining permit to continue mining operations at the Nelson Sand & Gravel Facility at 11250 Grey Cloud Trail South on Lower Grey Cloud Island. Daycare at 7781 Hardwood Avenue – Cases SP2023-002, PUD2023-003, CUP2023-004: 814 Services, LLC on behalf of Crown Estates Holdings LLC/Joan Eva Stoltz Revocable Living Trust, has applied for a site plan review, planned unit development, and conditional use permit for an 11,464 square foot proposed daycare facility to be located at 7781 Hardwood Avenue South.
