Building Permits
Building Permit Statistics:
Building Permit Statistics: Between January 1, 2023, and January 31, 2023, there were 235 building
permits issued with a total valuation of $7,460,379, including 10 single-family homes valued at
$4,350,419.

Current Project Updates
Building Construction Projects
Hemingway Industrial Center: Footings and foundation work on both buildings have been completed.
Onsite construction of the wall panels will be waiting until spring to start back up.
GTI (formerly LeafLine Labs): The addition is enclosed with trade work and interior walls underway.
Cottage Grove Logistics Park (Northpoint Development): Both Building #1 and Building #2 are nearing
completion. They are waiting on materials to complete the electrical work.
Air Gas: Full CO pending Electrical approval
3M Projects:
o Building 150 – plumbing rough-in work and interior walls are under construction.
o Building 151 – plumbing underground work is completed.
o Foundation work continues for Bid Pack #6 (Pump houses and processing piping) and new
clarifiers as part of their water treatment processing.

Renewal by Andersen: The roof is complete, and the concrete slab is beginning to be installed.
Cottage Grove Apartments: Framing, insulation, and drywall are underway on the north half of the
building with trade work continuing on the south half.
The View: Construction of the wood-framed portion of the apartment building continues with the
installation of windows
Pizza Ranch: Wall and roof framing are complete with plumbing and electrical underground work
ongoing
Dental Office: The permit has been issued for a dental office in the tenant space next to Sports Clips;
no construction has begun yet.
Little Village: An indoor kids play area and coffee house to be located in the space that Las Margaritas
used to occupy is nearing completion.
Ulta Beauty: Plans have been submitted and are under review for the façade improvements for Ulta
Beauty located next to Planet Fitness.

Planning Division
January 23 Planning Commission Meeting
The Planning Commission met on January 23, 2023, and reviewed the following applications:
Holcim Mining Permit – Case MP2023-001: Holcim – MWR, Inc. has applied for their 2023 mining
permit to continue mining operations at the Nelson Sand & Gravel Facility at 11250 Grey Cloud
Trail South on Lower Grey Cloud Island. Commissioners asked if there had been any traffic and
noise complaints related to the mining operations. The Planning Commission una nimously (6-to-0
vote recommended approval of Holcim’s 2023 mining permit, which the Council approved at their
February 1 meeting.
Day Care at 7781 Hardwood – Cases SP2023-002, PUD2023-003, CUP2023-004: 814 Services,
LLC on behalf of Crown Estates Holdings LLC/Joan Eva Stoltz Revocable Living Trust, has applied
for a site plan review, planned unit development, and conditional use permit for an 11,464 square
foot proposed daycare facility to be located at 7781 Hardwood Avenue South. There were
questions regarding the access from East Point Douglas Road, the capacity of students and staff,
the retaining wall, location of the play area, and why this is a request for a Planned Unit
Development (PUD) instead of a variance. There was no testimony from the publi c. The Planning
Commission on a unanimous vote of 6-to-0 recommended approval. These applications will be on
the City Council agenda for their February 15 meeting.

Proposed Site Plan
February 27, 2023, Planning Commission Meeting
The following applications have been received for the February 27, 2023, Planning Commission
meeting:
Rocket Car Wash – SP2023-004, CUP2023-004, PUD2023-004: Rocket Car Wash, LLC has applied
for a site plan review of a proposed car wash to be located at 8647 and 8649 East Point Douglas
Road South (former Big O Tires); a conditional use permit for the drive-through car wash; and Planned
Unit Development (PUD) to allow for parking lot setback and deciduous tree flexibility.

Lake Flora 2nd Addition – PP2023-006: The City of Cottage Grove has applied for a preliminary plat
for Lake Flora 2nd Addition, which will create 2 industrial lots and 8 outlots on property located east
of Jamaica Avenue, north of 100th Street, and south of the Soo Line Railroad tracks.
