The Applicant is proposing to construct a 5,160 square foot automobile carwash (drive -through). The proposed project would be located on a .983-acre parcel of land to the southwest of the current Wendy's restaurant and northwest of the current Target site. In 1992 an application for a simple lot division was submitted and approved. The intent at the time was to create two parcels allowing the user to separate the automotive use from potential office space for additional tenants. Currently, the entire site is occupied by one tenant and the only use onsite is automotive repair. A condition of approval will require the two lots be combined into one lot. 2022 Aerial Photo Proposed Use The proposed 5,160 square foot structure would be operated and owned by Rocket Carwash, a City+Ventures Company, which operates in eight states. The car wash offers premium wash pack- ages and free vacuums for both monthly members and single use customers. Typical hours of operation are from 7.00 a.m. to 9.00 p.m., Monday through Sunday. Site Operations There is one motor vehicle wash operation being proposed for the site. The full -service car wash begins with the customer entering the property and arriving at the Point of Sale (POS) system, which is staffed during all hours of operation. The customer then drives into the entrance door where the vehicle is pulled through the wash by the anti -collision belt system. The vehicle is then dried by air-dry blowers which have a sound mitigation system installed. Following the wash, the customer can then utilize the free vacuums and the member's room if they have purchased an upgraded membership. The member's room contains various cleaning products for the customer's vehicle as well as a floor mat cleaner. If a customer proceeds through the POS system and decides not to proceed with the car wash, one of the employees will assist the customer in using the car wash bypass route prior to entering the car wash. The reclaim system will recover 80 percent of water used in the car wash. The system utilizes a com- bination of methods to purify the water for re -use. Planning Considerations Zoning and Comprehensive Plan The subject site is zoned MU, Mixed -Use District, and is guided as Mixed Use in the 2040 Com- prehensive Plan. The proposed use is consistent with the City's zoning ordinance and land use plan. Automobile carwash uses are permitted with a Conditional Use Permit (CUP) within the Mixed -Use Zoning District. Planned Unit Development The PUD process is a tool that provides additional flexibility for development that an underlying zoning district would not otherwise allow. It is intended to overcome the limitations of zoning reg- ulations and improve the overall design of a project. Due to site constraints from the 30-foot ease- ment along the northwest and southwest property lines, site plan flexibility from the required parking lot setback and required number of tree plantings is needed. The Applicant is aware of the flexibility and has proposed additional landscaping and a higher percentage of Class 1 archi- tectural materials to offset the flexibility. The Applicant is proposing separate entrance and exit lanes at the access location with the intent of improving circulation throughout the site. The separate entrance and exit lanes will cause all traffic internal to the site to travel in the same direction. 4. o $ Ir,;ecal Private a .:a v Proposed Entrance ;� 9 Proposed Exit Location , +� Location Site Access Building Setbacks The proposed building meets or exceeds all setback requirements for the zoning district. The front yard setback is defined as the boundary of a lot which abuts an existing or dedicated public street and, in the case of a corner lot, it shall be the shortest dimension on a public street. Due to the site being a corner lot, the front yard setback is the southwest property line and must meet the minimum corner lot setback for the front yard. The property line to the northwest is adjacent to a public street and must meet the side yard setback for a property line adjacent to a street. Due to site and easement constraints, flexibility from the required front yard parking lot setback is needed in order to meet all other requirements for the redevelopment of the site. The Applicant is proposing one motor vehicle wash stall operation with two lanes of stacking. The total number of stacking spots shown is 34. Trash Enclosure The proposed trash enclosure will be located on the southern part of the site. The Applicant has proposed the structure to be constructed with concrete masonry materials that are the same ma- terials as the principal structure, as discussed in the Architecture section of this report. City Code Title 11-3-8 states that trash enclosures must be setback a minimum of 10 feet from the adjacent property lines. The proposed trash enclosure is located 29.3 feet from the southwest property line and 34 feet from the southeast property line. Planning Commission Staff Report — Rocket Carwash Planning Case No. SP/PUD/CUP2023-004 February 27, 2023 Page 6 of 11 Proposed Trash Enclosure Location Parking City Code Title 11-3-4 does not list a specific number of parking stalls required for the proposed automobile car wash use. Rather it states that for uses not specifically noted, the parking require- ments shall be determined by the most similar use. The most similar use listed is a self-service passenger vehicle car wash, which requires two stalls per wash bay. The Applicant is proposing one wash bay and 20 total parking stalls with vacuums available at each stall. Of the 20 proposed stalls, one stall will be ADA compliant, and three stalls are proposed for employee parking. Em- ployees will utilize the standard parking onsite and when utilized, the vacuums for those stalls will be unavailable for customers. The total number of employees on the largest shift is three employ- ees. In addition, the Applicant is proposing the majority of parking stalls to be 13 feet in width and 20 feet in depth. City Code Title 11-3-4 requires parking stalls to be a minimum of 9 feet in width and 20 feet in depth when the stall angle is 90 degrees. Parking Lot Layout Architecture City Code Title 11-3-11 requires newly constructed buildings in commercial districts be comprised of a minimum of 65 percent Class 1 materials and use three different materials from Class 1 or 2, and not more than 10 percent Class 4 materials. The proposed materials used on the exterior fagade include masonry brick, stone, and glass windows (all Class 1 materials). In addition to the Class 1 materials, the Applicant has proposed a metal panel to be used on the structure (Class 3 material). City Code Title 11-3-12 requires that a minimum number of trees and shrubs be provided based on the gross square footage of the subject property. To offset the reduced number of overstory trees, the Applicant is proposing to plant additional coniferous trees and shrubs that greatly exceed the number required. City Code Title 11-4-7 requires screening of the stacking and exiting areas for all automobile car washes; furthermore, it states the primary source of screening shall be the principal building. In order to meet these requirements, the Applicant has proposed to utilize both the principal structure and landscaping for screening. The principal structure is proposed on the northwest side of the parcel which is intended to screen the stacking area from the adjacent roadways. Landscaping is being utilized to screen the stacking area from the adjacent parcel to the east and adjacent road- way to the west. In addition, the Applicant is proposing a two -foot tall, landscaped berm along the private drive to screen the stacking area from the neighboring parcel to the southeast. Lanascape Tian Planning Commission Staff Report — Rocket Carwash Planning Case No. SP/PUD/CUP2023-004 February 27, 2023 Page 9 of 11 Outdoor Lighting Outdoor light fixtures will consist of six parking lot light poles that are 20 feet in height, with each light pole consisting of a single head that is downward directed. City Code Title 11-3-10 limits the amount of light that can be emitted from commercial property to 1.0 foot-candle onto adjacent properties. The Applicant has submitted a photometric plan that is consistent with the City Code. In addition, all light fixtures will be downward directed in order to limit any light spillage. Utilities The subject property is located within the Metropolitan Urban Service Area (MUSA). City sewer and water services are available for connection along the edges of the property. City sewer runs through an easement on the north and west sides of the property and city water runs along the private drive access south of the property. Design for the connection to the utilities and the re- moval of the existing services into the property will need to meet the requirements as set forth in the engineering memo dated February 9, 2023. Surface Water Management/Grading The site grading for the project is proposed to meet the surface water management requirements established by the State, Watershed District, and the City's Surface Water Management Plan. The applicant has proposed an underground private stormwater system that will connect to the city's storm stewer system within the private drive access south of the property. A private storm water maintenance agreement will be required to be executed for the proposed private system. Development Fees All applicable development fees have been paid at the time of original development. The Applicant will be required to work with the Metropolitan Council to determine the number of units for the Sewer Availability Charge (SAC) which will be collected with the building permit fees. Public Hearing Notices The public hearing notice for the February 27, 202,3 Planning Commission meeting was published in the Saint Paul Pioneer Press and mailed on February 15, 2023, to 14 property owners that are within 500 feet of the proposed project. Staff has not received any comments at the time of writing the report. Recommendation That the Planning Commission recommend that the City Council approve the Site Plan Review, Planned Unit Development, and Conditional Use Permit for a 5,160 square foot automobile car wash facility to be located at 8647/8649 East Point Douglas Road South subject to the following conditions: 1. The project shall be completed in accordance with the plans submitted as amended by the conditions of approval. Any significant changes to the plans, as determined by the planning staff, shall require review and approval by the Planning Commission and City Council. 2. The Planned Unit Development and Conditional Use Permit approvals shall expire one (1) year from the date of City Council approval unless a building permit has been requested or a time extension has been granted by the City Council. The City Council may extend the expiration date of such approval upon written application by the person to whom the approval was granted. Prior to the issuance of a building permit, the two lots shall be combined and a copy of the executed lot combination supplied to the City. 4. Prior to the issuance of a building permit, the Developer shall incorporate the recommen- dations, requirements, and evaluations noted in the Bolton & Menk memorandum dated February 9, 2023, and subject to modifications that are agreed to by the developer and City Engineer. All comments shall be adopted herein by reference. 5. All applicable permits (i.e.; building, electrical, grading, right of way and mechanical) and a commercial plan review packet must be completed, submitted, and approved by the City prior to the commencement of any construction activities. Detailed construction plans must be reviewed and approved by the Building Official and Fire Marshal. 6. The Applicant must receive all required building permits from the City of Cottage Grove prior to construction. 7. Prior to the issuance of a grading permit, the final grading plan shall be approved by the City Engineer. 8. Installation of landscaping shall occur in a timely fashion and be consistent with an ap- proved plan. A letter of credit in the amount of 150 percent of the landscape estimate shall be submitted to the City as required by City ordinance. The financial guarantee shall be held until all required plantings are installed. At such time of installation, the Planning De- partment shall conduct an inspection to verify compliance with the landscape plan. If the inspection is approved, 50 percent of the financial guarantee shall be released. One year from the date of initial inspection a follow-up inspection shall be conducted to verify surviv- ability. If the follow-up inspection is approved, the remainder of the financial guarantee shall be released. 9. All light poles shall be a maximum of 25 feet in height, including base, and shall be down- ward directed, with LED lamps and flush lens unless approved in writing by Planning staff. Attached security lighting shall be shoebox style, downward directed with flush lens. In addition, any entry lighting under canopies shall be recessed and use a flush lens. Shields shall also be added as directed by the City. 10. The grading and erosion control plan for the site must comply with NPDES II Permit re- quirements. Erosion control devices must be installed prior to commencement of any grad- ing activity. Erosion control must be performed in accordance with the recommended practices of the "Minnesota Construction Site Erosion and Sediment Control Planning Handbook" and the conditions stipulated in Title 9-7-1, Erosion Control During Construc- tion, of the City's Subdivision Ordinance. The Applicant shall be responsible for the costs for the City to inspect the site in relation to erosion control conformance. 11. The Applicant must provide the City with an as -built survey of all utilities and grading plan prior to issuance of the certificate of occupancy. All mechanical equipment on top of the building and on the ground shall be screened from public view. The mechanical units shall be screened as required in Title 11-3-9 of the City's Zoning Ordinance. 13. Proposed trash enclosures shall be constructed using the same materials and patterns used on the building. 14. Rubbish, waste, and recycling containers shall be stored within an appropriately sized en- closed structure compliant with City ordinance screening requirements and shall always be maintained so as not cause odors or other public nuisances. 15. The Applicant is responsible for removing debris from all adjacent public and private road- ways during their grading and construction process. The adjacent streets shall be swept clean daily or as needed. 16. All areas of the site, where practical, shall be sodded and maintained. 17. Prior to the issuance of a building permit, the Applicant shall provide a material sample of the exterior building and the materials shall be approved by planning staff. 18. Prior to the issuance of a building permit, the planning department shall review and approve a final landscaping plan. 19. Irrigation shall be provided for all landscaped areas. The irrigation system shall consist of an underground sprinkling system that is designed by a professional irrigation installer to meet the water requirements of the site's specific vegetation. The system shall be detailed on the final landscape plan. 20. Prior to the issuance of a building permit, the Applicant shall provide a snow removal and storage plan detailing how snowfalls will be accommodated on site. 21. Signage is not approved as part of this application. All signage shall meet the requirements of the sign ordinance and require a separate building permit. No signage shall be allowed on the trash enclosure. 22. An ingress and egress easement shall be maintained at all times between property owners to allow for access to the site. Some comments below pertain to final plan submittal and can be addressed at that time. C1.00: 1. List the horizontal and vertical datums used on the project. 2. Modify "Sheet Notes" note #8 to state that the City of Cottage Grove's Standard Specifications for Street and Utility Construction shall govern for all improvements within right-of-way or public easement. The turning movements on Sheet C1.09 appear to go through non -paved areas whereas the renderings seem to indicate some of this area may be stamped/colored concrete. Please adjust the site layout plan accordingly. b. If employees will park on Target property, consider a sidewalk for pedestrian use to the building. 8. Provide a sanitary cleanout every 100-If (minimum) and comply with Minnesota plumbing code. C1.08: 12. Sheet C1.02 has a note indicating the valve on the existing service line should be protected for use with the new water line. However, on this sheet a new 4" service is shown to connect in a new location. Based on the old site plan (attached to this memo), a 6" service is available for connection; consider connecting to the existing 6" service if possible. 13. A concrete hydrant access pad should be provided at each hydrant per city standard detail STR- 37. 14. Hydrant locations will be reviewed by the City's Fire Marshall. 15. The Department of Labor and Industry will review utilities on private property; please review applicable plumbing code for compliance of the stormwater system and connection to roof drains. 16. An HDPE storm service is labeled on multiple drawings within this plan set, but the record utility drawings (attached) indicate RCP pipe. Water Quality: The MIDS model was used for water quality analyses. The existing and proposed MIDS models use very similar pervious and impervious acreages (Table 1). Sheet C1.00 lists proposed impervious of 27,543 sq ft (0.63 acres) which is less than the 0.71 acres input to the proposed condition MIDS model. Please verify that the pervious and impervious acreages in the MIDS models are correct and consistent with the plans, the stormwater narrative report and the HydroCAD models. Table 1. Rational Storm Sewer Design: On -site storm sewer should be sized to a minimum 5-year rational method design. Submit design calculations for the storm sewer system and a drainage area map showing each catchment with manholes and catch basins labeled. Trunk facilities should be analyzed and designed to accommodate the 100-year ponded discharges plus 5-year rational flows from areas that enter the trunk to be carried to the next storage area downstream. a. Pipe sizes and slopes should be selected to provide a minimum open channel velocity of 3 feet per second. b. Maximum storm sewer velocities should be kept at 10 feet per second or less. c. When changing pipe sizes in structure, match crown of pipe elevations instead of inverts. d. Please show storm catch basin IDs, pipe sizes, grades, elevations, and drainage areas on the plans consistent with the rational design tables. 29.
