CALL TO ORDER Meeting called to order at 7:00 p.m. Pledge of Allegiance ROLL CALL Members Present: Ingram, Steve Dornsbach, Robert Campbell, Robert Serpico, William Griffith, Kent Members Absent: Podoll, Jeff Staff Present: Burfeind, Ryan – City Engineer Estrem, Nate – Project Engineer Redenius, Rick – Fire Chief & Deputy of Public Safety Rinzel, Greg – Deputy Director of Public Safety & Police Captain Orloff, Gary – Street Foreman Others Present: Thiede, Dave–Council member Approval of Agenda Approval of Agenda – Motion by Campbell. Open Forum None Presentations Project Development Update – Nate Estrem, Engineering Project Manager Estrem presented to the Commission the following City engineering construction updates: Road Projects Ravine Parkway 95th and Jamaica Intersection Improvements Hinton Avenue/70th Street Roundabout State highway 95 from 70th Street Roundabout Grayson Meadows – Final Street Project Commercial Developments HERO Center Public Safety Training Center Completed north parking lot Concrete complete inside and starting sheet rock Menards Expansion Large pipes that will replace the current stormwater ponding system. Ingram asked why the City is allowing the pipes to be made out of corrugated metal vs plastic. His concern was the metal would rust and fail earlier. Burfeind responded the metal is luminated corrugated pipe with a 50 year warranty similar to what was used for the Hyvee project. It is the standard material used. Estrem stated it would be the general utilities like Comcast, Xcel Energy, etc. Summers Landing 3rd Addition Addition of 75 single-family lots 1st addition completed in 2016 2nd addition competed in 2018 Summergate Properties New Business Summers Landing Third Addition – Nate Estrem, Engineering Project Manager Summer's Landing 3rd Addition is proposed to be constructed in 2019. This phase includes construction of Mississippi Dunes Boulevard to connect with the existing intersection of 90th Street South and Grenadier Avenue South. With a proposed new connection to the intersection, it is appropriate to review existing traffic control and recommend any changes deemed necessary. A condition of approval for the proposed development required the developer to submit a traffic study. The study estimated traffic volumes generated by the proposed development and analyzed nearby intersections to determine if improvements were necessary based on increased traffic. Hadley Avenue and 95th Avenue are designated as major collectors and Municipal State Aid routes. Grenadier Avenue, Mississippi Dunes Boulevard, 90th Street, 92nd Street, and 94th Street are local roadways. Existing traffic control at Hadley Avenue and 90th Street is a four-way stop condition. Traffic control at the intersections of Hadley Avenue with 92nd Street and 94th Street are two-way stop control on the local roadways (94th and 92nd Streets). The intersection of Hadley Avenue and 95th Street is currently a roundabout. The existing intersection with 90th Street and Grenadier is a one-way stop condition with a stop sign on southbound Grenadier. The existing south stub of Grenadier is currently uncontrolled. Based on the existing and proposed traffic volumes, a level of service (LOS) analysis was completed for each of the study intersections. The results of the analysis determined that the existing and proposed level of service for each intersection maintained a level A, except for Hadley Avenue/90th Street which moved to a level B. These are considered acceptable levels of service for intersection operations. Construction of Mississippi Dunes Boulevard changes the 90th Street/Grenadier Avenue intersection from a three-legged intersection to a four-legged intersection. City policy states that a four-legged intersection have a minimum two-way stop control if a four-way stop is not warranted. Based on proposed traffic volumes from the study, lack of crash history, and minimal pedestrian volumes, a four-way stop control would not meet warrants at this intersection. Existing conditions along 90th Street have the north/south legs having stop control to maintain flow from east to west. An additional stop sign placed on northbound Mississippi Dunes Boulevard at 90th Street/Grenadier would meet the requirements of the stop sign policy and maintain consistency with the 90th Street corridor. This would also provide a controlled crossing for the striped shoulder on the north side of 90th Street. Dornsbach expressed his concern regarding vehicles driving to fast on 95th to 90th street. Dornsbach added he felt there should be a stop sign installed to slow the traffic. Ingram asked if this area meets the criteria for an additional stop sign. Estrem replied based on the traffic counts this area does not warrant a stop sign. Burfeind added that engineering will continue to monitor the area as there is continued growth in the City. A motion was made by Ingram to approve the recommendation by City staff to furnish and install a stop sign on the north leg of the Mississippi Dunes Boulevard/Grenadier Avenue intersection with 90th Street. Seconded by Campbell. Hunting Ordinance - Rinzel, Greg – Deputy Director of Public Safety & Police Captain Rinzel presented the 2019 Hunting Map to the Commission and stated Cottage Grove City Code’s Hunting Ordinance was amended August 10, 2005 by the City Council. Cottage Grove ordinance 5-3-6 addresses use of firearms and archery equipment in the City of Cottage Grove. Ordinance 5-3-6 (c) 1 and 2 states that each year prior to the commencement of the hunting season, designating hunting areas will be reviewed by the Public Services Commission. There were three hunting related complaint for the 2018-2019 hunting season; however, no violations occurred. For the 2019-2020 season, the Public Safety Department has reviewed the designated areas for discharge of firearms and archery equipment and has approved the areas designated. The Planning Department also reviewed and were given the opportunity to provide comments. A recommendation to approve the 2019-20 maps designating boundaries for discharge of firearms and archery equipment for hunting was made by Ingram and seconded by Campbell. Old Business None Response to Previously Raised Commission Requests None Commission Comments and Requests Kids ID Program – Ingram Ingram discussed with the Commissioners a program he feels strongly about that helps ID Children in emergencies. Ingram is working with the Cottage Grove Fire Department and the MN Masons to bring this program to the community during the Fire Departments Open House on October 12, 2019. Families will be able to submit personal information and have a picture taken of their child. The information and picture will be burned onto a CD for them to keep and give to law enforcement in the event of an abduction. Ingram explained the program is very safe and the software does not allow for any of the children’s personal information to be stored anywhere. It is deleted as soon as the disk is created. Rinzel stated the City has had a couple high publicity cases this week and he was very proud of the PD team and how they handled each case. Adjournment – Meeting was adjourned at 7:45pm.
