HomeMy WebLinkAboutPublic Services Minutes 8-17-20 Minutes City of Cottage Grove Public Services Commission/Council Meeting August 17, 2020 Pursuant to due call and notice thereof, a Cottage Grove Public Services Commission Meeting was held on August 17, 2020. CALL TO ORDER Meeting called to order at 7:05 p.m. Pledge of Allegiance ROLL CALL Members Present: Ingram, Steve Campbell, Robert Dornsbach, Robert Serpico, William Griffith, Kent Podoll, Jeff Kath, Ron Members Absent: None Staff Present: Burfeind, Ryan – City Engineer Redenius, Rick – Fire Chief & Deputy of Public Safety Rinzel, Greg – Deputy Director of Public Safety & Police Captain Orloff, Gary – Street Foreman Others Present: Mills, LaRay – Council member Approval of Agenda Approval of Agenda – Motion by Campbell. Approval of Minutes None Open Forum None Presentations 80th Street Crossing – Burfeind presented the plan for a new crossing at 80th street Pedestrian accidents looking to the left and not paying attention to pedestrians 9700 vehicles per day on this road 45% of crashes are distracted driving Rectangular flashing beacon – engineering came up tp Cost 100,000 Presented two trail locations for crossing Not part of the capital improvement plan currently Ingram – what was the cost of the 80th street box culvert trail ½ million dollars Could we extend and enlarge the pipe to add a cattle path. Our plan is to trap the water during the major rain events it would cause issues downstream In Brooklyn park they had this and 2 kids were killed so they installed an overhead pass. More in favor of a crossing over the top. Do we wait for someone to be killed or are we proactive. Why cant some of the funds come from parks and recreation Historically this has come for the street department. We could look for a metcouncile Kath – When they put the traffic control up it really helped on 90th. Agrees this expense should be shared with Parks. 90th and Keats is a disaster. Leverage the school district. Burfeind – No incidents yet. That is why we were not looking at overhead Serpico questioned why we were looking for the upper bar for the sign Griffith – how far away from the fire department Burfeind – 600 or 700 feet. Ingram – what is the police view Rinael – flashing lights are really effective No one will use an overhead. They will skip right across. Not up and over. Flashing yellow is effective Ingram – do they flash red to stop the traffic Burfeind – they only flash yellow Ingram – How are they activated B – push button Serpico – used the one on Hinton and everyone stopped right wen he hit the button. B – Take it back to PW and verify the cost. Bring it back to the commission at a later date. Hunting May Rinzel presented the Hunting map to the Commission. Once you are in the water you are not hunting in our jurisdiction. Zero hunting complaints Majority of the calls are related to hunting on the river. Being very mindful of the taxes. Trying to balance the new equipment purchases. Final vote. Staff at CG are pretty amazing. Throughout the pandemic. Excellent leadership. Gwen heads the charge and we have a great team. Commission Comments Fire New Personnel – POC 2 FF/EMT’s starting soon, already trained 4 FF/EMT’s starting class soon 2 FF/EMT’s completed their FTO and are now regular responders 2 FF/Paramedics in FTO right now POC staff changing positions 1 FF/Paramedic waiting to start FTO 3-4 FF’s in paramedic school now Calls for service - May and June 2019 EMS – 259 – May 280 - June Fire/Rescue – 26 – May 17 – June Several mutual aid assists for structure fires in our surrounding cities Engine 2 is for sale on the Brindlee Mountain Fire Apparatus web site. New Ariel truck is set for delivery in March of 2020. Our building inspection group is coming together, Image Trend for inspections is being built up. Public Works Streets Paving – old cottage grove and pine glen – seal coating New faces in the streets department 5 new staff Foreman and lead announced Stormwater – 2 new people from streets Utilities Well 7 and 8 both running Treatment plants are in operations Should have a final plan from the state in December. 1 year late Ability to treat 4 wells currently Pilot study we use carbon filters currently – using ion exchange (not approved yet) got a grant to test this at our well. In partnership with Jon Hopkins and fully paid for by the state. Adam Moshier took on Facilities and Fleet New mechanic Engineering 80th street project finishing in Oct – Did not finish the final area (cnty rd 19) because the county wants to put in a round about W Pt Douglas – used an oil injected stable base on this stretch of road Granada and River Acres – 10 million in grant funding to hook up homes for PFAB. Some communities only brought the main to the homes. We directionally drilled to the homes and into the homes. All 160 no problems. Used plastic. Copper to the curb stop Serpico – they work 6am to 9pm every night. Burfeind rain has created a challenge for the contractors. Serpico was really happy Staying busy with the developments. 400 or 500 new homes Dornsbach – unhappy with traffc Hamlet Park new ballfields and next year we will have new parking lot Fleet Police – Civil unrest – 1 man in the boundary waters and iowa came back for all call Were proactive with the social media when they said the looting would be here Big show of force as people came into our community. There were over 250 vehicles from out of town that went through our town. Jersey barriered areas. Enlisted PW and Fire Swatt Mobile field force. The most showing of support in 26 years. Now wer are in a new normal with the pandemic. Mobile field force that are trainined specifically on civil disturbanses. In hugo on Saturday and Stillwater. Seeing an increase in people carrying large weapons. Team is ensured with the task to keep county safe. 2 drones have been fitted with a map overlay to give real time information. Missing people. Stolen vehicles. Big asset. 8 pilots. Use them all over Washington county. Applied for a grant to add a 44th officer. Hired 3 CSO’s. Finished a reserve academy with 5 new officers. Will be hiring a couple new positions. Call volume has been steady. Back to a new norm since covid. Snap shot Ingram – drones have we thought ahead of them being attached by eagles Rinzel – They are not as expensive as people think. Thermal is around $3000 Ingram – are the drones launched from City Hall Rinzel – They have a 4 mile flight radius. We can dispatch anywhere and go over the entire city. There is a button that you hit and it flys back home and lands. Helps with stolen vehicles. Capbell – DO personal Drones need to be registered Rinzel – Only Commercial Hero Center is up and running. All bookings are done online. Fire has started training. Washington County and oakdale and 2 new federal contracts and custom enforcement. Currently in negotiations with a school to offer skills. 4 years ahead of projections. Community education is over $30,000 in revenue. Kath - can you get your conceal and carry at the Hero Center.
