HomeMy WebLinkAboutPublic Services Minutes 8-20-18 Minutes City of Cottage Grove Public Services Commission/Council Meeting August 20, 2018 Pursuant to due call and notice thereof, a Cottage Grove Public Services Commission Meeting was held on August 20, 2018. CALL TO ORDER Meeting called to order at 7:00 p.m. Pledge of Allegiance ROLL CALL Members Present: Campbell, Robert Ingram, Steve Podoll, Jeff Rediske, Lise Serpico, William Members Absent: Griffith, Kent Dornsbach, Robert Staloch, Peter Staff Present: Rinzel, Greg - Captain Taylor, Harry – Public Works Supervisor Redenius, Rick – Fire Chief Orloff, Gary – Street Foreman Others Present: Johnson, Wayne – Council Member Approval of Agenda Motion passes Approval of Minutes Motion passed Open Forum None Presentations None New Business Hunting Map Review Rinzel presented an overview of the Firearm Hunting and Archery regulations for the 2018-19 hunting season. Each year the Public Safety Department brings the ordinance to the Public Service and the Planning Commissions for input and a recommendation before presenting it to Council. For the 2018-19 season, the Public Safety Department has reviewed the designated areas for discharge of firearms and archery equipment and has approved the areas designated. Rinzel showed the Commissioners a map of the designated hunting area and pointed out areas previously allowed to hunt that have been removed because of development. A motion was made by Ingram to approve the 2018-19 Hunting Map as presented and seconded by Serpico. Snowmobile Trail Update Captain Rinzel updated the Commission regarding the previously raised concerns by residents at the March 19, 2018 Public Service Commission meeting regarding Snowmobile Ordinances and Regulations specifically on 70th street. Currently the 70th street walking path is not maintained by Washington County in the winter and the path is used as a snowmobile trail. Captain Rinzel stated that Public Safety would like to see residents use a trail along 70th street in the winter and not be forced to walk on the street. Captain Rinzel has met with the snowmobile club and they share the same concern. The snowmobile club has agreed to re-route their snowmobile trail to provide safer conditions for the pedestrians. Washington County has made it clear they have no intention of maintaining the path along 70th in the winter. If the path is to be open the maintenance responsibilities will fall on the City. Captain Rinzel stated the second area of concern has been at 100th and Ideal Ave. This area is heavily used by snowmobilers but has a portion of privately owned land where snowmobiling is prohibited. Captain Rinzel stated Leafline is negotiating the property sale to Renewal by Anderson. The snowmobile club is hoping to approach Renewal by Anderson after this sale and request permission to ride on a portion of this property. If they are not given permission snowmobiling will be very limited in this area because of an ordinance that states you cannot ride your snowmobile on the right-of-way. Ingram asked if the Commission could expect to see the 70th street path plowed this upcoming season. Rinzel replied the snowmobile club is moving their trail, staff will work on signage and enforcing the changes. Began ordering early to prepare and not have to switch equipment over to a different style of vehicle. Officer Swanson is done with training Fire June 18, 2018 – August 17, 2018 EMS – 532 Fire Rescue – 53 Currently the Fire Department is at full strength in the full-time ranks. One firefighter is on a military leave through the summer of 2019 and another just became a father and is taking time to spend with family. Management is expecting the Fire Department will have several staff resigning from the department. This is due to career and/or family commitments. Steve Porrez resigned in June with 9 months Joe Ahlstrom resigned in June with 1 year Christine Bastolich resigned on 8/19/18 with 14.8 years Mike Gabrielli is resigning effective 8/28/18 with 9.3 years Sam Perry is resigning on 8/31/18 with 1 year This puts us at 14 total FT staff and 41 PT staff. Public Works Streets Patching – 3500 tons of asphalt Sealcoating Striping – St. Paul Park and Newport Ash trees - treated 750 Storm ponds - cleaned Utilities Foaming Tree Roots Sewer Cleaning Well 12 punch list Street Light Repairs Water Meter Repairs Fleet Dot Vehicles Preparing trucks and plows for the winter months Council Comments Councilmember Johnson updated the Commission regarding past Council agenda items which included: Budget – Councilmember Johnson stated the budget process went smoothly with a 3%b levy increase. Most homeowners will not see an increase in their taxes. Public Works/Parks Need Study – Public Works and Parks Departments are growing out of their space. A needs study has begun to see what is needed in anticipation of future growth in Cottage Grove. Planet Fitness – Conditional Use Permit McDonalds – Construction has begun Commission Comments Adjournment – Meeting was adjourned at 7:45pm
