Public Services Commission/Council Meeting
September 17, 2018
Pursuant to due call and notice thereof, a Cottage Grove Public Services Commission Meeting was held on September 17, 2018.

Engineering Project Update
Burfeind updated the Commission regarding current engineering projects in Cottage Grove. Burfeind started the presentation by showing the Commissioners two graphs that reflected the
increase in public projects and residential development over the past 13 years. Next, Burfeind discussed current road projects that included:
Ravine Parkway – This project started in late June. Currently they are working on adding turn lanes, utilities and working with the DNR regarding easements. This is a two year project.
Hadley Avenue Reconstruction – This project started in May. One of the highlights of this project was the removal of a dangerous hill that existed on the road.
Burfeind discussed the new developments in Cottage Grove that included:
Summers Landing 2nd addition - This addition has 91 lots and is part of the Summergate development. Burfeind presented 3 examples of the homes being built by Capstone Homes in this
development.
Eastbrooke – The first addition has a proposed 50 lots and the 2nd addition 74 lots. This development is by Bancorp Group/Gonyea Homes.
Kingston Fields – The first addition has a proposed 87 lots and the 2nd addition has an additional 34 lots. This development is by DR Horton
Calarosa 2nd Addition – This addition has a proposed 49 lots. Johnson asked about the diesel contamination that was found in the soil testing. Burfeind replied it was being remedied.
Johnson asked what the working hours that are allowed per the noise ordinance in the area. Burfeind replied he believed it was 9am to 7pm Monday thru Saturday. No working on Sunday.
Johnson questioned if that no working on Sunday meant only “no pounding nails kind of noise” on Sunday. Burfeind replied work would be allowed within reason on Sunday. No large vehicles
and/or heavy noise is allowed.
Hamlet Heights – This addition has a proposed 24 lots. This development is by Eternity Homes. Johnson asked if the developer had been blasting in this area. Burfeind stated they were
using a hydro hammer.
Mississippi Dunes 5th Addition – This addition has a proposed 44 lots by Donnay Homes. Redenius asked what the size of the waterline was that was installed in the development. Burfeind
stated it was an 18” waterline for fire.
Stoneybrook Villas – This development has a proposed 38 twin home lots for 2019 by Mark Elliot Homes.
Burfeind discussed Commercial Development in Cottage Grove which includes:
North Star Sheets – 161,100 square foot facility
Norris Square – Work continues on the Memory Care facility
TJ Maxx/HomeGoods – The renovation project is moving towards internal merchandising during the month of September. Opening in November.
Planet Fitness – The interior tenant improvement plan was submitted and is in the process of being reviewed. Exterior permit has been issued. The fitness facility will be 18,025 square
feet.
Muddy Cow – The building permit for the former Ruby Tuesday site has been submitted. Interior demolition work has been approved.
Modern Automotive Performance – Underground plumbing is complete. Contractor is currently working on exterior walls and roof system.
McDonalds – Construction started on August 13, beginning with the demolition of the building. August 27, new water connections began on East Pt Douglas and the footings were poured.
Ingram asked what size fire line was installed across East Pt Douglas and what the service would be. Burfeind stated a 6” across East Pt Douglas and a 1 ½” service at the building.
Park Place Storage – Project is underway with underground utilities and concrete complete. Two buildings under construction, with a total of five buildings in the future. Johnson asked
if the building will be habitable. Burfeind answered no because of the lack of a restroom. Johnson asked if the owners will be able to receive mail. Burfeind stated each unit will
have an individual address.
Triple Angels – Is a nursing home and assisted living facility
Campbell asked about the possibility of development at the Old Majestic site. Burfeind stated a housing developer is looking at the location and as a City we can try to get grants to
demolish the existing building. Serpico asked what the size of the lots will be in the Wildflower development. Burfeind responded the area is guided for larger lots but has a PFC
issue so there must be City water brought to the site before development can begin. Serpico asked what the weight restrictions are on Hadley. Burfeind stated the road is designed
to hold 10 tons and has a 6” pavement section. It does have a special weight restriction and the City has a difficult time enforcing this restriction. The police issue warnings to
the contractors that drive through the neighborhood and try to redirect them. They also parked the informational trailer on the road for two weeks guiding them the correct way to drive.
Code enforcement sent mailings to the developers asking them to share the preferred route to drive with their subcontractors. If a ticket were issued the fine would be $2000.

The Fire Department received the new battery powered extrication equipment. They will be meeting with members of 3M and thanking them for their $10,000 grant to help offset the purchase
of the equipment.
Two weeks ago the truck committee met for a demonstration of two different ladder trucks. The group is making their pro/cons list and will provide them to District Chief Beasley who
is heading up that committee. Then a final recommendation will brought forward to Rick Redenius.
There will be up to 6 interviews for POC staff in the next few weeks.
Completed hose testing and roughly 30 lengths of hose did not pass. This is okay at this time as they have a supply of the hose size which did not pass.
Mutual Aid to Hastings FD in Denmark Township this morning. 6 departments needed for water supply.

Ingram asked what the Fire Department does with the failed hoses. Redenious replied that in the past they have given them to the Public Works Department because they do not use the
pressure amounts the Fire Department needs to fight fires. Ingram suggested selling the hoses to private utility contractors.

Council Comments
Councilmember Johnson updated the Commission regarding past Council agenda items which included:
Budget – Councilmember Johnson stated the budget process went smoothly with a 3% levy increase. Most homeowners will not see an increase in their taxes.
Public Works/Parks Need Study – Public Works and Parks Departments are growing out of their space. A needs study has begun to see what is needed in anticipation of future growth in
Cottage Grove.
