HomeMy WebLinkAboutPublic Services Minutes 4-17-17 Minutes City of Cottage Grove Public Services Commission Meeting April 17, 2017 Pursuant to due call and notice thereof, a Cottage Grove Public Services Commission Meeting was held on April 17, 2017. CALL TO ORDER Meeting called to order at 7:00 p.m. ROLL CALL Members Present: Campbell, Robert Griffith, Kent Ingram, Steve Lewis, Jody Podoll, Jeff Rediske, Lise Staloch, Peter Members Absent: Dornsbach, Robert Serpico, William Staff Present: Koerner, Pete - Police Captain Redenius, Rick – Fire Chief Burshten, Les – Public Works Director Taylor, Harry – Public Works Supervisor Burfeind, Ryan – Assistant City Engineer Orloff, Gary – Streets Foreman Others Present: Wayne Johnson, Councilmember Approval of Agenda Agenda – Recommendation to approve Agenda by Ingram and seconded by Staloch. Approval of Minutes Recommendation to approve March 20, 2017 meeting minutes by Ingram and seconded by Staloch with correction to page 3 HIPAA reference. Open Forum None Presentations 2017 Road Construction – Ryan Burfeind Burfeind presented an overview of the 2017 Cottage Grove Road Construction projects to the Commission. Projects included: County Road 19 & E. Pt. Douglas – Washington County project County Highway 22 (70th Street) – Washington County project 65th Street and Geneva Ave East Pt. Douglas and 80th Street Intersection Improvements Hadley Ave. and 95th St. phase 2 Highway 95/Manning Ave – State project 2017 Pavement Management Podoll expressed concern regarding the steep grade on 70th and the safety issues it causes. Burfeind responded that the County Highway 22 project is not a full rehab project so those changes will not be made at this time. Rediske requested the Police Department increase their presence in the Timber Ridge area during the project to deter speeding in the area. Burfeind responded that in the past Engineering has used temporary speed bumps that helped cut down on speeding offenses. Engineering will check if the speed bumps can be used in this situation. Roundabout Maintenance – Ryan Burfeind Burfeind stated on April 5, 2017 a maintenance agreement was approved between the City and Washington County regarding future maintenance of the roundabout at 65th and Goodview Ave. Burfeind added as part of the approval a request was made for a review of maintenance related impacts and the future costs associated with roundabouts. Typical maintenance activities included: Startup/shutdown of the irrigation system. Monthly weeding of landscaping beds. Annual re-mulching of landscape beds. Weekly mowing of the grass buffer area in the center island. Annual fertilizer application. Sealing of the decorative concrete once every three years. The goal is to provide features that are aesthetically pleasing but reduce maintenance. Priority items that would help with that include: Minimize amount of work required in the center island, due to access challenges. If landscaping of a median is to be completed, ensure there is sufficient room for a work area adjacent to medians while still providing a lane of traffic. Allow maintenance staff to provide additional input in the planting design. Incorporate additional decorative concrete/brick paver areas given the reduced amount of maintenance that is required when compared to landscape beds. Additional concerns include lane closures and detours which can cost in the range of $3,000 to $4,000 per day. Roundabouts include smaller amounts of pavement compared to 4-way stops. This creates challenges when working with pavement management, catch basins, and curb and gutter repairs. Burfeind stated with changes to landscaping practices and construction of concrete roundabouts, major reductions have been made to the future maintenance costs that would be above what is required for a traditional intersection. Ingram asked who is responsible for the snow maintenance on the Jamaica roundabout. Burshten replied the City and MNDOT work together to keep the roundabout clear of snow. Ingram expressed his concern with the missing sidewalk in front of the dog daycare on W. Pt. Douglas. Burshten stated the sidewalk will be completed when the appropriate funding becomes available. Old Business None Response to Previously Raised Commission Requests None Commission Comments and Requests None Staff Reports and Educational Material Public Works – Taylor updated the Commission on tasks being completed by the Public Works Department which included: Patching Streets and Trails Sweeping Road Restrictions Sign Removal Holding ponds clearing/cleaning Traffic Counts Shouldering work Flushing Streetlight Outages Meter Reading and Repairs Well 4 back in service Spring Cleanup May 6th, 2017 Preparing for a busy construction year Servicing Ambulances Removed Wings from trucks Finishes maintenance on Sweepers Working on Mowers Servicing paving equipment Servicing small motor equipment Interviewing for the new Forestry position Campbell requested the trees around the pond on Hyde Ave be cut down. Burshten clarified the trees Campbell was referring to were not planted but have grown up on their own around the pond. Burshten will have the street department look at the situation. Podoll asked if the new Oltman Jr High will have City Water. Taylor responded yes. Staloch requested an update on the Woodridge Beaver. Burshten assured them it has been trapped and safely relocated. Police – Koerner briefed the Commission regarding tasks completed in March which included an April 19th draft policy for Body Cameras. Koerner invited the Commission to email any comments to police@cottage-grove.org. Johnson asked if the City Police Department was participating in the Stop Texts Stop Wrecks campaign. Koerner replied the City participates in the Safe and Sober program but he had not heard of any initiatives in Cottage Grove regarding the Stop Texts Stop Wrecks. Koerner added the Police Department would be interested in any program that discourages texting and driving. Fire – Redenius updated the Commission on some of the activities the Fire Department has been working on which included: 206 EMS Calls 25 Fire Calls City Council approved the bids for the building of the new Central Fire Station Completed move to the BEC building until new station is complete. Training in old station 2 begins April 15, 2017 Hiring a few part-time staff and an ad has been placed on the department Facebook page. Council Comments Lewis is appointed the Public Services Commission Chair HERO Center pre-design awarded to RJM Innovation Road will be renamed Keats Ave Water and Sewer Rate Study Commission Comments Adjournment – Motion to adjourn by Rediske at 8:12pm and seconded by Staloch
