RE: Historical Context Study
Background
A Cultural Resource Management Plan (CRMP) provides a long-term comprehensive strategy for
managing the city's cultural resources. The plan addresses the general management, preservation,
public use, and interpretation of cultural resources and presents long-term comprehensive strategy
and priorities. The City of Cottage Grove completed a Cultural Resource Management Plan
(CRMP) in 1986 and then sequentially revised it in 1994. The CRMP does an excellent job docu-
menting the history and cultural resources of the community from the 1850s through the 1920s.
Discussion
What is missing is historical context on suburban expansion era (1945-1990) of the community.
City staff, in coordination with New History, are proposing completing a historical context study
for this era. A historic context study contains information about historic properties grouped by an
important theme in the history of a community during a particular period of time. The study links
historic properties and/or cultural resources to important historic trends to provide a framework
for determining the significance of a property or site and its eligibility for Local or National
Register listing.
Recommendation
Staff is looking for a vote of support for the proposed historical context study of Cottage Grove from
1945 to 1990. If the ACHP supports the proposal staff will apply for a Minnesota Historical and
Cultural Heritage Grant to fund the project.
