Discussion
Below is the process approved by the City Council on October 4, 2023 for the Councilmember
selection process on November 15, 2023. Applicants were asked to give a 3 minute or less
presentation expressing their interest and qualifications for the City Council Open
Seat. Applicants were given the option to pre-record a video with SWCTC on Thursday,
November 9th at 5 PM or present live to the City Council on November 15, 2023 at a 6 PM
Special Council meeting. Applicants that chose to pre-record their videos were given one take
and taping was stopped at 3 minutes. These applicants will not be given an additional three
minutes to present to the Council live. Pre-recorded videos will be played at the November
15, 2023 Special Council Meeting.
After each candidate is heard, the selection process will begin:
Round 1- The Mayor will call for the first paper ballot.
• Each Council Member will select up to three (3) candidates by paper ballot.
• The City Clerk will read aloud each Council member's choice, identifying the Council
Member and his/her choices.
• Candidates receiving one or more votes will advance to Round 2.
• The City Clerk will announce the names of the people advancing to Round 2.
Round 2 - The Mayor will call for the second paper ballot.
• Each Council Member will select up to two (2) candidates by paper ballot.
• The City Clerk will read aloud each Council member's choice, identifying the Council
Member and his/her choices.
• Candidates receiving two (2) or more votes will advance to Round 3.
• The City Clerk will announce the names of the people advancing to Round 3.

• Each Council Member will select one (1) candidate by paper ballot.
• The City Clerk will read aloud each Council member's choice, identifying the Council

At the December 6, 2023 regular meeting, the Mayor and Council will ratify the selection and
the newly appointed Council Member will be sworn into office and take his/her seat at that
meeting.

Letter of Intent to run for Cottage Grove City Council
My name is Terry DuBry Sr and I am an electrical maintenance supervisor at Xcel energy. I have lived and
worked in and around Cottage Grove, MN for 10 years. I plan to run for Cottage Grove City Council in
the 2023 special election. I moved to Cottage Grove from Las Vegas, NV in 2013, where I was a
journeyman electrician for 20 years. I attended University of Tennessee Knoxville College where I
received an electrical instruction diploma. Since then, I have pursued a career in commercial nuclear
power and am currently employed at Prairie Island Nuclear Generating Plant in Welch, MN. I have been
a property owner in Cottage Grove since I bought my home here in 2015. My wife is a resident of
Cottage Grove, and is an human resource specialist at . I am the proud father of 4
wonderful adult children. My family has lived and worked in and around Cottage Grove for 10 years and
there is no place I’d rather call home. I have a vested interest in the Cottage Grove community, I have
had a passion for a long time to take part in local government but with young children, I waited until the
opportunity was right in order to put my best effort into taking part in local government. I feel that at
this point in my life I have the knowledge and time to devote to this important position. Due to the
various ways in which I am already involved within the community, such as connecting with and
maintaining positive relationships with residents, local businesses, facilities and institutions, being
involved with my children’s education, and keeping up to date with local issues including the economy
and decisions made by the current city council, I feel that the next natural step is for me to become
actively involved in local politics. If I should get elected to city council, I will focus on community safety,
developing opportunities for new businesses and support for our existing community businesses. I will
promote responsible fiscal decision making, support our local schools, and work toward offering more
opportunities for youth recreational programs that promote important values such as tolerance and
respect in an ever evolving diverse community. I will work to ensure that local government has positive
effects on our quality of life and not be intrusive to the residents. I would like to see an improvement in
the condition of city streets to keep our city looking clean and beautiful. I would ensure that all residents
have a voice and make decisions that are in the best interest of the city and its residents. I am also very
devoted to long-term planning since I plan on living in this community for the rest of my days and
hopefully, even watch my grandchildren grow up here.

11.What has the City Council done well and not so well over the past 5 years?
Cottage Grove has done well in many things around this city. The two I would like to
point out is the walking trail upkeep and parks. This is very important to me because I
have kids and I enjoy this with them. I don' t have to drive to a different city and
knowing they are safe for them as well. I also like to say the roads are good and well
kept up. the repaving program is a nice touch to this city.

qualifications that you believe would help you to be an effective Council Member for the City.
I am the kind of person that wants to bring in the best for the city I live in. I don't make quick decision based on low to no information. I like to research to ensure the right calls
are happening. I went to school for criminal justice. I am a people person and enjoy
listening to other with good ideas. If appointed I would like to keep running for the
position till I can't anymore. I might work for 3M and I have to professionalism to
separate the two positions.

of local businesses, we've been able to offer these cherished movie nights to our community
completely free of charge. It's heartwarming to see how this initiative has brought our
community together, offering enjoyable movie nights under the stars. I'm eagerly anticipating the
continued success and growth of this event, with many more enjoyable evenings to come.
I am an active participant in the 'Women in Business' group right here in Cottage Grove. This
platform allows me to connect with and support fellow motivated individuals and professionals,
fostering a robust network that empowers women to achieve their aspirations.
As a proud parent of the Strawberry Fest Ambassador, I'm actively involved in supporting my
child's role. I dedicate my time to participate in numerous ambassador events, ensuring their

Being a realtor in our community has afforded me valuable insights into the remarkable growth
Cottage Grove has experienced and the evolving needs of our city. This, in turn, has fueled my

Through my involvement in various community initiatives, I've had the privilege of engaging with
our residents and gaining a deeper understanding of their perspectives. Organizing events such
as outdoor movie nights in the park has allowed me to connect with numerous local families,
strengthening my ties to our vibrant community.
My professional role in quality management at Abbott has equipped me with indispensable skills
for critical thinking and informed decision-making. These competencies are an asset as I strive

5. Is there anything that could routinely interfere with your ability to attend two regular
City Council meetings per month plus special workshops and study sessions? Council
regular meetings are held on the first and third Wednesday of each month at 7:00 PM.

Our community is experiencing rapid growth, and we are putting in substantial effort to ensure
that our infrastructure can accommodate this expansion. Currently, our schools are operating at
full capacity, and the demand for expansion is pressing.

The groundbreaking of the Low Zone Water Treatment Plant represents a significant
achievement for our city, one that the dedicated efforts of our city council made possible.

My desire to serve on the city council stems from my profound passion for our city and my
commitment to fostering an inclusive and welcoming environment for all residents to relish. This

extensive contributions to both my local community and the real estate community, a testament

I am a math teacher at Oltman Middle School in Cottage Grove. I've been teaching in South Washington County School District 833 since 1994.

Member, Fraternal Organization, etc.
For the past 30 years, I have been a member of the teachers union, Education Minnesota (EM). I am also a member of the Minnesota Council of Teachers of Mathematics (MCTM) and the MN Middle School Association (MMSA). As an educator, I have served on a variety of commitees. These committees include SIP (school improvement team), SAS (school achievement), DATL (data), and the site team.
3.What community groups or activities have you been involved with? Please include dates
and capacity.
My children played sports (soccer, baseball, hockey, lacrosse) in Cottage Grove while growing up. I did not serve on the board for any of these sports, but did volunteer at a lot of sporting activities throughout the years. An example would be that every year for hockey, we provide security at Strawberry Fest. My family also loves to participate in the annual "Hale to the Bird" SK at Hamlet Park to benefit the local food shelf.
4.What experience in your background would contribute positively to this position?
I'm a lifelong Cottage Grove resident, so all of my experiences in this community willcontribute positively to this position. I have chosen to stay in Cottage Grove after growingup here, to work here, and to raise my family here.
5.Is there anything that could routinely interfere with your ability to attend two regular City
Council meetings per month plus special workshops and study sessions? Council regular
meetings are held on the first and third Wednesday of each month at 7:00 PM.No, I cannot think of anything that would interfere.

No, not for public office. I have only run for site team positions at work.
7.Explain in detail why you are interested in this position,
This position interests me because I love living in Cottage Grove and would like to be a voice in its future endeavors. Our city is growing and changing and I see so many positives . I want to help our city continue to grow and help our citizens develop more pride m our community.
8.Explain why the City Council should consider appointing you to the position above other
candidates.
There are not any women on the City Council, so I believe that you are missing something. As a lifelong Cottage Grove resident, wife, mother, and educator, I think that I can provide a valuable voice to the Council.
9.What are some of the major issues facing the City today? Highlight issues and your position.
The biggest issue to me is the safety of our community. We have beautiful parks and walking trails. Some of the parks though, including the beautiful inclusive playground , are not as safe as I would like them to be. Our families should feel safe and welcome to use all of our parks.
10.If appointed to the vacancy. what major goals or projects would you like to see addressed
during the several month term of office?
This is a one year vacancy, so I would not head into it expecting to complete any major projects. I would treat it as a learning experience to determine if this is something that would interest me long-term and share my voice on all of the projects the city is working on.
11.What has the City Council done well and not so well over the past 5 years?The City Council has done an amazing job making our city a great place for all ages. We have expanded the senior housing market, added single family homes, townhomes, and now 3 new apartment buildings. Many of our parks and playgrounds have been remodeled and are providing outdoor fun, as well as the maintenance of our walking trails. The updates to the Ravine Park are beautiful as well. The new fields at Hamlet and the new park off of Keats are a great addition to our athletic fields.

I'm interested in gaining a deeper understanding of the rationale behind the city's decision

Having worked in both the non-profit sector and the public sector, I've had the chance to
interact with a wide range of stakeholders, including residents, community leaders,
construction contractors, and other members of the community. These interactions have
involved individuals seeking safety, as well as those who are fortunate and eager to give
back to the community.
9.What are some of the major issues facing the City today? Highlight issues and your position.
Our community is steadily growing, but there seems to be a lack of affordable housing,
which is an issue. The city is in need of venues that are both recreational and
entertainment focused to promote community vibrancy. While there are numerous places to
dine in or take out, there is a limited range of choices available. These items align with the
City Council's strategic goals and should be further explored and advanced.
10.If appointed to the vacancy. what major goals or projects would you like to see addressed
during the several month term of office?
Evaluating the community's residents and their level of connectedness, access to basic
necessities, and overall economic well-being is essential to gain an accurate understanding
of the community's status and needs. These metrics can serve as valuable insights for
informing future City projects.
11.What has the City Council done well and not so well over the past 5 years?
The City has effectively addressed social and civil unrest during the pandemic,
demonstrating a strong response. They have also successfully improved traffic flow by
redesigning the main roadways.
Improved communication methods with constituents are necessary, with a reduced reliance
on social media as the primary contact point. Ensuring accessibility is important for
community connectedness.
The relocation of the Ravine Park entrance has made the park more accessible.
Moving public safety to Ravine Parkway has also seemed to lower response times.
When appropriate, City Council, as well as other City departments should have a presence
at community events that serve as touch points and offer opportunities for community
engagement and interaction.
