Umbreit (Combined and Redacted) 1 TO: Honorable Mayor and City Council Jennifer Levitt, City Administrator FROM: Tammy Anderson DATE: November 15, 2023 RE: City Council Vacant Seat Appointment Discussion Below is the process approved by the City Council on October 4, 2023 for the Councilmember selection process on November 15, 2023. Applicants were asked to give a 3 minute or less presentation expressing their interest and qualifications for the City Council Open Seat. Applicants were given the option to pre-record a video with SWCTC on Thursday, November 9th at 5 PM or present live to the City Council on November 15, 2023 at a 6 PM Special Council meeting. Applicants that chose to pre-record their videos were given one take and taping was stopped at 3 minutes. These applicants will not be given an additional three minutes to present to the Council live. Pre-recorded videos will be played at the November 15, 2023 Special Council Meeting. After each candidate is heard, the selection process will begin: Round 1- The Mayor will call for the first paper ballot. • Each Council Member will select up to three (3) candidates by paper ballot. • The City Clerk will read aloud each Council member's choice, identifying the Council Member and his/her choices. • Candidates receiving one or more votes will advance to Round 2. • The City Clerk will announce the names of the people advancing to Round 2. Round 2 - The Mayor will call for the second paper ballot. • Each Council Member will select up to two (2) candidates by paper ballot. • The City Clerk will read aloud each Council member's choice, identifying the Council Member and his/her choices. • Candidates receiving two (2) or more votes will advance to Round 3. • The City Clerk will announce the names of the people advancing to Round 3. 2 Round 3 - The Mayor will call for the third paper ballot • Each Council Member will select one (1) candidate by paper ballot. • The City Clerk will read aloud each Council member's choice, identifying the Council Member and his/her choices. • Any candidate receiving three (3) or more votes will be considered for appointment. At the December 6, 2023 regular meeting, the Mayor and Council will ratify the selection and the newly appointed Council Member will be sworn into office and take his/her seat at that meeting. Umbreit (Combined and Redacted) October 12, 2023 Letter of Intent to run for Cottage Grove City Council My name is Terry DuBry Sr and I am an electrical maintenance supervisor at Xcel energy. I have lived and worked in and around Cottage Grove, MN for 10 years. I plan to run for Cottage Grove City Council in the 2023 special election. I moved to Cottage Grove from Las Vegas, NV in 2013, where I was a journeyman electrician for 20 years. I attended University of Tennessee Knoxville College where I received an electrical instruction diploma. Since then, I have pursued a career in commercial nuclear power and am currently employed at Prairie Island Nuclear Generating Plant in Welch, MN. I have been a property owner in Cottage Grove since I bought my home here in 2015. My wife is a resident of Cottage Grove, and is an human resource specialist at . I am the proud father of 4 wonderful adult children. My family has lived and worked in and around Cottage Grove for 10 years and there is no place I’d rather call home. I have a vested interest in the Cottage Grove community, I have had a passion for a long time to take part in local government but with young children, I waited until the opportunity was right in order to put my best effort into taking part in local government. I feel that at this point in my life I have the knowledge and time to devote to this important position. Due to the various ways in which I am already involved within the community, such as connecting with and maintaining positive relationships with residents, local businesses, facilities and institutions, being involved with my children’s education, and keeping up to date with local issues including the economy and decisions made by the current city council, I feel that the next natural step is for me to become actively involved in local politics. If I should get elected to city council, I will focus on community safety, developing opportunities for new businesses and support for our existing community businesses. I will promote responsible fiscal decision making, support our local schools, and work toward offering more opportunities for youth recreational programs that promote important values such as tolerance and respect in an ever evolving diverse community. I will work to ensure that local government has positive effects on our quality of life and not be intrusive to the residents. I would like to see an improvement in the condition of city streets to keep our city looking clean and beautiful. I would ensure that all residents have a voice and make decisions that are in the best interest of the city and its residents. I am also very devoted to long-term planning since I plan on living in this community for the rest of my days and hopefully, even watch my grandchildren grow up here. Cottage Grove has done well in many things around this city. The two I would like to point out is the walking trail upkeep and parks. This is very important to me because I have kids and I enjoy this with them. I don' t have to drive to a different city and knowing they are safe for them as well. I also like to say the roads are good and well kept up. the repaving program is a nice touch to this city. 12.Please feel free to tell us anything else about yourself, your education. experiences or other qualifications that you believe would help you to be an effective Council Member for the City. I am the kind of person that wants to bring in the best for the city I live in. I don't make quick decision based on low to no information. I like to research to ensure the right calls are happening. I went to school for criminal justice. I am a people person and enjoy listening to other with good ideas. If appointed I would like to keep running for the position till I can't anymore. I might work for 3M and I have to professionalism to separate the two positions. The City has effectively addressed social and civil unrest during the pandemic, demonstrating a strong response. They have also successfully improved traffic flow by redesigning the main roadways. The relocation of the Ravine Park entrance has made the park more accessible. Moving public safety to Ravine Parkway has also seemed to lower response times.
