RE: Rachel Development proposal
I write in strong opposition to Rachel Development's proposal to build homes on the
former golf course site adjoining Grey Cloud Dunes Scientific and Natural Area (SNA). I
ask that this letter by included in the record of this evening's meeting,

the federally -endangered rusty patched bumblebee (RPBB), and evaluation of this sibt.
for protection of this species is not complete.
The description of the site by consulting ecologists as low quality habitat for the RPBB
does not free the City and developer to alter this habitat. Nor does the letter on
December 11, 2023 from the USFWS indicating the proposed development "may effect"
the federally -listed rusty -patched bumblebee. Text at the bottom of the document
clearly states "Coordination with the service is NOT COMPLETE" and that further
consultation with the USFWS's Minnesota -Wisconsin Ecological Services Field Office is
recommended. Has this consultation been made? The MN DNB's January 16, 2024
letter from this State agency is not Federal approval for this proposal.
This site adjoining Grey Cloud Dunes SNA offers a precious opportunity to protect not
only the rusty -patched bumblebee, but many additional species that rely on habitat
which could be restored to serve as buffer for the outstanding habitat still present today
at Grey Cloud Dunes.
