I'm writing with concern about Rachel Development's proposed 377-home project, to be located on tile
banks ofthe Mississippi River |nCottage Grove, Minnesota. This site contains many unique features
which merit its conservation for future generations.
This site should beconserved for the following reasons:
Endangered Habitat: Per the Minnesota Department ofNatural Resources, this site contains
endangered dry prairie habitat. Today less than 1% of this once vast habitat remains in the
state. The DNR recommends that this habitat be prioritized for preservation.
� Endangered and Threatened Species: The property is immediately adjacent to Grey Cloud
Dunes Scientific and Natural Area which provides habitat for several state -and
federally -listed species. It is likely that the adjoining property (fka Mississippi Dunes) also
provides critical habitat for these species. Most ofthis property was mapped 6vthe k8N

endangered dry prairie habitat. Today less than 196ofthis once vast habitat remains inthe
state. The DNR recommends that this habitat be prioritized for preservation.
Endangered and Threatened Species: The property is immediately adjacent to Grey Cloud
Dunes Scientific and Natural Area which provides habitat for several state -and
federally -listed species. It is likely that the adjoining property (fka Mississippi Dunes) also
provides critical habitat for these species. Most of this property was mapped by the MN
CnuDh/ Biology Survey am having high biological diversity significance.
0 Critical Bird Area: This site is an Important Bird Area and is of international significance for
the conservation of migratory birds in the Mississippi Flyway.
= Protect Water: To prevent further impairment tothe Mississippi River and the area's
groundwater which has already been severely impacted by PEAS chemicals. Disruption of the
fragile soils /m/ind-b|ownsands) will serve tmcause erosion and sedimentation into the
Mississippi River. Lawn -care chemicals that would be used within a development of this type
will contribute tnpesticide loads in the on -site wetlands and the Mississippi River.
� Cultural History: This area is significant to the Dakota people and was named for Grey Cloud
Woman. Numerous Indian burial mounds are known to occur on Lower Grey Cloud Island.
Public Safety: There bmpublic safety concern due bmthe threat mfshifting sands during and
after construction. The Minnesota Geological Survey has mapped numerousseeps inthis
part of Washington County which are in no way conducive to new home construction.
