HERO CENTER CONFERENCE ROOM A Pursuant to Minn. Stat. 13D.02 sub. 1, FOC members Gridley and Gorall will be attending remotely at the following location: 8301 Valley Creek Road, Woodbury, MN 55125 in the Birch Conference Room. 1. CALL TO ORDER Meeting called to order by committee member Jennifer Levitt at 09:37 A.M. The meeting was held in the conference room A at the HERO Center which is accessible to the public with all doors unlocked. 2. ROLL CALL HERO Administrative Training Coordinator Bri Zeterlu took roll call. Committee members present in person: Pete Koerner (Cottage Grove), Jennifer Levitt (Cottage Grove), Brenda Malinowski (Cottage Grove). Committee members present virtually: Clint Gridley (Woodbury) and Angela Gorall (Woodbury). Others present: Dan Anselment (HERO Manager), Brad Petersen (Cottage Grove), Bri Zeterlu (HERO Training Coordinator) and Crystal Raleigh (Cottage Grove). 3. PRESENTATIONS NONE 4. CONSENT AGENDA NONE 5. APPROVE DISBURSEMENTS NONE 6. REGULAR AGENDA A. HERO Center Roof Bid Award Rejection & Establish Bid Date Recommendation: It is recommended that the HERO Center FOC reject the bids received on May 28, 2024. It is further recommended that the FOC approve revised plans and specifications prepared by Leo A. Daly and re-bid the 2024 HERO Center Range Re-Roof Project. Raleigh advised that several contractors had shown interest in providing a bid for the roof yet, when the bids were due on May 28th HERO only received one bid. Raleigh stated that they were skeptical of the bid as the company did not appear to have much commercial experience. Raleigh contacted the other contractors to inquire why they did not submit a bid and they stated that they were unable to meet the deadline requirement for project completion. Raleigh’s suggestion is to reject the one bid and establish another deadline for contractors on October 18th. Raleigh stated that with this new deadline there would be the stipulation that any snow would need to be removed immediately. Raleigh also mentioned that the designer was open to using either type of adhesive on the project since this was also an area of concern for the contractors so documents will be updated to include various adhesive options. Levitt then asked for the motion to reject the roof bid award and to establish a new bid date. Motion made by Malinowski and 2nd by Gorall. Zeterlu called the roll: Brenda Malinowski-Aye; Angela Gorall-Aye, Clint Gridley-Aye; Jennifer Levitt-Aye and Pete Koerner-Aye. Motion carried 5-0. Levitt then asked for a motion to approve revised plans and specifications prepared by Leo A Daly. Motion made by Koerner and 2nd by Malinowski. Zeterlu called the roll: Brenda Malinowski-Aye; Angela Gorall-Aye, Clint Gridley-Aye; Jennifer Levitt-Aye and Pete Koerner-Aye. Motion carried 5-0. B. HERO Center Insurance Coverages Recommendation: Review the coverage estimates for the LMCIT Property and Casualty and the MN Workers Compensation Coverage and select which deductible amount(s)/premiums the FOC chooses for the HERO Center. Levitt stated that the $5K deductible compared to the $3K deductible with an equipment breakdown would result in $40, 985.00 as shown in the packet. Levitt inquired if HERO Center insurance coverage should be covered by the higher deductible? Malinowski advised that the FOC should pursue the lower deductible due to there being no cash balance in the current HERO fund balance. Levitt stated that the exposure with the $50K coverage plan would provide $75K compared to the $45K coverage plan. Gorall supported Malinowski’s preference for the lower deductible reiterating the concern that there is no cash in the current fund balance and she would support a lower deductible. Levitt asked for the motion to select the lower deductible insurance coverage for the HERO Center. Motion made by Malinowski and 2nd by Koerner. Zeterlu called the roll: Brenda Malinowski-Aye; Angela Gorall-Aye, Clint Gridley-Aye; Jennifer Levitt-Aye and Pete Koerner-Aye. Motion carried 5-0 C. HERO Center Tort Liability Limits Recommendation: It is recommended by City Attorney Korine Land that the HERO Center select the first bullet and not waive the statutory tort liability limits. Levitt stated that HERO Center does not meet the tort liability limits. This should be conducted on an annual basis according to the Cottage Grove City Attorney Korine Land. It has also been suggested by Attorney Land that the first bullet in the attached packet item should be selected and not waived. Levitt called for the HERO Center Tort Liability Limits to select the first bullet. Motion made by Koerner and 2nd by Malinowski. Zeterlu called the roll: Brenda Malinowski-Aye; Angela Gorall-Aye, Clint Gridley-Aye, Jennifer Levitt-Aye and Pete Koerner-Aye. Motion carried 5-0. 7. ADJOURNMENT Committee member Levitt asked for a motion to adjourn the meeting. Motion to adjourn made by Malinoski and seconded by Koerner. Zeterlu called the roll: Brenda Malinowski-Aye; Angela Gorall-Aye, Clint Gridley-Aye; Jennifer Levitt-Aye and Pete Koerner-Aye. Motion approved 5-0. Meeting adjourned at 09:47A.M.
