CITY COUNCIL
RESOLUTION NO. 2024-102
RESOLUTION AND ORDER DECLARING A LOCAL FLOOD EMERGENCY
WHEREAS, the State of Minnesota has experienced weather conditions placing the entire
State at risk for flooding; and
WHEREAS, the National Weather Service has issued a forecast indicating that hydrologic
conditions indicate a strong potential for severe flooding in the Lower Mississippi River Basin;
and
WHEREAS, a major Summer 2024 flood event is predicted to impact the population of
the City of Cottage Grove located within Washington County, Minnesota; and
WHEREAS, the flood event is expected to cause a significant amount of damage to both
public and private property; and
WHEREAS, the flood event is expected to significantly impact the ability of police, fire,
and EMS to provide emergency services for the protection of life and the preservation of both
public and private property; and
WHEREAS, the City Administrator and the Director of Public Safety find that this situation
threatens the health, safety, and welfare of the citizens of the community; and
WHEREAS, the City Administrator and the Director of Public Safety find that the situation
will cause catastrophic loss to the environment if not immediately addressed; and
WHEREAS, the City Administrator and the Director of Public Safety find that traditional
sources of relief are not able to repair or prevent the potential environmental impact and
additional resources will be needed from Washington County, the State, and Federal resources.
WHEREAS, our citizens’ life safety being the utmost concern, the Cottage Grove City
Council finds it reasonable and necessary to declare an emergency due to flooding.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Cottage Grove,
County of Washington, State of Minnesota, under the authority of Minnesota Statutes Section
12.29, declares that a state of emergency exists within the City of Cottage Grove, with all the
powers and responsibilities attending thereto as provided by Minnesota Statutes, Chapter 12.
BE IT FURTHER RESOLVED that all City departments and offices are directed to
operate and support the response to this incident, under the direction and coordination of the
Emergency Management Division.
BE IT FURTHER RESOLVED that this State of Emergency will remain in effect until the
emergency status no longer requires emergency response and recovery efforts.
