PHS_Site Plan Review_Civil_11-08-2024 TO: Honorable Mayor and City Council Jennifer Levitt, City Administrator FROM: Emily Schmitz, Community Development Director DATE: November 14, 2024 RE: Workshop – Park High School Site and Building Improvements Background South Washington County School District had a successful referendum in 2023 for a total of 15 projects across the District including improvements at Cottage Grove buildings at Cottage Grove Middle School, Oltman Middle School, Grey Cloud Elementary, Pine Hill Elementary, and Park High School. The proposed improvements include a cafeteria/kitchen expansion, reconfiguration of the secure entrance, administration, health and student services areas, as well as site traffic and safety improvements. Building/Site Improvements Site Improvements The School District recognizes challenges with site access and traffic circulation throughout the Park High and Crestview sites, therefore, are proposing a redesigned access and circulation for drop off and staff and student parking areas. Current circulation for drop off brings both passenger vehicles and bus traffic into the front of the high school through the staff parking area. The proposed redesign will help separate traffic flow by bringing drop off traffic to the rear of the Park High building exiting to Ideal Avenue, bus drop off at the front of the building and a separate student parking entrance on the east side of the site. Honorable Mayor, City Council, and Jennifer Levitt Workshop – Park High School Building and Site Improvements November 20, 2024 Page 2 of 3 Proposed Site Entry and Roadway Building Improvements The District is proposing an addition to the rear of the Park High School building to expand the cafeteria and kitchen areas. The addition will support their current enrollment as well as future capacity. Additional renovation on the interior of the building includes additions to the CTE Industrial Arts to enhance curricular offerings, renovations to the science, arts and business rooms, and the creation of on-line learning space. The plans also propose relocating the administration and secure entry offices. Planned construction will start June of 2025 and planned in two phases to be complete summer of 2027. The proposed improvements will require a site plan review application be reviewed by the City. The application is planned to be reviewed by the Planning Commission at their meeting on November 25, 2024, and by the City Council at their meeting on December 4, 2024. Recommendation That the City Council receive an overview of the proposed site and building improvements for Park High School and Crestview Elementary.
