FACILITY OPERATIONS COMMITTEE MEETING MINUTES
10125 85TH STREET SOUTH
COTTAGE GROVE, MINNESOTA 55016 REGULAR MEETING – 2:00 P.M. (In-person or TEAMS)
1. CALL TO ORDER
Meeting called to order by board chair Jason Posel at 1358 P.M. The meeting was held in the
conference room A at the HERO Center which is accessible to the public with all doors unlocked.
2.ROLL CALL
HERO Admin Training Coordinator Bri Zeterlu took roll call. Committee members present: Pete
Koerner (Cottage Grove), Jason Posel (Woodbury), Jennifer Levitt (Cottage Grove), Brenda Malinowski
(Cottage Grove), and Angela Gorall (Woodbury).
Others present: Dan Anselment (HERO Manager), Bri Zeterlu (HERO Admin Training Coordinator),
Brad Petersen (Cottage Grove).
Virtual attendance by Clint Gridley (Woodbury who did not participate in voting for this meeting).
3. PRESENTATIONS/UPDATES
Dan Anselment stated that the HERO Center has engaged in a contract with the BCA and will now be
hosting 20 BCA classes at the HERO Center. This will equate to ~$10K in classroom revenue. This
will also aid in promoting the HERO Center as Police Officers from surrounding areas attend the
classes and become exposed to the facility.
Pete Koerner then inquired if the BCA provides catered lunches for these courses.
Dan Anselment advised that he had provided the BCA contact with local catering options.
Dan Anselment provided an update on the roofing project stating that the project began on 09-16-24.
The roof crew removes sections of the roof membrane to work on and then makes the roof weather
tight each evening prior to leaving.
Dan Anselment informed the FOC that after the open house at HERO last night that the State Patrol
helicopter that had performed demonstrations broke down and is currently in the HERO Center
back lot.
Dan Anselment stated that on 09-15-24 during the public shooting range hours, a customer was
shooting an approved rifle and upon the casings ejecting from the rifle the glass panel on lane 10
fractured upon the casing striking the surface. The glass is three inches thick and is structurally
sound yet, it will need to be replaced. In 2021, all the glass for the range stalls were replaced under
a manufacturer warranty issue. Inveris has been contacted regarding the current glass break issue
to see if they will cover the replacement or what needs to be done moving forward.
4. CONSENT AGENDA
A. HERO FOC Meeting Minutes – June 26, 2024
Staff Recommendation: Approve the meeting minutes from June 26, 2024, regular
meeting.
B. HERO Financial Statements – 2024 Budget to Actuals
Recommendation: Receive Information
C. Tier II Oakdale PD Contract Renewal 2025-2027
Recommendation: Approve the Tier II Oakdale PD contract for 2025-2027. Rates for 2025
= $37,205; 2026 = $38,321.15; and 2027 = $39,470.78
Jason Posel asked for motion to approve the consent agenda. Motion made by Angela
Gorall and 2nd by Jennifer Levitt Motion carried 5-0.
5. APPROVE DISBURSEMENTS
A. Approve payments from 6/21/2024 to 9/11/2024 in the amount of $83,132.96.
Angela Gorall asked why HERO Center had to replace their water heater?
Dan Anselment stated that the water heater had numerous issues and approximately ~$10K had
already been spent on fixing the various issues. The warranty for the water heater was not honored.
Kraft mechanical informed Dan Anselment that they would no longer fix the water heater due to it
being a waste of money for the facility.
Jason Posel asked for motion to approve the consent agenda. Motion made by Jennifer
Levitt and 2nd by Angela Gorall Motion carried 5-0.
6. REGULAR AGENDA
A. HERO 2025 Budget Proposal
Staff Recommendation: Review, discuss and approve the HERO 2025 Budget
Proposal.
Brenda Malinowski advised that she had made several adjustments to the June budget proposal
such as the maintenance and repair line now being $25,000 less. City contracts for Cottage Grove
are being settled and approved by the city council. There is a 6% market and 3% COLA salary
increase for the new budget proposal. The HERO vehicle line under code 4380 has a budget
adjustment of $12,000. There was also a $70,000 partner contribution amount added.
Angela Gorall inquired as to why the property insurance has increased to $43,000?
Brenda Malinowski stated that the property insurance for the facility is now held under HERO
Center and not the city.
Angela Corall asked why the data processing had increased?
Brenda Malinowski informed the FOC committee that the budget line comes from allocations of the
IT department’s salary, which is estimated per user, per department. Civic Rec is a platform that is
only used by the HERO Center therefore, the HERO Center pays the entire cost.
Angela Gorall inquired if the budget was overestimating our revenues in a couple areas?
Brenda Malinowski then went through the different facility spaces and current revenues estimated
for the remainder of the year. The only one that appeared high was the simulator room.
Dan Anselment stated that all the budget revenues are based on what reservations are currently on
the calendar for the remainder of the 2024 year and is expected revenue to still come in for 2024.
Jennifer Levitt then requested that Brenda Malinowski summarize the partner cost.
Brenda Malinowski stated that with $70,000 being put towards capital improvements, Woodbury is
estimated to be paying $154,131.00 and Cottage Grove paying $90,521.00.
Jason Posel asked for motion to approve the consent agenda. Motion made by Pete
Koerner and 2nd by Angela Gorall Motion carried 5-0.
7. ADJOURNMENT
Board chair Posel asked for a motion to adjourn the meeting. Motion to adjourn made by
Jennifer Levitt and seconded by Brenda Malinowski. Motion approved 5-0. Meeting
adjourned at 14:21 P.M.
