At the present time, appraisers are reviewing the individual properties that wili be impacted by construction of Hardwood Road and the needed trunk sanitary sewer and water lines. The appraisal process has taken longer than expected. Staff has alsa engaged a survey company to stake the right-of-way centerline and proposed ponding easements. This staking will permit affected property owners to better gauge the level of impact upon their property. The staking also is necessary so that the City can obtain legal descriptions of the easements and right-of-way. Overall, the easement acquisition process has taken longer than initially hoped. To maintain a schedule which would permit instailation of the trunk sewer work this construction season and to permit some home constn.iction this fall, it may be necessary to conduct a quick take. This is a condemnation process which permits the City to obtain the needed right-0f-way approximately 90 days after filing with the court and notification to affected residents. To initiate the quick take, the Council will need to pass a resolution of authorization. During the 90-day time period, the City would continue to negotiate outright purchase of the necessary right-of-way and easements. Most critical this ysar is instaliation of the trunk sanitary sewer. This could be accommodated by obtaining right of entry from the individual property owners. This option will also be expiored.
