Larson, Public Works Technician� Date: March 23, 1998 Re: Designate Additional State Aid Roadways Within City Limits :. .. . State aid funds for Cottage Grove are based on population and construction needs of existing designated MSA mileage (approximately $15,000 per mile annually). Therefore, iYs important that the city keep the designated mileage as close as possible to the allowable limit set by Mn/DOT. To date, we have 0.89 of allowable mileage that we can designate (add) to our state aid system. To designate a street as MSA, the following criteria must be met: 1) Projected to carry a relatively neavier traffic volume, or classified as coilector or arterial street. 2) Connect points of major traffic within the city. 3) Provide integrated street system consistent with projected traffic demands. 4) Connect roadways that are MSAS streets, county roads or trunk highways. Proposed On December 17, 1997, city council approved 0.09 ailowable miles designating 77` Street from CSAH No. 39 to our westerly city limits to help the City of St. Paul Park receive state aid status. Two additional areas could be considered as additions to the state aid system; they are as follows: Option 1 Hadley Avenue from 65` Street to northern city limits (totai length of 0.49 miles). This is an existing roadway connecting Cottage Grove to Woodbury. Option 2 Ideal Avenue extension, from 100`" Street to 95` Street (total length of 0.47 miles). This would be a future roadway within the Cottage Grove industrial park serving future development of the park. Discussion Option 1- Hadiey Avenue (existing roadway) Public works has been in contact with Woodbury to see if they would designate Woodlane Drive from Military Road to their southern city iimits. This wou�d allow us fo designate Hadley Avenue from 65`" Street to our northern city limits. Woodbury has informed us they would add Woodlane Drive to their state aid system. Designating Hadley Avenue would position the city financially (allowing the use of state aid funds) to correct any alignment problems along the roadway and, with its high need status, add additional construction dollars to the state aid fund for future reconstruction and/or repair needs of the state aid system. Option 2- Ideal Avenue extension (future roadway) The council could approve a future roadway within the industrial park as state aid providing additional access for future development. Like Hadiey Avenue, this future roadway could generate high needs due to the fact it would need to be completely constructed from grading to final wearing surface. This roadway wouldn't be constructed until development makes it necessary. The additional constructed dollars generated with this option help the whole state aid system. Conclusion The city council could approve either option as state aid; the criteria for MSA would be met with eitner option. At present, we have 0.89 miles that can be added to our state aid system based on our Annual Certification of Mileage allowed by Mn/DOT. We would have to wait until next year to add both options to state aid if that is what council wants. (We could be short by 0.07 miles.) At this time, I feel we shauld also create a state aid base map that would show present and proposed future state aid roadways within Cottage Grove. All future roadways couid then be added to the system as the mileage is allowed by Mn/DOT per the Annual Certification of Mileage Report for local street improvements. This would allow us to monitor our designated mileage close to the allowable limit set by Mn/DOT and provide us with the maximum use of our state aid funding. Please place this item on the April 1 councii agenda for consideration. i have also drafted the attached resolutions establishing a municipal state aid roadway for Hadley Avenue and/or ldeal Avenue extension for council action. AL/kh Attachments RESOLUTION NO. 98- RESOLUTION ESTABLISHING MUNICIPAL STATE AID HIGHWAYS WHEREAS, it appears to the City Council of the City of Cottage Grove that the street hereinafter described should be designated a Municipal State Aid Street under the provisions of Minnesota law. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Cottage Grove that the road described as follows, Ideai Avenue extended from 95`" Street to 100' Street (a total length of 0.47 miles) be, and hereby is established, located, and designated a Municipal State Aid Street of said City, subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for consideration, and that upon approval of the designation of said road or portion thereof, that same be constructed, improved and maintained as a Municipal State Aid Street of the City of Cottage Grove, to be numbered and known as a Municipal State Aid Street.
