On June 16, 1993, the City Council approved the preliminary plat for Almar Farms Addition, which required a sidewalk connection through the development. City staff has worked with the developer to make a logical connection to the existing sidewalk system to the east. However, that connection would require changes to the storm sewer, which adds additional cost and stiil canies the concem about potential flooding during wet times. It is questionable if installation of the sidewaik is reasonabie given the estimated amount of use and additionaf costs. City engineers reviewed two other locations for a sidewaik connection that would direct more pedestrian traffic to the north. These sidewalks would take pedestrians into what wouid be a multifamily project, which surrounds a commercial node at the corner of Keats and 70th Street. It is unGear that a sidewalk connection to the multifamily devel- opment would be used, and staff questions if these access options provide reasonable alternatives. The developer has expressed concern about the Moo northern locations as it detracts from the properties adjoining the sidewalk. Staff agrees and believes there are other pedestrian options within the neighborhood that wouid allow access to the commercial node. Therefore, staff is recommending that the condition requiring the sidewalk be- tween Jordon Avenue and the north boundary line of the plat be deleted. A sidewalk will still be constructed along the north side of Jordon Avenue from indian Boulevard to Keats Avenue. A RESOLUTION AMENDING RESOLUTION NO. 93-101, A RESOULTION TO APPROVE A PRELIMINARY PLAT FOR GOOD VALUE HOMES, INC. FOR THE DEVELOPMENT OF A RESIDENTIA� SUBDIVISION KNOWN AS ALMAR FARMS WHEREAS, The City of Gottage Grove approved the preliminary plat known as Aimar Farms on June 16, 1993; and WHEREAS, said approval was contingent on the construction of a five-foot wide concrete sidewaik between dwellings and along rear property boundary lines that connected between Jordon Avenue and the southwest comer of the exception property designated as medium density residential on the City's Future Land Use map; and WHEREAS, the Almar Farrns plat name is no longer used in the subdividing of this parce� of land, but is now known as Pine Forest 2 Addition and Pine Forest 3'' Addition; and WNEREAS, plans were being prepared to install said public waikway between Lots 2 and 3, Biock 4 of Pine Forest 2 Addition, but because storm sewer improvements, drainage swales, catch basins and a designated stormwater emergency overFow in this viGnity, it proved to be difficult to construct the proposed pubiic walkway referenced in the preliminary plat for Almar Farms; and WHEREAS, an altemate location for the public walkway was considered beiween Lots 2 and 3, Block 1 of Pine Forest 3'" Addition. This location was considered because of a platted 10-foot wide drainage easement existing along the north boundary line of Lot 2, Block 1 and along the south boundary line of Lot 3, Blodc 1, both in Pine Forest 3'� Addition; and Resolution 98-XXX May 6, 1998 Page 2 WHEREAS, there is concem for this public walkway beiween Lots 2 and 3, Block 1 of Pine Forest 3'� Addition because of the siope leading to the rear boundary line and having a public walkway that did not connected to another public walkway system. It was also questioned whether the public access connection to the medium density provided reasonable altematives; and WHEREAS, with all things considered, staff is recommending no sidewalk connection to the medium density parcel of land through the residential subdivision plats known as Pine Forest 2 or Pine Forest 3 Additions. A concrete sidewaik shaii be constructed along the northerly and westerly side of Jordon Avenue, between Keats Avenue and Indian Boulevard. NOW, THEREFORE, BE IT RESO�VED, the City Council of the City of Cottage Grove, Washington County, Minnesota hereby approves an amendment to Resolution No. 93-101, a resolution approving a preliminary p�at for Good Value Homes, Inc. for the development of a residential subdivision known as Almar Farms by means of deleting Condition No. 2 and amending Condition No. 3 that references the construction of a five- foot wide concrete sidewalk to property designated as medium density residential on the City's Future Land Use map.
