Kinsey�' Date: April27, 1998 `� Re: LAWFUL GAMBLING BINGO HALL LICENSE RENEWAL APPLICATION INTRODUCTION No person or corporation may lease a facility to more than one individual, corporation, partnership or organization to conduct lawful gambling bingo within the City of Cottage Grove, without tirst obtaining a Lawful Gambiing Bingo Hall License from the Minnesota Lawfui Gambling Controi Board. The issuance of Lawful Gambling Bingo Hall Licenses are subject to local approval through a resolution adopted within sixty days of the date of the application for a new or renewed permit or license. BACKGROUND Pursuant to City Ordinance, Mr. Irving Thomas Margolis and Mr. Teddy Wong, on behalf of the Phoenix Partners of Cottage Grove, located at 80 Minnesota Avenue, Little Canada, MN 55117, has submitted an application for a Bingo Hall License to conduct lawful gambling at the Cottage Square Mall, located at 8200 Hadley Avenue South, Cottage Grove, Minnesota 55016. The Department of Public Safety is required to conduct a police investigation of the applicants. DISCUSSION We have investigated the applicants and have not found any facts which would constitute a basis for denial of this application, under the provisions of the City's Gambling Ordinance or Minnesota State Statute relating to gambling. • Page 1 RECOMMENDATION Recommend that the City Council adopt a resolution approving the Bingo Hall License renewal for the Phoenix Partners of Cottage Grove to conduct lawful gambling at Cottage Square MaII. - �� E. Kinsey — /cce cc: gambling file of Public Safety �m RESOLUTION NO. 98-XXX RESOLUTION APPROVING RENEWAL APPLICATION OF PHOENIX PARTNERS OF COTTAGE GROVE FOR A BINGO HAI.L LICENSE WHEREAS, Minnesota Statutes requires a person or corporation who wishes to lease their facility to more than one individual, corporation, partnership, or organization to conduct lawful purpose gambiing bingo occasions must first obtain a"Bingo Hall License" from the Minnesota Charitable Gambling Control Board, and WHEF2EAS, the Phoenix Partners of Cottage Grove, owner of the Cottage Square Mall, have submitted an application for renewal of their Bingo HaII License to conduct bingo occasions at Fantasy Cruise, 8200 Hadley Avenue South, and WHEREAS, Phoenix Partners of Cottage Grove are proposing to lease space to the Muitiple Scierosis Society and Cottage GYove Athletic Association, to conduct bingo occasions at Fantasy Cruise, 820d Hadley Avenue South, and WHEREAS, as required under City Code Chapter 5A, the Cottage Grove Public Safety Department has conducted the required background investigation of the applicant which has nc�t developed any facts that would constitute the basis for denial of the application, now THEREFORE, BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, that it hereby approves renewal of the "Bingo Hall �icense" appiication of Phoenix Partners of Cottage Grove.
