Robert C. Vogel, CHPO In 1996, the Cottage Grove Advisory Committee on Historic Preservation (ACHP)
and the Newport Heritage Preservation Commission (HPC) formed a partnership to
develop classroom resource kits for teaching local history and historic preservation.
This project was completed last summer and the results so far exceed expectations,
both in the number of teachers who have used the classroom kits and the impact on
social studies curriculum development. As part of their 1998 work plans, both the
ACHP and the HPC l�ave committed themselves to carrying out joint historic
preservation education activities.
One of these joint education initiatives is the first annual Historic Sites Tour on
Sunday, 17 May. This project is eapected to generate several hundred dollars in tour
ticket sales, which the organizers have earmarked for heritage education.
I have proposed the ereation of a permanenY Heritage Fducation Partnership (HEP)
to facilitate fundraising and finaneial administration of future projects. A draff
memorandum of understanding is attached for your review.
I have already spoken with Liz Johnson, Cottage Grove's acting Finance Director,
who assures me that a special fund can be created to hold the proceeds from the
Historic Sites Tour. If the city administrators can agree to making the HEP
permanent, with Cottage Grove acting as fiscal agent, I believe we will be able to
secure a permanent, non-tax revenue stream for historic preservation education,
which has been a long term goal of both city preservation programs.

MEMOR ANDUM OF UNDERSTANDING (DRAFT}
Between the Cities of Cottage Grove and Newport
This agreement is made between the Cities of Cottage Grove and Newport for creating and
maintaining a Heritage Fducation Partnership (HEP). The purpose of The HBP is to:
1. Fund historic preservation education and outreach activites in the communities of Cottage
Grove and Newport.
2. Develop classroom materials for students of all ages and backgrounds which utilize local
history and historic properties in teaching American history, Minnesota studies, and related
subjects.
3. Increase public awareness and involvement in heritage resource preservation at the local
level.
The HEP will be administered in the following manner:
The City of Cottage Grove will establish a special fund and act as fiscal agent for HEP
projects.
2. Unless otherwise stipulated by the contributor, all funds received will be divided equally
between projects in Cottage Grove and Newport.
3. Oversight of HEP activites will be Che responsibility of the Heritage Fducation Coordinating
Committee, consisting of:
• City Administrator, City of CoYtage Grove
• City Administrator, City of Newport
• Chairperson, Cottage Grove Advisory Committee on Historic Preservation
• Chairperson, Newport Heritage Preservation Commission
• A representative of the South Washington Heritage Society
4. The Coordinating Committee will provide an annual report of HEP activities to the Cities
and the South Washington Heritage Society.
