Re: Appointment of Heather Wahl as Investigative Aide
BACKGROUND
A new position for an Investigative Aide was approved in the 1998 budget. This
position was designed to serve as support to the Investigations Division, as well as
manage the property room and serve as a back-up dispatcher. We have researched
the position and developed a job description and salary based on similar positions in
Woodbury and Oakdale. The position will pay the same rates as for dispatcher, and
will be covered by the dispatcher bargaining unit agreement.
The position was posted internaliy in April, and we received one application.
DISCUSSION
We interviewed Heather Wahl on Wednesday, April 29. Ms. Wahl has been working
for the City as a part-fime Community Service Officer since August 1996. Part of her
CSO duties included managing the property room. During her tenure with the City,
Ms. Wahl has aiso helped cover in the Records Division when heip was needed, as
well as in the Communications Center. When we had a significant tumover of
dispatct�ers in 1997, Ms. Wahl was able to consistently help cover for the snortage,
and now functions as a fuily trained dispatcher.
Ms. Wahl has a Bachelor of Arts degree from Gustavus Adoiphus College. She
majored in Psychology and Criminal Justice, and for much of 1994, while still in
college, she was a Student Coordinator for the St. Peter Day Treatment Program.
She also studied overseas in Ghana. Ms. Wahi served as an intern for Nicoliet
County Court Services during the summer of 1995, and has been serving as a
Volunteer Facilitator with the Washington County �ctim/Offender Conferencing
Program since November 1997.

RECOMMENDATION
Ms. Wahi's educationai background, work and volunteer experience Iends itseif very
weli to the position of Investigative Aide. The interview panel recommends that
Heather Wahl be appointed to the position, effective May 7, 1998. There will be a
one-year probation period. The appointment is subject to the Dispatcher Bargaining
Unit Agreement and the Personnel Policy.
