SCHROEDER ��� SUBJ.: WASTE TREATMENT INTER EPTOR ALIGNMENTS DATE: MAY 4, 1998 As Council is aware the Metropolitan Council Environmental Services Division (MCES) has been meeting with a large task force in order to provide for eventual alignments of a large interceptor project. The task force is nearing the point in time when choices will begin to be made. In consideration of that fact the City of Afton has adopted fhe enclosed resolution in support of a CR19 alignment and opposed to a CR15 alignment of the interceptor as it passes through Woodbury. Woodbury is expected to take an official position on Woodbury alignments this week. Proposed, is that the Cottage Grove Council provide direction to its task force representatives (Councilmember Hale, and the City Administrator) on alignment choices through Cottage Grove. Enclosed are the relevant pages of the MCES staff report from their Aprii 20, 1998 meeting regarding alignment options through our community. What is missing, and what is expected to be available for their next meeting on May 18 is the impact of each interceptor alignment on local costs. MCES costs for the various alignments through Cottage Grove have been presented as foliows: Ravine Alignment: $15,012,736 Kimbro Alignment: $17,642,156 CR 19 Alignment: $12,342,957 Local costs, as yet unknown, are in addition to these numbers. This being the case, it is expected that any position of CounciB would be preliminary. We also need to hear more of Watershed issues and opportunities relative to each alignment. Finaily, there will ultimately need to be choices made regarding depth of construction, type of construction, and width of easement purchased for the construction. Those issues will be brought forward as they appear on the MCE� ��hedute. Council Action. Based on Discussion. RESOLUTION 1998 —18 C7TY OF AFTON WA5HIlVGTON COUNTY,l�VNESOTA A RESOLU'TION INDICATING THE CITY OF AFTON'S OPPOSTTION FOR A SEWER INTERCE£TOR ALIGNMENT ALONG COUNTY ROAD 15 (MANNING AVENUE} AND SUPPORTING COUN"TY ROAD 19 AS A YREFERRED ROUTE WHEREAS, the Metropolitan Council's Regional Blueprint (December 19, 199� designates the land within the City of Afton as "Pecmanamt Rural" and "Permanent Agriculture" and the urnuediate eastan boundary of Woodbury as "TJrban Reserve" until 2040; and ' WHEREAS, the Me¢�opolitan Council recommends limiting Afton's residenaal development to an avaage ovaall d�sity of one dwelling imit on 10 acres in the Pem�anent Rural Area and one dwelling unit on 40 acres in the Permanent Agriculture azea; and WHEREAS, the City of Afton has directed iu Compret�msive Plan and Ordinances to implement �he MetropoGtan Councii's land use plan and have adopted policies to effectuate paruanent nttal and Permanent Agricutture development; and WHEREAS, the residents of the City of Afton have consisteady and continuously expressed des'se that Afton remain Paman�t Rvral and Pamanait Agriculture by maintaining Afton's present land use plan. Their desires have been communicated via electi�s, City Council and Coinmissias actims, referenda, morat�ia, Green Space studies, pastai surveys, public statements, participation in public hearings, parcicipation in otha extra- jurisdictional organizati�s such as the Valley Branch Watashed, the MN-DNR Trouc ,. Stream Initiative and otha means; and WHEREAS, urban sewer alignm�t along County Road 15 has the poteatial to create urban development pressure along County Road 15 within Afton; and WHEREAS, available mapping inforrnatiou indicates bedrock at a near the surface along the hilly portiai of County Road 15 from Hudsoo Road to Valley Creek Road. Point CG-84 is identified as a collection point for local tnuilc sewer systems in the Cottage Grove and Woodbury Comprehensive Sewer Policy Plans. A lift station has been located at CG-84 due to the increase in ground elevation from CG-84 to 70` Street in Cottage Grove. The interceptor would then flow by gravity from 70` Street to Highway 61. This alignment would provide gravity sewer service to the portion of Cottage Grove north of 70` Street and west of C.R.19. Gravity service could also be provided to a portion of the area between C.R. 19 and the westem edge of the Cottage Grove Ravine. All other future service azeas within Cottage Grove would need to be collected and pumped into the interceptor through locai trunks and lift stations. The alignment turns west on 90` street for '/< mile and then turns south to Highway 61 in order to avoid deep excavation that would othenvise be necessary along C.R. 19. The following issues with the County Road 19 - South alignment have been identified to date: • Interceptor alignment would be located adjacent to C.R.19. The purchase of additional right-of-way may potentially be coordinated with the Washington County Highway Deparirnent for future improvements to C.R. 19. • C.R. 19 south of Dale Road is currently not scheduled to be reconstructed before 2010. . The preluninary sizing of the interceptor assumes that the northeast portion of Cottage Grove wouid be collected and pumped into the interceptor at 80` Street. • The southeast portion of Cottage Grove would need to be served by local crunk sewers and a lift station to connect to the interceptor near Highway 61. • A preliminary cost estimate for this alignment segment is indicated on Table 1. South of 80` Street, the alignment could either follow the ravine south to the Regional Park entrance at Highway 61(Lower Ravine Alignment), or continue south along Kimbro Avenue to Highway 61 (Kimbro Avenue Alignment). Both southem alignments would require a high capacity lift station at Highway 61 to pump flow up from the ravine to the intersection of County Road 19. This alignment would provide gravity service to the undeveloped portion of Cottage Grove as proposed in the Cottage Grove Comprehensive Sewer Policy Plan (CSPP). Minor modifications to the proposed local trunk sewer system as indicated in the CSPP would be required in the northeast comer of the City down to 80` Street. The following issues with the Cottage Grove Ravine alignment have been identified to date: • This alignment would eliminate the need for a regionai lift station at CG-84 only if the County Road 19 — Central alignment were choosen as the upstream interceptor segment. Figures 10 and 11 indicate the pipe depths for this alignment if either the Bailey Lake Gravity alignment or the County Road 19 — Central alignment were choosen. • The ravine alignment south of 80` Street has a potential for environmental impacts such as tree removal, temporary wetland unpacts and temporary disturption to the east shoreline of the Region Pazk Lake. • Maintenance access would require an improved surface trail or maintenance road along the interceptor alignment through the County Pazk. • Future service to the old village and northeast comer of Cottage Grove would be by local tnuilc sewers connecting to the interceptor at 80` Street. • A preliminary cost estunate for this alignment segment is indicated on Table 1. (p � V' M N ;n�;o y;daa Treatment Plant Connection: The Treatment Plant Connection Alignment extends from County Road 19 at Highway 61 to the south along the existing power lines on 3M property. At Miller Road, the alignment extends southwesterly along an existing natural gas easement until intersecting the existing Cottage Grove trunk sewer that extends south to the treatment plant site, as shown on Figure 11. 3M has indicated that this is their preference for the interceptor alignment through their property.
