MINUTES
February 10, 1998
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was heid at City Hail, 7516 80th Street South, Cottage Grove, Minnesota o� the 10th
day of February, 1998.
CALL TO ORDER
The meeting was called to order at 730 am by Mayor Denzer.
ROLL CALL
Members Present: Jack Denzer, Jim Woicott, Jerry Faletti, Glen Kleven, Gerard
Weingartner
Members Absent: Donna Bcehm, Bill Buth, Fred Luden
Others Present: Kirstin Barsness, Economic Development Director
Ryan Schroeder, City Administrator
Neii Belscamper, Economic Development Secretary
APPROVAL OF MINUTES
Kieven moved to approve the January 13, 1998 Minutes. Weingartner seconded. Motion
carried unanimously.
REVIEW ANNUAL REPORT
EDA members made no revisions to the draft annual report.
MARKETING MATERIALS
Bars�ess outlined marketing options, which include running an ad in the Rea/ Estate
Joumal, an i�dustrial paric brochure, in add'stion to s direct mailing (postcards). She said
she had been in contact with two firtns-Gretta Wedeii and Stude-Becker—regarding
different concepts. Barsness requested input on the idea, and discussed ways of
reducing costs for some of the professional services with EDA member.

LEGISLATIVE UPDATE
Barsness stated that the wastewater treatment bili was dead, and that TIF legislation was
slated for the House and Senate. Schroeder said that he and Denzer had previousiy met
with Met Council representatives io outline the City's position on the treatment plant.
Barsness noted that a bill authored by Karen Clark on corporate subsidies is presently in
the works, and that it wouid penalize municipalities for raiding businesses from other
municipalities.
PROJECT UPDATES
Barsness said Courtesy Car Rental is interested in moving from Newport, and that a
purchase agreement has already been signed for the old ABC Rental site. Barsness
elaborated that she had suggested aitemate locations for the business that wouid not
involve rezoning. Kieven reised severai concems over locating the business at the oId
ABC Rentai site.
Barsness said a manufacturer is looking to buiid a 380,000 sq. ft. facility, employing 200-
pius empioyees, and that the City would be active in recruiting them to the area.
Finaily, Barsness remarked that the phartnaceutical distribution firm is currentiy
negotiating to locate in Hudson Wisconsin, where they would receive considerable
incentives.
APPOINT DONNA BOEHM TO EDA
Wolcott moved to approve the appointment of Donna Boehm to the EDA. Weingartner
seconded. Motion carried unanimously.
MISCELLANEOUS BUSINESS ITEMS.
Barsness commented on the progress of planning the Annual Business Appreciation
Breakfast, which includes compiling and updating mailing lists. Over 400 invitations are
expected to be sent, and Barsness said over 100 people are expected to attend. At the
breakfast a plaque wili be presented to 3M for their 50th anniversary.
Wolcott detailed the upcoming construction of Hardwood Avenue, which will free up more
commerciai area. Kleven commented that the Planning Commission is working an the
Citys Comprehe�sive Plan. One thing he suggested the City should look at is the
acquisition of some property in the area of Keats Avenue and Highway 61. Other EDA
members aiso felt the idea should be considered.

Kieven moved to adjoum. Wolcott seconded. Motion carried unanimousiy. Meeting
adjoumed at 9:00 am.

Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was heid at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 10th
day of March 1998.

The meeting was calied to order at 7:30 a.m. by Mayor Denzer.

Kleven moved to approve the February 10, 1998 EDA Minutes. Wo/coft seconded.
Motion carriad unanimously.
A. MARKETING MATERIALS UPDATE
Barsness submitted copies of the draft brochure to EDA members, and stated that she
was pleased with it. Others made similar comments.
8. LEGISLATIVE INiT9ATIVES
Barsness said the City was still waiting for the outcome of the conference committee. She
stated that there were different versions of the biil in the House and Senate, and that an
effort had been made to kill one of the bills. She noted that if the current legislation
passed, the outcome would be better than expected.

Barsness said the Comprehensive Pianning process was underway. She said the land-
use component was one of the key issues that wouid affect Economic Development. After
some discussion, Economic Development Authority members spii4 up inio groups to

identify where they thought the most important commercial areas and corridors into the
City might be. Luden commented that County Road 19 might, in the future, be an
important entrance into the community. Kleven pointed out areas he felt could be smail
"neighborfiood" commercial pockets. Denzer identified several locations as key entry
points into the City. He added that the Langdon area should be Iooked at for future
commercial sxpansion. Lindquist said there wouid be monthly Comprehensive Plan
workshops, and that a future river crossing would be a topic of discussion, as well as
zoning of the related corridor. She said a draft of 4he Comprehensive Pian could be
expected by the end of the year.
0. PROJECT UPDATES
Barsness infortned EDA members that Courtesy Car Rental does not need to rezone the
property for which they signed a purchase agreement, and that they are working with
Planning Staff. Barsness said they are running into issues with cost, including city water
and sewer, and other issues such as the buiiding standards required by the City.
An area manufacturer is now looking at 7 communities for their new site, which will
initialiy be an 180,000 square foot facility, with possible expansion to 360,000 square feet.
Barsness said the City proposed offering a 20-acre parcel to Andersen. She said the City
is expected to make the finai cut of two or three communities. Buth commented that
Andersen wouid be a major acquisition, a�d that additional steps should be taken to get
them into the community. Other members concurred. Schroeder said land issues would
not be the overriding concem with their location.
Barsness said a locai company is looking to expand into a 15,000 square foot faciiity. The
company has 20 employees, and is currently located in East Cottage Grove. Barsness
noted that they want to construct a metal building, and that she has been in contact with
them in regard to altemative construction methods.
G-Wili Liquors is considering a location at the old Rainbow site.
E. REVIEW OF BUSINESS APPRECIATION BREAKFAST
Barsness said she was somewhat disappointed with the tumout, and asked for input on
how to increase attendance in future years. Buth felt that more key people in the
community shouid feel a responsibility to attend and support such events.
