Pursuant to due call and notice thereof, a meeting of the Public Works Commission of Cottage Grove was duly held at the Public Works Garage, 8635 West Point Douglas Road, Cottage Grove, Minnesota, on April 13, 1998, at 7:00 p.m. CAL� TO ORDER Chairman Wilmer Holz called the meeting to order at 7:00 p.m. ROLL CALL Members Present: Wilmer Holz, Tim Mathison, Robert Eddy, Dan Massarotti, Steve ingram Members Absent: Dale Johnson Also Present: Les Burshten, Pubic Works Director Allan Larson, Public Works Technician Ron Eriksen, Streets Foreman Harold Taylor, Utilities Foreman Jim Wolcott, Councilmember Eric Johnson, Bonestroo & Associates APPROVE MINUTES Motion made by Dan Massarotti and seconded by Tim Mathison approving minutes of the March 9, 1998, Public Works Commission meeting. Motion carried unanimously. NEW BUSINESS A. Technical Review — Allan Larson The Technical Review meeting discussion focused on 6.3 — Improvements to Armstrong Elementary Schooi (refer to site plan). The main issue was how to filter out the storm water when the parking lot is improved. It was suggested that the storm water in proposed Armstrong School parking Iot be discharged onto relocated free skate area and thereby into a storm sewer pipe. Another storm scepter at the balifield will flow into the 88 Street storm sewer. We didn't want the water flowing south onto the church property, and by the same token, didn't want to direct the discharge from the parking lot into the existing city storm sewer system without some form of filtering. Wiimer asked if the storm sewer would be taken care of when the regrading is done. Ailen replied that it wouid be. The facility parking for teachers will be improved, as will the bus drop-off of students on the northern portion. Steve Ingram asked if the system couid be designed to restrict the water fiowing through it. Allen said only if restricted at the manhole or catch basin zone. Public Works Commission — 2 6.4 — Variance was approved by Planning. It is similar to other land uses in that particular area. 6.5 — Cedarhurst Mansion will cantinue to aperate as it does now - no expansion, only improvements. OLD BUSINESS A. 80 Street Update — Eric Johnson This project was awarded at last council meeting and Project Status notice mailed to residents this week. The general contractor is Tower Asphalt. They will remove asphalt, pave, and grade. Halvorson Concrete will do the concrete work, Burschville Utilities the storm sewer work, Rumpca the excavating for subcuts, etc., and People's Electric wiil do street lighting and signals. Referring to map, Eric Johnson explained the construction schedule. He will leave a copy of the schedule at Public Works for everyone's reference. Dan Massarotti asked the schedule could be published in the Bulletrn newspaper so that peopie would be informed and thus use aiternate routes. Eric assured him that it would be. Eric also informed the Commission that the speed limit would be reduced to 25 mph, further discouraging traffic on 80 Street. (MN Dot would prefer 30 mph, so traffic will be monitored and speed limit possibly adjusted.) Dan Massarotti asked what would be done about double lane of traffic entering gptn Street from southbound Highway 61. Eric explained there wiil be a bypass constructed just west of the nouse that is located east of Burnet Realty, so traffic will be back to using four lanes here. During the mill and overlay process, it will be east of this point, narrowing down to one lane for construction work. There wili be a bypass on the east end of 80` Street, west of Jamaica Avenue, to follow the traffic down to one lane construction. The Hinto� Avenue signal will be taken out of order. As soon as the traffic control is put into place, there will be a 3-way Stop. A 3-way Stop is planned at Hyde Avenue as well. Eric will be reviewing the traffic contro� plan to be submitted by the contractor this week. Another concern is the traffic going to the high school until schooi is dismissed for the summer. 80 Street may be open to four lanes or there will be barreled and barricaded turn lanes for the school so that people entering and exiting the school don't stop the traffic on 80 Street. Eric said the narrowed ten and eleven foot lanes should discourage traffic. Some utility crossings will occur before tra�c control is in place. NSP and King Video Cabie are going to cross 80 Street at the same time at half a dozen locations. The water main will cross 80 Street to hydrants on the other side. There are also ten spots where the storm sewer crosses 80� Street. Coordinating these crossings, along with the reconstruction of 80 Street, will be a challenge. Flagmen will help with tra�c control, and once all the crossings are compieted, the two lanes will be opened up for traffic and things should move smoothly. Public Works Commission - 3 Wilmer asked if a large gas main would be installed on the south side of 80 Street. Eric explained that NSP and Muelier Pipeline are instaliing a gas main west of Hemingway Avenue on the south side, to tie into the intersection at Hemingway, running it down ta the intersection of E. Pt. Douglas Road. Dan Massarotti expressed concern that the gas line may not be buried a safe distance in the ground on the embankment by Hollywood Video. Eric responded that the requirement is to bury them three to four feet below the finished grade and he assured that they would be. Eric reported that to protect the trees, directional boring would be done instead of excavating in front of both the house on the corner and the lot where the o�ce building is located at 7501-80 Street. A gas main was put in at Health East Iast year and is being extended down to E. Pt. Douglas Rd. and tied into that intersection at this time. Both intersections will be opened up within the week to make connections with the gas main. Wilmer asked if the sidewalk would be extended all the way down on the north side of 80� Street. Eric replied that it would begin at E. Pt. Douglas Rd. and run east to Hinton Avenue on the north side. There will be a two to four foot high retaining wall beginning to the east of Burnet Realty's existing wall and extending east to the dental cli�ic where it will end. Council accepted some Alternate Bids inciuded in the 80` Street project. One was for removal and repaving of asphalt in the City Hall parking lot. Another was for the additio� of five parking stalis at the northwest corner of the police parking lot. (The parking stalis in front of City Hall will be removed when widening 80 Street and installing sidewalk.) Street lighting will consist of concrete poles with decorative luminaries to be installed from Highway 61 to Jamaica Avenue. Milling and overlay of Park High School parking lot was also bid as part of the 80� Street project. The median east of E. Pt. Douglas Rd. will be extended east to Ideal Avenue. The surtace of that center median is going to be exposed aggregate similar to the one at Hyde and E. Pt. Douglas Rd. that was put in a couple years ago. An overlook retaining wall and railing, 25 feet in diameter, will be installed adjacent to the bituminous sidewalk on the south side of 80 Street, east of Fire Station No. 2, overlooking Pinetree Pond. Wilmer asked about the Hemingway signals. Eric explained there were conduits being instalied at both intersections for future signal installation. Dan Massarotti questioned redoing one half of 80 Street in an east-west direction, concemed that this would complicate traffic control. Eric explained that traffic east and west bound will use the southerly half of the existing road... one shot, straight through, one way each way. Two crews wili be working towards the middle, Hinton Avenue to 79 Street, taking apart one to two blocks at a time. B. Public Works Buildinq Update — Allan Larson • Tile and carpeting have been installed. • Will begin moving administrative staff over later this week or early next week. • Mitel is stringing telephone line. Public Works Commission — 4 • Computer hub to be installed this week. • Auto Service to be moved next week. • After Administration and Auto Service have moved, tiles will be removed and walls torn down. • Everything basically on schedule and within budget. (New roof on older section coming out of General Fund budget.) C. Pavement Manaqement Update — Les Burshten Les reported that bids were let and Danner, Inc., was low bidder. Goes back to City Council for approval or denial on Wednesday the 15� RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTSlREQUESTS A. Rock on Lamar Ron Eriksen will see that rock gets picked up. B. Siqns on Riqht-of-way at 80�" St. and Co. Rd. 19 Ron Eriksen reported that the rental sign has been removed but other sign still remains. Tim Mathison noted that the sandbags around the sign made it especially unsightly. Counciimember Wolcott suggested that the sign ordinance be looked at. C. 77� Street Bob Eddy reported that potholes need to be filled along 77 Street. Les Burshten replied that this street would be seaicoated this summer. Bob Eddy asked Les to repeat the arrangement the city worked out with Biscoe last fall regarding creation of a new farm access road off 77 Street. Les recounted that Public Works agreed to supply Biscoe a culvert if they would do the actual construction. Bob said Biscoe recalls it differently. Les stated he would contact Biscoe to clarify the issue. D. Marty's Bodyshop Marty's Bodyshop has been issued a Conditional Use Permit. They may be protected under grandfather clause. It will be determined what is actually being repaired and what is being stored. Councilmember Wolcott recommends police protection for next visit. E. Pubiic Works Open House Public Works is planning an open house on a Saturday afternoon the end of September or first part of October. Public Works Commission - 5 COMMISSION COMMENTS AND REQUESTS Dan Massarotti reported that the street lights on Hemingway Avenue have not been working for ten days; Pubiic Works has been notified. Ron Eriksen said he'd check info the reason for delay in repair. Les asked to be called if this type of situation occurs in the future so that he can check it out and respond at Commission meeting. Wilmer inquired about compost. �es advised that up to 1500 tons would be given away free — first come, first served. A limited supply of wood chips is also availabie. Wilmer reported that the barricade at 80� Street and Kimbro Avenue is in need of repair. Ron Eriksen said he'd have it repaired promptly. ENGINEER'S REPORT No report PUBLIC WORKS UPDATE Les Burshten reported that substances other than oil are being dumped at the public oil drop-off site, which has resulted in contamination of the tank. He is concerned and does not want to have to shut the program down. Wilmer Holz suggested an article be written and prominently displayed i� the Bulletin newspaper explaining the problem. Allan Larson advised that alternative solutions are being looked at. Les informed the Commission that graffiti is a major probiem tnis year. Councilmember Wolcott said ne'd like to see an article published in the newspaper to encourage citizen help and support. Wilmer suggested a reward program be established.
