COUNCIL ACTION REQUEST
Authorize issuance of an Outdoor Event Permit to Mr. Kevin Raun in conjunction with the
Great Grove Get Together for Saturday, June 13th, 1998 for the following events to be held at
Kingstan Park - Car Show, Craft Show, Faot Races and Food Concessions, conditioned on
compliance with the recommendations established by the Public Safety, Health and Welfare
Commission and waive the $250.00 permit fee.

Great Grove Get Togther for Sunday, June 14th, 1998 for a Garden Tractor Puli event to be
held at the VFW Red Barn conditioned on compliance with the recommendations established
by the Pubiic Safety, Health and Welfare Commission and waive the $250.00 permit fee.

Re: OUTDOOR EVENT APPLICATION — GREAT GROVE GET TOGETHER
INTRODUCTION
Mr. Kevin Raun, on behalf of the Great Grove Get Together, has made application
for a permit to conduct an outdoor event on Saturday, June 13 1998, to be
conducted at Kingston Park and on Sunday, June 14 1998 at the VFW Red Barn.
BACKGROUND
The Cottage Grove City Ordinance has been amended to transfer the review of
such permit appiications from the Department of Community Development to the
Department of Pubiic Safety.
DISCUSSION
In accordance with the requirements of Cottage Grove Ordinance 607, the Public
Safety, Health and Welfare Commission reviewed the application for this event
submitted by Mr. Kevin Raun, at their May 12�' meeting and unanimously
recommended the following conditions for the conduct of this event.
Car Show — Kingston Paric
Hours of operation: 9:00 A.M. to 3:00 P.M.
Parking - The parking design must ensure for emergency access Ianes in all
areas
Display of vehicies — No vehicle may be displayed on an elevation higher than
three feet off the ground.

Food — Kingston Park
Hours of operation: 9:00 A.M. to 9:00 P.M.
Licensing Requirements - All vendors providing food service must nave current
licenses, and comply with all Minnesota and Washington
County Department of Health regulations

Hours of operation — 9:00 A.M. to 5:00 P.M.

Foot Races — Start and end at Kingston Park
Kids Fun Run — 9:00 a.m.
2 mile course — 8:00 a.m
5 mile course — 8:45 a.m.
Garden Tractor Pull — Sunday June 94, 1998 at Cottage Grove VFW
Hours of operation: 10:0� A.M. to 6:00 P.M.
Alcoholic beverages Alcoholic beverages may not be possessed or consumed
outdoors during the event except in fenced area contiguous
with the building.

GENERAL CONDITIONS
Trash and debris — Applicant shall provide adequate trash and debris containers
within all areas of the event and shall be clearly marked. Trash and debris in ali areas
of event held property shall be periodically picked up during the event and by 12:00
noon tne next day, including the removal of all temporary trash dumpsters.
Policing — Adequate policing as determined by the Director of Public Safety shall be
provided to maintain order. Any costs incurred for the police enforcement required for
the event shall be the responsibility of the applicant.
Emergency lanes — The applicant is responsible for maintaining ail fire and
emergency lanes located within the event held property. These fire and emergency
lanes shall be designated by the Public Safety Department.
Tents —All tents used shail meet the requirements listed in the Uniform Fire Code.
Proof of the fire retardancy treatment for ali tents must be provided for inspection.

Inspection — The applicant shall contact the Director of Public Safety during City Hall
business hours to schedule ail required inspections. One week prior to the event, the
applicant shall submit a schedule and site plan detailing the dates and times to set up
(e.g. fence installation, temporary staging, tables, name(s) and telephone number(s)
of people in charge of the event, etc.), removal and cieanup operations. These
inspections must be completed prior to the opening of the event.
Glass containers — No giass containers shall be used, displayed, or allowed in the
event or perimeter parking lots.
Electrical — All necessary electrical permits shall be the responsibility of the electrical
contractor. All electrical connections shall be inspected as required by the State
Electrical Code.
Fire Lanes — Marked fire lanes shall be kept open around the event area.
Noise — All events must conform to the criteria concerning noise set forth in Section
28.51.1 of the Zoning Ordinance.
Traffic — Appiicant shali designate and maintain adequate egress and ingress
entrances on streets adjacent to event heid property to prevent traffic from stacking
on adjacent roadways and property.
Stage/Grandstand — Applicant must submit prior to the installation of any
stage/grandstand detailed structural and positioning plans to the Director of Public
Safety.
Sanitary Facilities — The applicant shall provide adequate sanitary facilities which
shall consist of a minimum of four (4) portable unisex toilets. Portable toilets must be
emptied as necessary.
Alcoholic beverages Alcoholic beverages may not be possessed or consumed
during the event.
RECOMMENDATION
It is my recommendation that the City Council authorize the issuance of a permit.
COUNCIL ACTION REQUIRED
If the City Councii concurs with this recommendation, they should pass a motion
authorizing the issuance of the permit to Mr. Kevin Raun, subject to the conditions
outlined in this memorandum.
